This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened constituent input.
Joanna Kerwin, a resident of Edwards,expressed concern about the process of repealing the engineering
and building code amendment. She did not believe the amendments were sent out for review to any of the metro
districts in unincorporated Eagle County. It should have been sent out for review, specifically section 8.4,
regarding traffic studies. She believed that the metro district would have input. Her request as a citizen is that the
word"current"be defined. There had been a lot of talk about housing needs in the community, and she saw on the
county website that Eagle County needed 6,000 units. In the last week,there had been over 2,200 built in the
county since 2019, and there were 1,700 units under construction right now, 2,900 approved units,and 3,600
planned units. The Eagle County website for the West End shows that public comment was still open on the West
End variance for improvement standards. Lastly, it would be great if the website could be updated to show what
time the hearing is on September 9th.
Chairman Scherr noted that the county was involved in a regional housing needs assessment, so there
should be some updates in the future.
Chairman Scherr closed constituent input.
Commissioner Updates
Commissioner McQueeney reminded folks that school had started and to be careful for students on their
bikes to and from school. She encouraged folk to allow for extra travel time.
Commissioner Chandler said she would attend the Bureau of Land Management Resource Advisory
Council meeting two days in Grand Junction. If anyone has some BLM issues, suggestions,or ideas,please let her
know.
Chairman Scherr stated that the Vail Edwards Rotary Club was holding a community potluck dinner tonight
in Riverwalk. He also mentioned that the Vail Rotary Duck Race was coming up, and ducks were still for sale.

Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Board of Equalization.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

1. 2024 Abstract of Assessment

Executive Summary: Mark Chapin,Assessor, and Chairman of the Board of County Commissioners sign the 2024
Abstract of Assessment for submittal to the State of Colorado Property Tax Administrator
Mark Chapin,County Assessor,reviewed the value of all taxable property located in the county as required
by state statute. The total valuation to date is$5,624,546,300. The board was required to certify the Abstract of
Assessment.
Commissioner Chandler-Henry moved that the board certify the 2024 Abstract of Assessment for Eagle
County.
Commissioner McQueeney seconded the motion. The vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of Equalization and reconvene as
the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Business Item(s)
1. Resolution 2024-053 Approving Appointments to the Eagle County Planning Commission

Executive Summary: Consideration of a resolution for appointments to the Eagle County Planning Commission.
Trent Hyatt, Community Development Deputy Director, stated that staff recommended that the Board
re-appoint Patrick Scanlan(regular member),Craig Kish(alternate member), and Corinne Hara(alternate
member).

Joanne Kerwin wished to comment. She believed the Planning Commission had a hard job and had done
a really good job on files. She had two concerns. First, she believed it was important for people on the Planning
Commission to disclose what the conflict of interest is and why they are comfortable still voting on something.
Secondly, she believed that if the Planning Commission has concerns on a file, any concerns should be shared
with the BoCC.
Commissioner Chandler-Henry moved to approve the Resolution Approving Appointments to the Eagle
County Planning Commission.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
2. Resolution 2024-054 Approving Appointment to the Roaring Fork Valley Regional Planning Commission

Executive Summary: Consideration of a resolution for appointments to the Roaring Fork Valley Regional
Planning Commission.
Mr. Hyatt stated that they did have an alternate member proposed on the resolution but had yet to hear
from the individual and suggested that she be removed and the resolution be amended on the record.
Ms. Oliver stated that she could be reappointed or someone else added at a later date.
Commissioner Chandler-Henry moved to approve the Resolution Approving Appointments to the
Roaring Fork Valley Regional Planning Commission minus Laura Segura(alternate member)at this time.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
3. Early Head Start Annual Grant Application&Budget Revision
Kendra Kleinschmidt,Human Services
Executive Summary: Early Head Start(EHS)respectfully requests approval of the program's 2025 grant
submission(specifically a baseline application for 2025-2030)and a 2024 budget revision. The BoCC is part of
the EHS governance structure, so this presentation will provide the information needed to keep them well
informed.
Kendra Kleinschmidt, Deputy Director of Child,Family&Adult Services,presented a request for
approval of the annual grant submission and budget revision for the current year. This year's annual grant
submission started a new 5-year grant cycle. The Federal Government uses the 5-year grant cycles to monitor the
program with different requirements happening within those cycles. She presented a PowerPoint that provided
information to ensure the BoCC was informed about the program status. She reviewed the program budget for
2024,which totaled$1,497,924. One of the good things about starting a new 5-year grant cycle was that it
allowed them to update the program goals for 2025-2030. Those goals included optimizing the program data
utilization, aligning with the Eagle County Goal on Equity, and cultivating comprehensive family well-being by
nurturing family confidence and abilities to access community resources and services.
Katie Narvaez, Early Head Start Program Coordinator,reviewed the information provided in the Eagle
County Early Head Start Performance Dashboard. They hoped that the data dashboard will provide better ways to
analyze the data and track progress.
Ms.Kleinschmidt stated that once the new program and school readiness goals were adopted and
considered final,they will update the dashboard.
• Joanna Kerwin wished to make a comment. She thanked the Early Head Start staff for all they were doing
in the community and noted a typo in the 2025 budget.
Commissioner Chandler-Henry moved to approve the 2024 budget revision.

Planning File - Eagle County Room
1. Tabling Request-Arcadian on Beaver Creek- SMA-009408-2023
Vince Hooper,Community Development
Executive Summary: Platting of Tract C and Tract S, as identified in the Beaver Creek PUD Guide, into 3 lots.
Vince Hooper,Eagle County staff planner, stated that the Community Development Department had
requested that the Arcadian on Beaver Creek hearing and site visit be continued to a date certain, October 8th, so
that a couple of issues could be resolved. He believed that the applicant was able to accommodate that date as well.
Matt Peterson,Assistant Eagle County Attorney, explained that Section 5-210 F5 D of the County Land
Use Regulations allowed the board to continue a hearing at the request of any person, including county staff. In
order to continue or table a file,the board must find good cause to do so.
Mr. Hooper stated that there were some questions about the road designation and the applicable standards.
Staff felt it was appropriate to look at a different standard,which led them to concerns about the application and the
need for a variance from improvements standards(VIS) for the application.
Dominic Mauriello,representing the applicant, stated that his client was okay with the tabling and had
submitted the VIS application.
Bruce Kiely, President of the Beaver Creek Property Owners Association(BCPOA), stated that they had
submitted comments with regards to the Arcadian proposal. He believed that a delay was a good idea to ensure that
the staff and the applicant had time to work on the appropriate setbacks for Wayne Creek,the creek that ran through
the property.
Mr. Peterson noted that because this date was being requested by county staff and was more than 40 days
from today's date,the applicant was required to submit written confirmation that they were in agreement with the
date by email or tabling form.
Commissioner McQueeney moved to approve the tabling request for Arcadian on Beaver Creek File No.
SMA 009408-2023,to a date certain of October 8,2024.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
