This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Commissioner Scherr opened constituent input.
Kate Sheldon,Town of Eagle resident, expressed appreciation for the country's contribution to the wildlife
passes. She thanked the board for walking the walk for wildlife so they could walk to survive. These passes are all
across the world. She asked that the board consider variable speed limit signs for the 2025 budget. These variable
speed limit signs flash and change at twilight;they are solar-powered and allow elk to cross roads safely. She
suggested that the county partner with TOE for variable speed limit signs for Brush Creek Road where they cross in
March and April. The signs were about$5000 each and would help wildlife.
Valerie Glimp of Eagle spoke. She'd been a 14-year resident of Eagle County, and she felt that anything the
board could do to help the wildlife in the county was very important, especially given its growth.
Commissioner Scherr closed constituent input.
Commissioner Updates
Commissioner Chandler-Henry spoke about the BLM public lands rule which tied into what was said about
wildlife. Eagle County had been a huge supporter of getting the Public Lands Rule passed which it did in the last
year. It allows the BLM to manage conservation values equally with oil and gas. In an outdoor recreation
economy,this was critically important to the county. She learned that this rule had a major change within the
agency with regard to range health. When they look at range health,they have a wider view to give insights into
the health and well-being of the wildlife and cattle grazing land, leading to better mitigation tactics and better
forage for wildlife and cattle grazing. This has a huge impact, and she was excited to see it put into play.
Commissioner McQueeney talked about a meeting with the Routt County Commissioners, and it turns out
Eagle County had a lot in common with its neighboring counties regarding what they're working on. One of them
was the senior care. She also reminded folks that next weekend was the Eagle River Cleanup. This is a great
opportunity to get out with neighbors and/or work colleagues to clean up the river. There was a BBQ afterward at
the Broken Arrow in Arrowhead. Information could be found on the Eagle River Coalition website.
Chairman Scherr reminded folks that Labor Day weekend was coming up,which meant that the Vail Rotary
Duck Race would be happening. It wasn't too late to buy a duck;they could be purchased at Vailduckrace.com. He
also mentioned some film screenings that were advertised in the Vail Daily; if anyone was interested,they could go
to RMPBS.org.

8. July 2024 Payment Report

Teak Simonton, Eagle County Treasurer, spoke about consent agenda item 2,with regards to Dr. Alexander
J. Alan describing his scientific background. He died in 1968 and left a sum of money to be distributed to students
in Eagle County. In his will he established an education fund for students and anticipated that$2,000 a year would
be given to two students to have half of the cost of tuition. In 2003,the county took over the fund, and by 2017 the
fund had grown to $400,000. At that time, they were distributing$5000 to 4 or 5 students a year. Currently,they
are helping 20 students annually. By next year,the fund will have been depleted.
Commissioner Chandler-Henry moved to approve the Consent Agenda, for August 27, 2024 as presented
excluding items#1,which will be on the next week's agenda and#5,to be discussed separately.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

Beth Oliver,County Attorney,provided some background. This was an agreement with Shaw Construction
to construct the Edwards Freedom Park general services building and residential units. The original AIA agreement
was on the board's agenda a couple of weeks ago, along with some general conditions. Exhibit A on the agenda
today was for the guaranteed maximum price for the project's construction. It also lists Exhibit B,which spells out
the insurance requirements for the project. Staff was still working on the insurance requirements that need to be
included on Exhibit B so she proposed that the board approve Exhibit A and Exhibit B would be pushed to next
week's agenda.
Commissioner McQueeney moved to approve Exhibit A Guaranteed Maximum Price Amendment to the
Preconstruction and Construction Services Agreement for the Edwards Freedom Park General Services Building
and Residential Units between Eagle County Government and Shaw Construction.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Resolution 2024-058 Designating August 2024 as Child Support Services Month
Guadalupe Ontiveros, Human Service
Guadalupe Ontiveros, Integrated Support Services Supervisor, spoke about this program managed by
Human Services. They are currently working on 531 cases.
Commissioner McQueeney expressed her appreciation for the program.
Commissioner Chandler-Henry asked how someone would reach out for help.
Ms. Ontiveros stated that there was a link on the Eagle County website that would direct someone to the
state website.Applications could be submitted online. Families could also come in person to Human Services
offices in Avon, Eagle,and El Jebel for more information.
Commissioner McQueeney moved to approve the Resolution Designating August 2024 as Child Support
Services Month.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Work Session - Eagle County Room
1. Investments to Aging Well within Eagle County

An Aging Well Plan has been adopted by Eagle County Healthy Aging since 2017,with the last update occurring
in 2021. As the number of community members aged 60 years and older continues to grow, so does the demand
for and interest in services. The Healthy Aging program and Eagle County Paramedic Services will review data,
discuss the experiences of older adults,and explore options for further investments that can better support older
adults in Eagle County.

Planning File - Eagle County Room
1. LUR-009446-2024-Repeal of Engineering Standards and Building Code Amendment

Executive Summary: The purpose of the application is to amend the text of the Eagle County Land Use
Regulations including Chapter I; Chapter II; Chapter III; and appendices.
Bill Gibson,Director of Community Development, stated that the application before the board today was
one of three components of a larger project to adopt the 2021 Building Codes. This component extracted the
existing building codes from the land use regulations and some engineering standards. A companion application
would be updating the Engineering manual, another companion application would be updating the building codes -
along with electric preferred options. Those hearings are scheduled for October. That said, they are requesting
that this land use file be tabled until October 7th to correspond to the hearing for the other two files.
Commissioner Chandler-Henry moved to table File No. LUR-009446-2024,to October 7, 2024, in order
to properly process the relevant adoption hearings necessary to protect the general welfare of the residents of
Eagle County.
Commissioner McQueeney seconded the motion. The vote was unanimous.
