The location of the test pit is indicated on the attached plan (Test Pit). The geology of the site consists of approximately 0.5 feet of black, organic topsoil overlying approximately 10 feet of red silty - gravel, in dispersed with fractured rock from 1" to 2'. The approximate percentages are as follows: silt (40%), gravel. (35%), 1 "-6" fractured rock (209/6), 6"-2' fractured rock (5%). On August 19, 2003 three (3) holes were dug with a backhoe to depths of approximately 28 to 30 inches. From these elevations, percolation holes approximately 8 inches in diameter to a depth of 14 inches were dug with posthole diggers. The overall depth of percolation holes from original grade to bottom of hole ranged from 42 to 44 inches. Each hole was then pre-soaked. On August 20, 2003, each hole was again filled with water to measure percolation rates. The percolation test results are summarized on the attached Percolation Test Results report. The average percolation rate measured was calculated to be approximately 14.0 min inch. Due to the percolation rates observed, a conventional septic system consisting of a holding tank, and standard leach field is recommended In addition, based on the soil geology and surface gradient, it is recommended that a perimeter drain be constructed around the leachfield to mitigate any potential storm water infiltration during high seasonal runoff periods. Based on the information in the permit file the system has been installed; and a final inspection of the system was done. However, the engineer for the project McCIellan, M & M Construction never sent a final Certification Letter and the As -Built drawings, both of which are required before the file can be closed. On July 5, 2007 a letter was sent to McClellan, M & M Construction requesting the letter and drawings but today they have not been received. On February 25, 2008 attempts were made to contact McClellan, M & M Construction by phone but their number(s) have been disconnected. Please be advised that currently your property is in violation of International Residential Building Code, Section R110.4, and the Eagle County Building Resolution 3.04.09. To correct these violations, and bring your property into compliance the county would ask that you attempt to obtain the need information from McClellan, M & M Construction. If this proves to be unsuccessful then what we would like to Imow is if your system is functioning properly, if you have had the system cleaned since the installation, and if so by whom. They installed the system in 2003 and were out of business by 2005 so t could not reach them to get the necessary information. Your letter stated that if I was unable to obtain the requested information, you needed to know if the system was functioning properly by the company cleaning the system. I finaify had the system cleaned November 2011 and have attached the invoice from 8&R Septic along with pictures of the inside showing "as-builts"_ They confirmed that the system was functioning properly and suggested that I Have the system cleaned again in 3-4 years_ Please confirm that you receive this information and that is it acceptable for you to close my file.
