This was an exciting day but also somewhat bittersweet. Today,there was a leadership change, starting with a thank-you gift for Commissioner Scherr,who turned over his leadership role as the board chair. Commissioner Chandler-Henry thanked Commissioner Scherr for being the fearless leader over the past year. The chair always had extra duties, including keeping things on track during the meetings. She believed Commissioner Scherr had been masterful at it and ushered in a new era of being more involved at the legislative level. She believed there were only great things to come and gifted Commissioner Scherr with a 2024 Eagle County Rodeo belt buckle. Commissioner Scherr thanked the commissioners for the gift and Commissioner Chandler-Henry's kind words. Commissioner McQueeney stated that this transition meeting would continue with a short video thanking Kathy Chandler-Henry for her years of service. Commissioner Scherr stated that he was fortunate to know Kathy before either was county commissioner. She was one of his mentors regarding our community and how to approach leadership and collaboration. He learned only in hindsight that he did not take enough advantage of those times and did not try to take advantage of Kathy's time as much as he knew she would have been willing to give it. As commissioners,they couldn't hang out and have coffee as easily as before. The upside is that she lived across the street from his office,and now she's in trouble. Her wisdom, advice, and sensibility were inspiring. He thanked her for everything she had done and the leadership she'd brought to the county and community. Commissioner McQueeney stated that it had been an honor and a privilege to serve alongside Kathy. It was hard to put into words what her leadership had meant to her. She was reminded of the time she was sitting before the vacancy committee as they were trying to select a new county commissioner and Kathy calmly stood in front of the committee and answered their questions clearly and compassionately. Commissioner Chandler-Henry thanked her fellow commissioners and everyone. It had been her honor and pleasure to work with everyone at Eagle County. Swearing-In Eagle County's Elected Officials Executive Summary: Judge Rachel J. Olguin-Fresquez will be swearing in Commissioners Matt Scherr and Tom Boyd for their new terms. 1 01/14/2025 Commissioner Boyd took his seat as county commissioner and congratulated Commissioner Scherr. He looked forward to working with both commissioners. He spoke about Kathy Chandler-Henry's work in office and in the community and believed that with her departure there was a bit of an empty space. All one could do was take lessons from her 11 years with the county and work day by day to fill in that space. He recognized everyone who helped him get to this point. County staff had done a great job welcoming him and getting him up to speed. Jeff Shroll stated that almost seven years ago Kathy Chandler-Henry welcomed him to the county. She had broken lines and barriers and was fearless in crossing over into a world where people were not always in agreement with her or a decision that the county had made. She had never been afraid to step across the line and listen. She set a standard for that and this was something that everyone needed to live up. Constituent Input Chairman McQueeney opened and closed constituent input, as there was none. Business Item 1. Resolution 2025-002 Annual Appointments Resolution Dani Moore,Administration Executive Summary: This resolution includes administrative appointments and designations for the year 2025. Rhea Silverkorn, executive coordinator,highlighted the appointments resolution that solidified the discussed changes. It appoints Jeanne McQueeney as the Chair of the Board of Commissioners for the year 2025, appoints Tom Boyd as Vice Chair of the Board of County Commissioners, and other destinations for 2025. Commissioner Scherr moved to approve the 2025 Annual Appointments Resolution. Commissioner Boyd seconded the motion. The vote was unanimous. Consent Agenda 1. Colorado Department of Transportation; Eagle County Signature Sheet for Highway Users Tax Fund for Mileage Revenue Collection Nicole Trujillo, Road&Bridge 2. December 2024 Payment Reports Christina Andrews,Finance Commissioner Boyd moved to approve the Consent Agenda for January 14, 2025, as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2 01/14/2025 Commissioner Boyd moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Housing and Development Authority 1. IRS Form 8328, Carryforward Election of Unused Private Activity Bond Cap Tori Franks, Resiliency/Housing Executive Summary: IRS Form 8328 is a form ECHDA is required to file with the IRS documenting the total bond cap it will allocate to a project(Eagle Villas) in a given year. Ms. Franks stated that the tax form consolidated the bond cap for the Eagle Villas project. The form was required for 2024. Commissioner Scherr moved to approve the IRS Form 8328, Carryforward Election of Unused Private Activity Bond Cap. Commissioner Boyd seconded the motion. The vote was unanimous. Commissioner Boyd moved to as the Eagle CountyHousing and Development Authority and Y adjourng reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. The vote was unanimous. Meet.& Greet/Thank You to Commissioners Executive Summary: We are inviting Eagle County Employees to have a chance to meet our new Commissioner, Tom Boyd, and say goodbye and thank you to the outgoing Commissioner,Kathy Chandler-Henry. AFP-009457-2024 825 Holden Rd and 803 Holden Rd Lot Line Adjustment-Amended Final Plat Troy Hangen,Planning Project Name: 825 Holden Rd and 803 Holden Rd Lot Line Adjustment-Amended Final Plat File No.: AFP-009457-2024 Location: 825 Holden Road and 803 Holden Road,Beaver Creek area(Parcel#2105-133-01-002 & 2105-133-01-003,respectively) Owner/Applicant(s): Kyle 2011 RE Investments,LLC and Branch Family 803 Holden Road, LLC,respectively Representative: Matthew K. Stovall, Esq. -Vail Valley Law Staff Planner: Troy Hangen, Senior Planner Recommendation: Approval with Conditions Troy Hangen, staff planner, stated that the application before the board was for an amended final plat for a lot line adjustment. He introduced the applicant's representative, Matt Stovall. Mr. Stovall stated that this was a case of a mistaken water feature. His client accidentally put his water feature on what he thought was his property but turned out to be the neighbor's property. They wished to amend the 3 01/14/2025 lot line so the water feature is on his client's property. His client would be paying for the portion of the adjustment, and everything else would remain the same. Mr. Hanagan stated that the purpose of the application was to relocate the lot line and staff recommended approval as it met the standards. He provided a zoning map and the site data. The home was centrally located in the Beaver Creek PUD. The lot line would be moved 20-30 feet or so to incorporate the water feature. Commissioner Boyd believed there was amicable work between neighbors. Chairman McQueeney opened and closed public comment, as there was none. Chairman McQueeney believed the application met the standards and overall intent of the final plat. She had no concerns about approving the file. Commissioner Boyd concurred. Commissioner Boyd moved to approve File No. AFP-009457-2024,AFP for 825 Holden Rd and 803 Holden Rd Lot Line Adjustment-Amended Final Plat, incorporating staff's findings and recommended condition, because this application, as conditioned,meets the standards for approval of an Amended Final Plat. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Executive Session - Holy Cross Room 1.
