Larry Martin Construction installed the sewer line. The existing OWTS is permitted under Eagle County Environmental Health Department Individual Sewage Disposal System (ISDS) Permit 1964-00. The system consists of a 1000-gallon septic tank, followed by 19 ‘Standard’ Infiltrator® chambers. A 4-inch diameter sewer line with double-sweep cleanout was installed from the Barn/Stable to the existing septic tank. This new sewer line “y”s into the existing sewer line. An additional clean out was installed, as the length of the sewer line from the barn to the tank exceeded 100-feet. An effluent filter was installed on the outlet tee of the existing septic tank. This filter must be cleaned annually, or as needed. The existing OWTS was in use at the time of the June 12, 2015 inspection and appeared to be functioning properly with no evidence of surface saturation or failure. There was approximately 1-inch of standing water observed in the inspection port of the first trench of the STA. This is normal, as the STA is set up to be distributed serially. The last inspection port was found to be dry. One of the inspection ports was broken and was repaired. If desired, these ports can be cut to grade and placed is a sprinkler or valve box for access. No livestock or heavy equipment traffic is allowed over the existing STA. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OW TS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The plumbing in the new Barn/Stable will tie into this existing OWTS. The 12.0- acre property is located outside of Basalt, in an area where OWTSs and wells are necessary. The legal description of the property “Site” is as follows: Tract: 42 Section: 4 Township: 8 Range: 87 Tract: 56 Section: 4 Township: 8 Range: 87 PCLIN E1/2SE1/4 AKA PARCEL A OF HOOKSPUR RANCH SITE CONDITIONS A 2-bedroom, single-family residence and 2-bedroom cabin (Guest House) presently exist on the property and are utilizing existing OWTSs. Inspections of these OWTSs were preformed prior to sale of the property and both inspection reports (dated October 23, 2014) are enclosed. Both systems were found to be functioning properly. With the overall proposed development of the property, the former 2- bedroom cabin (Guest House) will be renovated and will no longer be utilized as a residence. A new Barn/Stable is proposed and plumbing from the Barn/Stable (one toilet and lavatory) will be plumbed into the OWTS serving the existing Guest House. This OWTS is documented by Eagle County Environmental Health Department Individual Sewage Disposal System (ISDS) Permit 1964 -00. Anticipated flow from the Barn/Stable are not expected to exceed 33.2 gallons per day (per sizing criteria outlined in Table 6-2, Eagle County On-Site Wastewater Treatment System Regulations, adopted May 13, 2014.) Calculations regarding the inclusion of the barn pluming into this OWTS are included below A new 4-bedroom single-family residence is also proposed on the property and will be served by a separate OWTS under a separate OWTS Construction permit. Two private wells exist on the 22.75-acre property. Both wells are greater than greater than 50-feet from the existing septic tank and greater than 100-feet from the existing soil treatment area (STA). Page 2 SUBSURFACE The subsurface was investigated on June 12, 2015 by digging two soil profile test pit excavations (Test Pits). A visual and tactile soil analysis of the soil was completed by Carla Ostberg at the time of excavation.1 The materials encountered in Test Pit #1 consisted of dark brown, moist topsoil to 2.0-feet, underlain by medium to light brown loamy sand with some cobbles approximately 2 to 4-inches in diameter to a maximum depth explored of 9-feet. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 was consistent with those in Test Pit #1, with the exception of the topsoil layer only extending to approximately 1-foot below grade. A tactile analysis of the soils was taken from Test Pit #1 at approximately 3-feet below grade. The soil formed a ball, but no ribbon. Soil structure shape was granular, soil structure grade was strong, and consistence was loose. The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Custom Soil Resource Report for Aspen-Gypsum Area, Colorado, Parts of Eagle, Garfield, and Pitkin Counties is also enclosed. Information provided in this report is generally consistent with Site reconnaissance and subsurface investigation findings. For comparison purposes, STA sizing is based on Soil Type 1, Loamy Sand. A long term acceptance rate (LTAR) of 0.8 gallons per square foot, will be used to compare sizing of the existing OWTS to what would be required under current code, in accordance with Table 10-1 Soil Type 1 presented in the Eagle County On-Site Wastewater Treatment System Regulations, adopted May 13, 2014. Page 3 OWTS CALCULATIONS The existing OWTS is permitted under Eagle County Environmental Health Department Individual Sewage Disposal System (ISDS) Permit 1964-00. The system consists of a 1000-gallon septic tank, followed by 19 ‘Standard’ Infiltrator® chambers. The Eagle County documents were not obtained until AFTER the original inspections were conducted. The dimensions of a ‘Standard’ chamber are 6.25-feet by 3-feet; therefore, under current code, the chambers would be given credit for a total of 356.25 square feet of infiltrative area. Inlet tee Outlet tee Existing STA – inspection ports For purposes of sizing comparison, the Guest House will be considered 2-bedrooms (although it will no longer be utilized as a residence), and flow from the Barn/Stable with a toilet and lavatory is calculated at 33.2 gallons/day with anticipated use by one person/day. Table 1 compares the existing OWTS sizing to the minimum capacity required under current code. Calculations: Average Design Flow = 75 GPD x 2 people/bedroom x 2 bedrooms + 33.2 GPD = 333.2 GPD LTAR = 0.8 GPD/SF 333.2 GPD / 0.8 GPD/SF x 1.0 (gravity trenches) x 0.7 (chambers) = 292 SF Table 1 Existing OWTS Required Capacity Tank capacity 1000-gallons 1000-gallons STA 356.25 square feet 292 square feet The existing STA is larger than the minimum required area under current code to serve 2 -bedrooms and flow from a toilet and lavatory in the Barn/Stable for use by one person per day. DESIGN SPECIFICATIONS Only domestic wastewater from sinks and the toilet are permitted to be routed to the existing OWTS. A 4-inch diameter sewer line with double-sweep cleanout will be installed from the Barn/Stable to the existing septic tank. This new sewer line may “y” into the existing sewer line or enter the septic tank through one of the side knock outs. This line must have a minimum fall of 2% to the tank. The trench must be well compacted and the pipe should be bedded in screened rock. If the length of this pipe exceeds 100-feet, additional cleanouts must be installed. Where the sewer line runs under the driveway, it must be minimum Schedule 40 rated pipe and covered with blue board insulation for protection from freezing. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on the backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Page 5 Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. No documents pertaining to the OWTS were available from Eagle County Environmental Health Department. The subject OWTS consists of a 1000-gallon, two-compartment concrete septic tank. B&R Septic had recently pumped the septic tank. The septic tank appeared to be in good condition. The lids were found to be in disrepair and were replaced. Inlet and outlet tees were present. If desired, an effluent filter could be added to outlet tee. If added, this filter should be cleaned annually, or as needed. The absorption area size is unknown, but appears to be located to the northeast of the tank and house. An inspection port was present and was dry. The absorption area showed no signs of surface saturation, and had no indication of failure. Recommendations:  Add effluent filter (optional). If added, this filter will need to be cleaned annually, or as needed.  Pump septic tank as needed, as gauged by accumulation of solids in the tank. The subject OWTS was sized to accommodate 2 bedrooms and consists of one 1000-gallon, two- compartment concrete septic tank and an absorption area consisting of two rows of 9 ‘Quick 4’ Infiltrator® chambers in each row, connected serially, for a total of 18 total chambers or 281 square feet of infiltrative area (using 15.5 square feet per chamber). The Individual Sewage Disposal System (ISDS) Permit and as-built drawing were provided by Eagle County Environmental Health Department. ISDS Permit #1964- 00 documents this system installation. A clean-out is present near the house. The septic tank appeared to be in good condition. Inlet and outlet tees were present, with an effluent filter present on the outlet tee.
