This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner McQueeney spoke about Colorado Gives Day and the importance of contributing to the
community. This was a good time to pause before getting into the holiday season and think about the community
and how to contribute.
Commissioner Chandler-Henry stated that County Manager Jeff Shroll,Natural Resource Director Marcia
Gilles, and herself attended a meeting on Friday with CPW regarding the next round of wolf introduction into the
northwest corner of the state. All the information was on their website in an effort to be transparent. What was
really interesting was a presented map that identified good habitat suitability and potential for conflict on the other.
There were very few places suited for wolf reintroduction. She believed the suitable areas were few and far
between. It was an interesting meeting, and CPW was under a lot of pressure and antagonism because people were
concerned about the wolves. The meeting was beneficial,and she encouraged people to visit the CPW website.
Chairman Scherr stated that the big election was now behind us and encouraged anyone who was feeling
any kind of negative emotions,to find a place to make a difference in the community.
County Manager Updates
Jeff Shroll gave a shout-out to the CPW. They were doing a great job managing a difficult situation. He
asked that folks be patient with CPW. They were trying their best with the science behind the introduction. He also
gave a shout-out to Regina O'Brien and the amazing County Clerk's office for putting off a great election. He
believed the county elections were fair and beyond reproach due to the detailed work and amazing people working
them.

Beth Oliver,County Attorney, stated that Item 6 needed to be pulled from the Consent Agenda to allow
for an administrative step. It would be secluded for a future agenda.
Heath Harmon spoke about Item 7,the program Campeoones del Sistema 2024. He talked about the
purpose of the program. The program had a three-year term and was unique to Eagle County.
Ben Gerdes, County Engineer, spoke about Item 3,this was a movement of information"engineering
standards"from the Land Use Regulations to the Engineering Criteria Manual. There were no changes being
made to the technical information at this time.
Commissioner Chandler-Henry moved to approve the Consent Agenda for November 12, 2024 as
presented, excluding Item 6.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

1. Resolution 2024-079 Proclaiming December 10, 2024 as Colorado Gives Day in Eagle County

Grace Anshutz spoke. She represented Eagle County Gives, a local coalition of over 50 nonprofits. The
goal for Colorado Gives Day was to increase the amount of money each organization raised.
Executive Summary: Colorado Gives Foundation is recognizing December 10th 2024 as Colorado Gives Day in
Eagle County
Commissioner McQueeney moved to approve the Resolution Proclaiming December 10, 2024 as Colorado
Gives Day in Eagle County.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
2. Resolution Concerning Appointments to Willits Bend-Roaring Fork Housing,Inc.PULLED

Executive Summary: In 2006,the Willits Bend PUD was approved by resolution that allows for a$359,136.86
housing mitigation payment in lieu imposed by a 1%RETA paid to Eagle County. The original resolution outlined
the funds to be dedicated to promoting affordable housing with a board of 5 members,with Eagle County
appointing two of those members. The Willits Bend-Roaring Fork Housing, Inc. fund currently contains $57,000,
and with this Board of five,they will spend those funds and future revolving funds with the goal of promoting
affordable housing in the Roaring Fork Valley.
3. Resolution 2024-080 to Support of Eagle County Veterans in Honor of Veterans' Day November 12, 2024&
Veteran Recognition

Executive Summary: This resolution will be recognizing the veterans of Eagle County. Veterans Day will be
observed on November 12th,2024. In addition to the resolution,Eagle County Veterans Service Officer Pat
Hammon will recognize all Eagle County Employees who have served or are currently serving as well as the
Eagle County Veteran of the Year for 2024.
Pat Hammon, Veterans Service Officer,read the resolution recognizing and honoring country veterans.
Commissioner Chandler-Henry stated that she attended the ceremony in Edwards at Freedom Park and
recognized Pat Hammon for her efforts on behalf of all of the veterans.
Chairman Scherr recognized Ms. Hammon for her work at the county, and over the years, she had served
in many other capacities to assist veterans.
Ms. Hammon recognized all Eagle County employees who were veterans and the Veteran of the Year,
Clark Shively.
Commissioner Chandler-Henry moved to approve the Resolution to Support Eagle County Veterans in
Honor of Veterans' Day November 12, 2024&Veteran Recognition.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
