HomeMy WebLinkAboutMinutes 08/13/2024 PUBLIC HEARING August 13, 2024 Present: Matt Scherr Chairman Jeanne McQueeney Commissioner Kathy Chandler-Henry Commissioner Jeff Shroll County Manager Beth Oliver County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Scherr opened and closed constituent input,as there was none. Commissioner Updates Commissioner Chandler Henry let folks know that there was a dedication on Thursday this week for Habitat for Humanity homes on 3rd Street in Eagle. It was an innovative project. The main road leading into the development is called Adams Way in honor of Adam Palmer, a staff member who was big into sustainability, housing, and all things community. Commissioner McQueeney stated that the Family Leadership Training Institute was accepting applications. It was an opportunity for one to develop leadership skills and civic engagement. The program was run by Glenda Wentworth with the Colorado State University office. Chairman Scherr spoke about the presidential passing of the robe at CMC. Dr. Carrie Besnette Hauser would be stepping down this Friday from her leadership role as president of Colorado Mountain College. He believed there was wide agreement that she had helped CMC grow to its full potential in our community. The new president Dr. Matt Gianneschit had been working under Dr. Hauser for the past 11 years and had been appointed by the CMC Board of Trustees. County Manager Updates Jeff Shroll wanted to thank the folks at Eagle County who helped the transition with CORE transit. Many employees stepped up in the last 6-9 months to help the transition. Eagle County would continue the partnership with CORE transit as a new transit agency. Consent Agenda 1. First Amendment to Agreement for Professional Services Between Eagle County and West Mountain Regional Health Alliance for Homeless Prevention services 1 08/13/2024 Monica Brutout,Housing 2. Resolution 2024-049 Approving Final Release of Collateral and Termination of Warranty Period for Boulders Subdivision File No. SUF-7165 Julie Pranger, Engineering 3. Ratification of the Federal Aviation Administration Grant Offer for AIP Project No. 3-08-0020-072-2024 David Reid,Airport 4. Resolution Approving a Consolidated Special Use Permit for Lava Drive Mobile Home Park File No. ZS-009342-2023 Troy Hangen, Community Development 5. Resolution 2024-051 Concerning an Assessor Generated Petition for Abatement-R046746 Dani Moore,Administration Commissioner McQueeney requested that item 4 be pulled from the Consent Agenda to be discussed separately. Commissioner Chandler-Henry moved to approve the Consent Agenda for August 13,2024 as presented, excluding Item 4. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Resolution 2024-050 Approving a Consolidated Special Use Permit for Lava Drive Mobile Home Park File No. ZS-009342-2023 Troy Hangen, Community Development Beth Oliver,County Attorney, stated that this was a resolution approving a special use permit for Lava Drive. The file was heard by the board on June 3rd as a land use file. At that time, Commissioner Scherr and Commissioner Chandler-Henry voted to approve the file,and Commissioner McQueeney voted to deny it. Given the vote on the particular file,they want the same vote on the resolution going forward. Commissioner Chandler-Henry moved to approve the Resolution approving a Consolidated Special Use Permit for Lava Drive Mobile Home Park File No.ZS-009342-2023 Chairman Scherr seconded the motion. The motion passed by a vote of two to one with Commissioner McQueeney voting against. Work Session(s) - Eagle County Room 1. Speak Up Reach Out's 15th Anniversary Gathering Heath Harmon,Public Health&Environment Executive Summary: The Board will join in celebrating Speak Up Reach Out's 15th Anniversary with an informal gathering at 1:30pm. 2 08/13/2024 2. Speak Up Reach Out's Updates on Suicide Prevention Efforts in Eagle County Heath Harmon,Public Health&Environment Executive Summary: Presenters from Speak Up Reach Out will provide a presentation reviewing suicide prevention efforts throughout Eagle County. 3.
