E-911 EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD
RESOLUTION AUTHORIZING
INCREASE RATE FOR 911 EMERGENCY TELEPHONE CHARGE
RESOLUTION NUMBER 23-1
WHEREAS, the Eagle County E-911 Emergency Telephone Services Authority (the
“Authority”) was created by Intergovernmental Agreement of local government and local
districts in Eagle County, Colorado, and is responsible for funding, and administering the
operation of the emergency telephone service program throughout the majority of Eagle County;
and
WHEREAS, through enaction of Colorado House Bill 20-1293 (“HB 20-1293”), the
General Assembly recognized that use of 911 is the most effective and familiar way the public
has of seeking emergency assistance, and that basic emergency service and public safety are
necessary for the health, security, and welfare of the public; and
WHEREAS, the sole source of revenue for the Authority is the emergency telephone
charge (“ETC”), collected and approved by the Colorado Public Utilities Commission (“PUC”)
pursuant to C.R.S. § 29-11-102 at the current rate of $1.97 per user; and
WHEREAS, through enaction of HB 20-1293, General Assembly also recognized that
appropriate funding is important to ensure maintenance and advancement of 911 technology,
projects, programs and services; and
WHEREAS, as a result of HB 20-1293, the PUC was directed to establish a new
threshold ETC, considering inflation and the needs of governing bodies throughout the state, so
that governing bodies like the Authority may effectively and appropriately administer and fund
the 911 emergency telephone program and services throughout their respective jurisdiction; and
WHEREAS, on September 20, 2023, the PUC issued a decision establishing the
threshold ETC of $2.05, effective January 1, 2024; and
WHEREAS, pursuant to C.R.S. 29-11-102(2)(b), the Authority must, at least once per
calendar year, establish the ETC for its jurisdiction with effective dates of either February 1 or
June 1, and must provide at least 60-days notice to every service provider before any new
amount would become effective; and
WHEREAS, considering the budgetary needs of the Authority to adequately fund the
continued success of the Eagle County 911- emergency telephone programming and services, the
Authority Board deems it necessary increase the ETC in Eagle County to $2.05 per month.
NOW, THEREFORE, BE IT RESOLVED BY THE E-911 EMERGENCY
TELEPHONE AUTHORITY BOARD:

THAT, the ETC rate shall be increased to $2.05 per line per month, beginning on
February 1, 2024.
THAT, the $2.05 ETC will serve the public interest by sustaining the ongoing operations
of the Authority to provide crucial emergency telephone services and emergency notifications to
the residents of and visitors to Eagle County.
THAT, staff for the Authority is hereby directed to provide notice, as required by law, to
all service providers of the increase to the emergency service telephone charge.
MOVED, READ AND ADOPTED by the Eagle County E-911 Emergency Telephone
Service Authority Board at its regular meeting held the 28th day of September, 2023.
