Constituent Input Chairman Scherr opened constituent input. Tim McMahon,AKA Chicken Man, spoke about infrastructure needs and expressed concern with the traffic in Edwards in the event of an emergency. He encouraged better and safer evacuation routes before building more houses. He also spoke about painted lines and signage on the South Frontage Road roundabout. He believed the arrows caused confusion to visitors who were not familiar with roundabouts. Lastly,he mentioned the housing inventory and the need for more housing but opposed adding more second-homeowner units. Chairman Scherr closed constituent input. Commissioner Updates Commissioner Chandler-Henry gave a shout out to all the folks who made the Eagle County Fair and Rodeo happen last week. It was the 85th annual Fair and Rodeo. The rodeo was sold out every night,and 203 animals were auctioned at the Jr. Livestock auction. There were also lots of 4 H projects, including a large number of well-done sewing projects. Thanks to everyone for an event that truly brings together the whole county. Chairman Scherr stated that he had no updates. County Manager Updates Jill Klosterman thanked all the staff who showed up volunteering and working really hard to make that event a great celebration of our history and culture. She noted that Jeff Shroll would be out of the office for the next few weeks on a well-deserved vacation. 1 07/30/2024 Consent Agenda 1.Agreement for Services between Eagle County and Marcin Engineering,LLC-Highway 131 &Ute Creek Road Roundabout Design Project Rickie Davies,Engineering 2. First Amendment to Agreement between Eagle County and Skyline Mechanical,Inc. for HVAC equipment for the MSC Ron Siebert,Facilities Management 3. Addendum to GOCO Grant Agreement#24894 Allowing for FY25 Distributions from the GOCO Trust Peter Suneson Open Space and Natural Resources 4. Agreement for Services between Eagle County and Gould Construction, Inc. -West Lake Creek Road Bridge Construction Project Rickie Davies,Engineering 5. Preconstruction and Construction Services Agreement for the Edwards Freedom Park General Services Building and Residential Units between Eagle County Government and Shaw Construction and the General Conditions of the Contract for Construction Kristin Degenhardt,Project Management Commissioner Chandler-Henry moved to approve the Consent Agenda for July 30, 2024 as presented. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item(s) 1. Intergovernmental Agreement for IT Services between Eagle County and Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Eagle County has agreed to provide ongoing service support for IT systems through March 31,2025 to Eagle Valley Transportation Authority Jill Klosterman stated that a few more transit items were before the board prior to the August 4th transition date. They had a leadership team meeting between the two organizations yesterday, and all of the functional groups gave the thumbs up. Today,there were nine items: some IT agreements, a bill of sale for all the buses, a quit claim deed, and bills of sale for the two Quail Run workforce housing units. Commissioner Chandler-Henry moved to approve the Intergovernmental Agreement for IT Services between Eagle County and Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 2. Assignment and Assumption for Freshdesk Agreement by and Between Eagle County and Eagle Valley Transportation Authority Abby Dallmann,Administration 2 07/30/2024 Executive Summary: Eagle County wishes to reassign this contract for IT services with Freshdesk to Eagle Valley Transportation Authority for its ongoing operations of the bus system. Commissioner Chandler-Henry moved to approve Assignment and Assumption for Freshdesk Agreement by and Between Eagle County and Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 3. Assignment and Assumption for Masabi Agreement by and Between Eagle County and Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Eagle County wishes to reassign this contract for IT services with Masabi to Eagle Valley Transportation Authority for its ongoing operations of the bus system. Commissioner Chandler-Henry moved to approve the Assignment and Assumption for Masabi Agreement by and Between Eagle County and Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 4. Assignment and Assumption for Clever Devices Agreement by and Between Eagle County and Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Eagle County wishes to reassign this contract for IT services with Clever Devices to Eagle Valley Transportation Authority for its ongoing operations of the bus system. Commissioner Chandler-Henry moved to approve the Assignment and Assumption for Clever Devices Agreement by and Between Eagle County and Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 5. Assignment of Summit Stage license agreement from Eagle County to Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Summit Stage currently utilizes the Leadville Bus Barn for its Lake County route. With the conveyance of the bus barn to Eagle Valley Transportation Authority,Eagle County wishes to assign this license agreement to EVTA. Commissioner Chandler-Henry moved to approve the Assignment of Summit Stage license agreement from Eagle County to Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 6. Bill of Sale,Acknowledgement and Indemnification Agreement for Eco Transit Bus Fleet and Light Fleet to g g g Eagle Valley Transportation Authority Abby Dallmann,Administration 3 07/30/2024 Executive Summary: Eagle County will no longer operate bus transit services, and Eagle Valley Transportation Authority will take over operations. As such,the bus fleet shall be transferred to EVTA. Commissioner Chandler-Henry moved to approve the Bill of Sale,Acknowledgement and Indemnification Agreement for Eco Transit Bus Fleet and Light Fleet to Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 7. Quit Claim Deed and Bill of Sale for Quail Run Unit 106 from Eagle County to Eagle Valley Transportation Authority Abby Dallmann,Administration Reviewing Attorney: Eagle County wishes to convey the townhome at Quail Run Unit 106 to Eagle Valley Transportation Authority. This townhome was purchased with Eco Transit funds with the intention of housing Transit employees. Commissioner Chandler-Henry moved to approve the Quit Claim Deed and Bill of Sale for Quail Run Unit 106 from Eagle County to Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 8. Quit Claim Deed and Bill of Sale for Quail Run Unit 107 from Eagle County to Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Eagle County wishes to convey the townhome at Quail Run Unit 107 to Eagle Valley Transportation Authority. This townhome was purchased with Eco Transit funds with the intention of housing Transit employees. Commissioner Chandler-Henry moved to approve the Quit Claim Deed and Bill of Sale for Quail Run Unit 107 from Eagle County to Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 9. Quit Claim Deed and Bill of Sale for Leadville Bus Barn from Eagle County to Eagle Valley Transportation Authority Abby Dallmann,Administration Executive Summary: Eagle County wishes to convey the Leadville Bus Barn to Eagle Valley Transportation Authority. This facility was purchased with Eco Transit funds for operations of the Leadville bus route to Eagle County. Commissioner Chandler-Henry moved to approve the Quit Claim Deed and Bill of Sale for Leadville Bus Barn from Eagle County to Eagle Valley Transportation Authority. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 4 07/30/2024 Eagle County Housing & Development Authority 1. Eagle County Housing and Development Authority and Advisory Committee Semi-Annual update Kim Bell Williams,Housing Executive Summary: The Eagle County Housing and Development Authority board and Advisory Committee meet twice per year to discuss updates and recommendations for increasing housing stock across Eagle County. The Advisory Committee provides recommendations to the board in regards to public private partnerships,new projects and increasing housing opportunities.
