EAGLE COUNTY, COLORADO
AND
EARLY CHILDHOOD PARTNERS
THIS FIRST AMENDMENT (“First Amendment”) is effective as of ________________ by and
between Early Childhood Partners a Colorado nonprofit corporation (hereinafter “Consultant” or
“Contractor”) and Eagle County, Colorado, a body corporate and politic (hereinafter “County”).
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 17th day of January,
2024, for certain Services (C24-037, the “Original Agreement”); and
WHEREAS, the Original Agreement contemplated that the Consultant would perform certain
duties with compensation in an amount not to exceed $91,331; and
WHEREAS, County and Consultant desire by this First Amendment to expand the scope of
Services and compensation as set forth in the Original Agreement.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
1. The Original Agreement shall be amended to include additional Services as described
in Exhibit B, which is attached hereto and incorporated herein by reference.
2. The compensation for the additional Services set forth in Exhibit B shall not exceed
$91,331 for a total maximum compensation under the Original Agreement and this
First Amendment of $182,662.
3. Capitalized terms in this First Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the First
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this First Amendment shall govern and control
the rights and obligations of the parties.
4. Except as expressly altered, modified and changed in this First Amendment, all terms
and provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof.
5. This First Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.

EXHIBIT B
SCOPE, SCHEDULE, AND COMPENSATION
INTRODUCTION & SCOPE OF SERVICE
Eagle County is committed to supporting early childhood care and education to ensure that all children
develop a strong foundation for learning and life. The 2016 Eagle County Early Childhood Roadmap
launched a series of investments in strategies to create and sustain a comprehensive early care and
education system. For childcare and early learning to make a positive difference in child development and
future educational success, children should have access to quality programs which:
● Support children’s health and safety,
● Ensure staff are well-trained and effective,
● Provide a supportive learning environment that teaches children new skills,
● Help parents become partners in their child’s learning, and
● Demonstrate good leadership and business practices.
A healthy, supported workforce, adequate coaching supports, family engagement, child physical and
mental health services, shared services (lower stress, increased financial viability) all contribute to a
quality program, which means safer, more consistent support for children and families.
SCOPE OF SERVICES
Specific services supported by this funding that enhance quality include, but are not limited to:
● Increase in early childhood provider engagement in coaching
● Increase in early childhood provider participation in Colorado Shines as measured by providers
who are actively pursuing a higher Colorado Shines rating
● Increase in coaching hours to programs and professional development opportunities for educators
● Providing robust coaching opportunities available to early childhood providers:
○ Actively supporting providers who are in the queue for a 3-5 Colorado Shines ratings
○ Educating providers in preparation for the new Colorado Shines assessments tools
○ Offering coaching opportunities with special emphasis on early childhood providers who
are on probation with licensing
○ Assessing professional development needs and providing resources accordingly
○ Supporting early childhood educators in increasing their credential levels
○ Utilizing coaching tools that support the effectiveness of coaching, including but not
limited to the LENA Grow program and closed circum cameras
○ Supporting early childhood educators by sharing information about community
behavioral health resources that are free and easy to access
○ Supporting family engagement with providers
○ Reducing the number of licensed providers who are rated at level 1 through CO Shines
by supporting engagement with the system and connection to the Rocky Mountain Early
Childhood Council to access all available resources to support increases in quality ratings

COMPENSATION
Contractor shall be compensated for performance of the Services as follows:
1. $59,081 for coaching services at licensed child care providers in the Eagle River Valley and
within Eagle County Schools (this amount is inclusive of the activities coaches engage in outside
of direct classroom coaching, but also result in relationship development with early childhood
educators and overall quality improvement of the programs)
2. $32,250 for family engagement services
3. For a total amount under this First Amendment not to exceed $91,331, and a total maximum
compensation under the Original Agreement and this First Amendment of $182,662.
4. Compensation will be distributed as follows: 100% of funds will be distributed upon signed
amendment
CONTRACTOR SHALL BE REQUIRED TO SUBMIT THE FOLLOWING REPORTS TO
COUNTY
1. Coaching logs that describe coaching activities at early childhood providers will be made
available to DHS as needed, specifically for providers who are contracted to provide Early Head
Start services
2. Submission of a report that describes how funding was utilized and any related outcomes
