This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Joanne Rock,resident of the Town of Eagle, spoke. She read a draft of something she was considering
submitting to the Vail Daily as a"Letter to the Editor"related to the shortage in affordable housing needed for the
hospitality industry, local employees,entry level healthcare workers, educators, first responders,government staff,
low-income elderly,and those just arriving in Eagle County. She believed the solution was not apartment buildings
with limited parking but alternative models that may be built on smaller spaces and in smaller clusters. This should
include ADUs,tiny homes,ranch duplex and triplex designs and cabins for seasonal workers and other outdoor
enthusiasts. Given the additional property tax revenue expected from the unprecedented real estate market, some
money should be available to promote this type of housing. The multi-story,high density development often
overwhelmed established roads,utilities, schools and parking infrastructure,not to mention disrupted neighborhood
traffic flows,parks,and trails usage. This influx necessitated costly road improvements and put stress on local fire
and police districts. She believed that slow and steady wins the race. She asked the commissioners to consider the
complexity and the enormity of the issue and the number of bills being considered. She believed it warranted a
separate educational meeting because the Colorado State Legislature was scheduled to adjourn on May 8th.
Commissioner Updates
Commissioner McQueeney had no updates
Commissioner Chandler-Henry reminded folks it was spring and animals were on the move and didn't
seem to be concerned about traffic. Secondly, she reminded everyone about the alerts provided by the Emergency
Management team and encouraged people to sign up. The Emergency Management team was currently watching
the spring run off season and would issue flood alerts, if needed. The alerts were a good source of information.
Chairman Scherr reminded folks about the upcoming Annual Aging Well Expo being held on Friday,May
3rd from 9 a.m. to noon at the Edwards Field House.

County Manager Updates
Jeff Stroll reminded folks about the upcoming highway cleanup coming up this weekend,May 4th. It was
a great opportunity to get out and volunteer and help get the interstate and highway trash off the road.
Consent Agenda
1. Grant Agreement with Great Outdoors Colorado for Eagle Valley Outdoor Movement(EVOM)Grant

Peter Suneson,Eagle County Open Space Education and Stewardship Coordinator, spoke about item#1.
This was the grant agreement with Great Outdoors Colorado pertaining to a grant received in support of the Eagle
Valley Outdoor Movement(EVOM). This agreement would allow EVOM to operate for another couple years.
He expressed excitement for the relationships and believed it was a great opportunity for every member of the
community to have access to the great outdoors.
Phill Kirkman,Eagle County Open Space Specialist, spoke about item#2,the temporary access
agreement with the State Land Board that allows Eagle County Open Space and Natural Resources to manage a
small section of State Land Board property for small craft access to the Eagle River in Eagle Vail between April
15 - September 15,2024. The access would be for private and public users.
Bill Hoblitzell of Minturn spoke. He thanked Eagle County Open Space and the county for making this
happen. This was an important place for the boating community. He hoped that there would be further
discussions with the Town of Avon with regards to commercial use.
Chairman Scherr thanked Phill Kirkman for his work on this agreement.
Commissioner Chandler-Henry moved to approve the Consent Agenda for April 30, 2024 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

1. Resolution 2024-028 Concerning an Appointment to the Eagle Cemetery Board

Executive Summary: Claudia Wells is resigning from the Eagle Cemetery District Board of Directors, and Marilyn
Brock will be appointed to fill the remainder of her term.
Dani Moore,Eagle County Administrative Assistant, stated that Sally Metcalf was present on behalf of the
Eagle Cemetery District Board. The resolution would appoint Marilyn Brock to the remainder of Claudia Wells' six
year term, as Ms. Well had resigned from the board.
Sally Metcalf had nothing to add.
Commissioner McQueeney moved to approve the Resolution Concerning an Appointment to the Eagle
Cemetery Board.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
2. Resolution 2024-029 Appointing the Eagle County Attorney

Executive Summary: The Board of Commissioners will be appointing the new county attorney for Eagle County
Government.
Chairman Scherr stated that the board was very excited to appoint the currently Interim County Attorney,
Beth Oliver to be the Eagle County Attorney. Ms. Oliver had tremendous institutional experience and knowledge
of the community itself. She was an incredibly talented and experienced attorney on top of that.
Commissioner Chandler-Henry thanked Ms. Oliver for stepping up and taking the leadership role on her
team. She believed the community was excited to have her in this position.
Commissioner McQueeney stated that this was a robust search. She believed Ms. Oliver was the best
candidate and appreciated the team of county folks who contributed on the committee.
Ms. Oliver stated that she appreciated the opportunity and was excited to be in this role,being able to
serve the county and the board. She also looked forward to working with staff and collaborating on future
projects. She thanked the staff in the County Attorney's office. They'd been awesome,and she looked forward to
working closely with all of them and moving forward.
Commissioner Chander-Henry moved to approve the Resolution Appointing the Eagle County Attorney
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Airport Terminal Board.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

Ms. Doney, Terminal Operations Manager, stated that they were moving the MAG(Minimum Annual
Guarantee) for the rental car partners from April to August,due to fluctuations throughout the summer months.
Chairman Scherr asked the County Attorney if three separate motions were needed.
Ms. Oliver stated that they could be approved all in one motion.
Jeff Shroll moved to approve the First Amendment to Agreement Between Eagle County Air Terminal
Corporation(ECAT) and Sixt Rent A Car,LLC,Frontier Rental, Inc. DBA Dollar Rent A Car, and Enterprise
Leasing Company of Denver,LLC
Jill Klosterman seconded the motion. The vote was declared unanimous.

Commissioner Chandler-Henry moved to adjourn as the Eagle County Airport Terminal Board and
reconvene as the Eagle County Board of County Commissioners.
Commissioner McQueeney seconded the motion. The vote was unanimous.
