EAGLE COUNTY, COLORADO
AND
ROARING FORK SCHOOL DISTRICT FAMILY RESOURCE CENTER
THIS FIRST AMENDMENT (“First Amendment”) is effective as of ________________ by and
between Roaring Fork School District Family Resource Center, (hereinafter “Consultant” or
“Contractor”) and Eagle County, Colorado, a body corporate and politic (hereinafter “County”).
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 17th day of January,
2024, for certain Services (C24-063, the “Original Agreement”); and
WHEREAS, the Original Agreement contemplated that the Consultant would perform certain
duties with compensation in an amount not to exceed $10,500; and
WHEREAS, County and Consultant desire by this First Amendment to expand the scope of
Services and compensation as set forth in the Original Agreement.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
1. The Original Agreement shall be amended to include additional Services as described
in Exhibit B, which is attached hereto and incorporated herein by reference.
2. The compensation for the additional Services set forth in Exhibit B shall not exceed
$10,500 for a total maximum compensation under the Original Agreement and this
First Amendment of $21,000.
3. Capitalized terms in this First Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the First
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this First Amendment shall govern and control
the rights and obligations of the parties.
4. Except as expressly altered, modified and changed in this First Amendment, all terms
and provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof.
5. This First Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.

EXHIBIT B
SCOPE, SCHEDULE, AND COMPENSATION
Eagle County is committed to supporting early childhood care and education to ensure that all children develop a
strong foundation for learning and life. The 2016 Eagle County Early Childhood Roadmap launched a series of
investments in strategies to create and sustain a comprehensive early care and education system. For childcare and
early learning to make a positive difference in child development and future educational success, children should
have access to quality programs which:
● Support children’s health and safety,
● Ensure staff are well-trained and effective,
● Provide a supportive learning environment that teaches children new skills,
● Help parents become partners in their child’s learning, and
● Demonstrate good leadership and business practices.
A healthy, supported workforce, adequate coaching supports, family engagement, child physical and mental health
services, shared services (lower stress, increased financial viability) all contribute to a quality program, which means
safer, more consistent support for children and families.
CONTRACTOR SHALL PERFORM OR PROVIDE THE FOLLOWING SERVICES
The Family Resource Center of the Roaring Fork School District’s Early Childhood Liaison will provide the
following services in Western Eagle County:
● Provide oversight of family support services to children identified by preschools or health screenings
● Work with school district resources to identify younger siblings of enrolled students, determine if they are
enrolled in early childhood programming, and outreach to family to encourage early childhood education
● Connect with vulnerable and isolated families with young children through targeted outreach activities in
the community
● Work with key community stakeholders to identify and build trust with targeted populations
● Work with school- and community-based family liaisons, building trusting, equitable relationships with
families and help them connect with resources to meet goals of family stability and self-sufficiency.
● Serve families on the western side of Eagle County, ensuring they have access to community, county, state
and federal resources regardless of income, immigration status, home language or any other barrier.
COMPENSATION
Contractor shall be compensated for performance of the Services as follows:
1. Total amount under this First Amendment not to exceed $10,500, for a for a total maximum compensation
under the Original Agreement and this First Amendment of $21,000.
2. Compensation will be distributed as follows: 100% of funds will be distributed upon signed contract
CONTRACTOR SHALL BE REQUIRED TO SUBMIT THE FOLLOWING REPORTS TO COUNTY
1. Mid-year check-in with early childhood DHS team
2. Submission of a report that describes how funding was utilized and any related outcomes
