This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner Chandler-Henry attended a meeting last week with the National Association of Counties.
Many of the Public Lands Steering Committee folks attended. She sat on a panel discussing affordable housing.
She was proud of the work that Eagle County was doing. There was a lot of interest in the County's Bold Housing
Moves programs.
Commissioner McQueeney thanked State Senator Dylan Roberts and State Representative Megan Lukens
for taking the time to stop by the area. They provided some handouts of the bills they sponsored and helped to get
passed. There were over 400 bills passed through both houses and 700 introduced. Both had good things to say
about the last legislative session.
Chairman Scherr believed that Eagle County had been leading the way in terms of affordable housing.
Tomorrow was the next free home buyers class from noon to 2 p.m.. Information about the classes could be found
on the The Home Valley Store website. He also mentioned the Vail Valley Partnership annual Success Awards, one
of the best events of the year. The event recognized the extraordinary work of the community.
County Manager Updates
Jeff Shroll stated that he had no updates but Birch Barron with Emergency Management would be presenting a
Wildfire Conditions Outlook.
Birch Barron, Emergency Management Director, stated that he would be providing a monthly outlook of
wildfire conditions in Eagle County and Colorado's Western Slope during the summer months. He reminded folks
that early in the season,the forecasts could be very unpredictable. The county was currently in lower stages of
drought or no drought compared to last year. The watersheds were looking great and the amount of moisture on the
mountains was at 117%of median. As of now it looked like all of Colorado was slated to stay out of significant

extreme wildfire risk for the forcastable future. Rivers were increasing,but there was nothing forecasted to reach
the action stage in the foreseeable 10-day forecast.

Commissioner Chandler-Henry moved to approve the Consent Agenda for May 14,2024 as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

1. Resolution 2024-030 Proclaiming Colorado Mountain College's Common Reader 2024

Executive Summary: CMC will be promoting their 2024 Common Reader program. This year's book is "The Bill
of Obligations: The Ten Habits of Good Citizens" by Richard Haas.
Marc Brennan, Vice President and Dean of Colorado Mountain College(CMC) spoke about the program.
Common Reader was an annual program at CMC that allowed faculty, staff, students,and the community an
opportunity to read a common text and connect with each other. Every year a number of books were nominated and
the final choice was made by a college committee. Once selected,the book is distributed for free across the
community. The college hosted discussions,author talks,and conversations related to the book at its campuses.
This year"The Bill of Obligations"by Richard Haass was selected.
Commissioner McQueeney moved to approve the Resolution Proclaiming Colorado Mountain College's
Common Reader 2024.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

2. Resolution 2024-031 Between Eagle County Board of County Commissioners and the Towns of Gypsum,
Minturn,Eagle, Red Cliff,Avon and Vail,Proclaiming May 2024 as Wildfire Preparedness Month

Executive Summary: Warmer temperatures,drought, and continued development in the wildland-urban interface
have made wildfire mitigation a top priority for Eagle County and the surrounding jurisdictions. By signing a
joint resolution between the County,the Towns, and the Fire Districts to collectively recognize May as Wildfire
Preparedness Month,we are acknowledging that we must all work together to protect our communities from the
threat of wildfire. During the month of May, a Wildfire Preparedness Month campaign will be showcased and
shared amongst the County,the Towns, and Fire Districts so that they all carry a unified message. All Fire
Districts will be signing onto the resolution as well as Towns of Gypsum,Minturn,Red Cliff,Vail,Eagle,and
Avon following approval from their town councils.
Katie Jenkins,Eagle County Wildfire Mitigation Specialist, spoke about living in wildfire prone areas.As
more people were building homes, operating businesses,and recreating in these areas where natural vegetation
met human improvements,wildfire threats to those improvements would increase. This was a great time to show
the community of the collective work being done to mitigate the effects of wildfire. This year they were asking
the board of County Commissioners to jointly designate May as Wildfire Preparedness Month. This celebration
will take place in May with presentations to HOAs, events promoting the REALFire program, and a Facebook
live Q&A session this Friday, focusing on evacuation preparedness.
Commissioner Chandler-Henry moved to approve the Resolution Between Eagle County Board of
County Commissioners and the Towns of Gypsum,Minturn,Eagle,Red Cliff,Avon and Vail,Proclaiming May
2024 as Wildfire Preparedness Month.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

projects, etc.
Business Item & Event
1. Resolution 2024-032 Designating May 2024 as the Month of the Young Child in Eagle County

Executive Summary: May 2024 will be proclaimed"The Month of the Young Child"in Eagle County,and we
call upon all residents,community and faith-based organizations,businesses, and government agencies to create
alliances,target investments and build their efforts to strengthen Eagle County, Colorado's families.
Sam Markovitz,Early Childhood Initiatives Manager for Human Services,spoke. Approximately 3400
children age five and under call Eagle County home. Studies showed that high quality early childhood programs
lead to lifelong benefits. Investments in effective programs during early years often offer a return of 13%over
time,about$6.00 for each$1.00 invested. In 2023,Eagle County Human Services invested over$3 million to

support local childcare providers,organizations, and programs. Since the lodging tax had been implemented this
year,over$700,000 had been distributed to eligible early childhood teachers.
Leigh Carlson-Hernandez,Eagle County Early Head Start Manager, spoke. She believed the investments
benefited recruitment and retention. The Early Head Start program served infants and toddlers under the age of
three or about 106 families each year.With the adoption of the resolution,they hoped to bring awareness to the
community on the importance of early childhood in Eagle County.
Commissioner McQueeney moved to approve the Resolution Designating May 2024 as the Month of the
Young Child in Eagle County.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Event- Eagle County Courtyard
1. Month of the Young Child Celebration
The Eagle County Board of Commissioners will adopt a resolution proclaiming May as"The Month of the Young
Child." The resolution underscores the fundamental impact of investment in early childhood for Eagle County and
its families.
After the resolution is read, all are invited and welcome to join Eagle County Employees and families to celebrate
The Month of The Young Child at 555 Broadway St.,main building courtyard.
Training - Emergency Operations Center
