MERRY, REHS Director February 26, 2016 Project No. C1194 Eric Peirson ejpeirson@gmail.com Onsite Wastewater Treatment System (OWTS) Design Modification 4-Bedroom Residence 245 Milburn Court Eagle County, Colorado Eric, ALL SERVICE septic, LLC has completed an onsite wastewater treatment system (OWTS) design modification for the subject OWTS. The property is located outside of Basalt, in an area where OWTSs are necessary. The property is served by a community water system. The legal description of the property 2.6-acre property is Lot 18, Aspen Mountain View, Filing 3. The Parcel ID is 2391-223-07-004. SITE CONDITIONS A 4-bedroom, single-family residence presently exists and is utilizing an existing OWTS. The existing OW TS is documented by Eagle County Individual Sewage Disposal System Permit No 2083 -01. The existing 1250-gallon concrete septic tank appears to be in good condition. The soil treatment area (STA) consists of four trenches, each with 15 ‘Standard’ Infiltrator® chambers, connected serially. The first two trenches are experiencing saturated conditions. Effluent was present in the inspection ports of first two trenches and the septic tank was overfull, causing a back-up in to the house. Flow may be inhibited between the second and third trench by insufficient grade, blockage, or break in the pipe. The cause of the problem will be explored in conjunction with excavation for the design modification. The septic tank was pumped, in addition to effluent in the chamber trenches that was accessible through the inspection ports. DESIGN MODIFICATION SPECIFICATIONS The existing septic tank will remain in place. We recommend replacing the existing effluent filter (or screen) with an Orenco® Biotube Effluent Filter with a handle extension for ease of removal for cleaning. The the existing 4-inch diameter pipe from the septic tank to the first trench will be abandoned and a new 4-inch diameter ASTM SDR-35 pipe must be installed from the septic tank to a new distribution box. The distribution box1 must be accessible from grade. New 4-inch diameter ASTM SDR-35 pipes must be installed from the distribution box to the front end plate of each trench. The pipe must enter the top port of the chamber end plate. Inspection ports must be installed in the first chamber of each trench to enable monitoring of effluent levels in the chambers. The speed levelers must temporarily be adjusted to minimize flow to the first two trenches. This office must be contacted to assess the condition of the STA. In August, 2016, effluent levels in all trenches must be checked and documented. If the first two trenches are no longer saturated, speed levelers will be set to distribute effluent equally to all four trenches. If trenches remain saturated, we propose the following steps be taken to add infiltrative area: 1. Confirm subsurface soil conditions; 2. Submit a revised design to Eagle County Environmental Health Department, compliant with current code requirements, for additional STA. Additional STA will be located in the proposed area located on the site plan (see W1.0). The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. No heavy equipment, machinery, or materials should be placed on the STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Page 3 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Avalanche Excavation installed the system. A new, Orecno® Biotube Effluent Filter was installed on the outlet of the existing septic tank. This filter must be cleaned annually, or as needed. The connecting pipe from the second to third trench was not found to be broken or blocked. A distribution box was installed, which is accessible from grade, and new transport pipes were installed from the distribution box to the beginning of each trench to achieve equal distribution. Speed levels were installed on each of the outlets in the distribution box and flow to the first two (currently saturated) trenches was minimized, allowing flow to the second two (currently dry) trenches. The condition of the trenches must be checked in August, 2016. At that time, if the first two trenches have dried sufficiently, speed levelers will be adjusted so equal flow is going to all of the trenches. This office will report back to Eagle County Environmental Health Department on the status of the system. Inspection ports were also installed at the beginning and end of each trench for future monitoring. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OW TS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Repairs had been completed on the system in March, 2016 under Eagle County Permit No. OWTS-3-16-14183. These repairs included the installation of a distribution box and plumbing to the beginning of all four trenches. Inspection ports were installed at both the beginning and end of each trench for future monitoring of the OWTS. The distribution box is accessible from grade. The first two trenches were saturated at the time of the repair. These trenches were allowed to rest for the last 6 months. When the system was checked on August 1, 2016, effluent was observed only in the beginning of the third and forth trenches. Ports at the end of all trenches were dry, as well as the beginning of the first and second trenches. We spun the speed levelers so all trenches were accepting effluent equally. The system appears to be back in good working condition. It’s important to check the system annually, at a minimum. As a reminder, there is a filter on the outlet tee of the septic tank that must be cleaned annually, or as needed. Please call with questions. Repairs had been completed on the system in March, 2016 under Eagle County Permit No. OWTS-3-16-14183. These repairs included the installation of a distribution box and plumbing to the beginning of all four trenches. Inspection ports were installed at both the beginning and end of each trench for future monitoring of the OWTS. The distribution box is accessible from grade. The first two trenches were saturated at the time of the repair. These trenches were allowed to rest for the last 6 months. When the system was checked on August 1, 2016, effluent was observed only in the beginning of the third and forth trenches. Ports at the end of all trenches were dry, as well as the beginning of the first and second trenches. We spun the speed levelers so all trenches were accepting effluent equally. The system appears to be back in good working condition. It’s important to check the system annually, at a minimum. As a reminder, there is a filter on the outlet tee of the septic tank that must be cleaned annually, or as needed. Please call with questions.
