This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened and closed constituent input,as there was none.
Commissioner Updates
Chairman Scherr noted that Commissioner Chandler-Henry was not present as she was attending a River
District meeting today.
Commissioner McQueeney acknowledged that Monday was the start of National Public Safety
Telecommunicators Week. There was a great article in the Vail Daily yesterday honoring the folks who were
working to keep the community safe. She also spoke about the Family Leadership graduation. She congratulated
all the graduates and believed the program was key to who we are at Eagle County. The program would start again
next fall. Those interested could reach out to Glenda Wentworth at the CSU Extension office.
Chairman Scherr stated that Colorado Mountain College offered a Common Reader program which
engaged students, staff, and community members with a series of events in spring and fall. The Bill of Obligations
by Richard Haass was chosen to be the common read and was available for free. There will be a discussion and
panel at CMC tonight.
County Manager Updates
Jeff Shroll stated that he was halfway through that book and mentioned it was the subject of a book club for
all the town and county managers in the Roaring Fork Valley. He also spoke about the end of the ski season and the
commercial airline flights had slowed down. He thanked the entire team at the Eagle County Airport for their hard
work during that busy time of year.

Commissioner McQueeney moved to approve the Consent Agenda for April 16, 2024, as presented.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.

Eagle County Housing and Development Authority
1. ECHDA Resolution 2024-02 Authorizing the Executive Director of the Eagle County Housing and
Development Authority to Execute Agreements and Documents Associated with the Purchase and Resale of
Haymeadow Units

Executive Summary: The Eagle County Housing and Development Authority entered into an agreement in April
2023 to purchase 43 for sale condominium units from 7 Hermits at the Haymeadow development,phase one, in
Eagle,Colorado. Construction began in the spring 2023,and units will be completed starting in May 2024. ECHDA
will purchase 43 two bedroom,two bath condominiums with 21 garages as the construction is complete. ECHDA
will then deed restrict each unit, and resell to an Eligible Household.
This resolution delegates the authority to sign the purchase and resale documents to the ECHDA Executive Director
or the Housing Manager.

Daniel Murray,Eagle County Housing Manager, stated that the resolution allowed Kim Bell Williams the
Executive Director of the ECHDA and himself to be a signer on any of the documents for Haymeadow to move
forward efficiently.
Melinda Dow,Broker Associate with Housing, stated that they had a total of 79 applicants apply for the 43
units.
Commissioner McQueeney moved to approve the resolution Authorizing the Executive Director of the
Eagle County Housing and Development Authority to Execute Agreements and Documents Associated with the
Purchase and Resale of Haymeadow Units.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.
2. Eagle County Housing and Development Authority Special Limited Partner and Acquisition Subordinate Loan
Term Sheet

Executive Summary: This term sheet outlines the terms of the Special Limited Partnership Agreement and
Acquisition Subordinate Loan between Ulysses Development Group and Eagle County Housing and Development
Authority for the acquisition and resyndication of Eagle Villas Apartments.
Tori Franks with the Resiliency Department provided some details concerning the Housing Authority
partnership with Ulysses Development Group. This acquisition was a two-step process. First,Ulysses would
acquire the project and then refinance with low-income housing tax credits. The county would enter into a special
limited partnership which would allow the Housing Authority to extend its property tax exemption to the project.
The term sheet also outlined the loan. The loan was for$6.5 million and accrued interest at 4%. At resyndication,
about$3.5 million would come back to the Housing Authority and$3 million would stay in the deal. She didn't
believe the residents would see much change moving forward. They would see some changes with internal and
external upgrades on the project. Rents may go up on 12 of the units after the resyndication upon turnover. The
rest of the property would stay at 45-65%AMI rental rates for the next 60 years.
Commissioner McQueeney moved to approve the Eagle County Housing and Development Authority
Special Limited Partner and Acquisition Subordinate Loan Term Sheet.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.
3. ECHDA Resolution 2024-03 Authorizing any Commissioner to Sign Documents Associated with ECHDA's
role in the Acquisition and Resyndication of the Eagle Villas Apartments

Executive Summary: The Resolution authorizes any ECHDA commissioner to sign documents associated with the
acquisition and resyndication of Eagle Villas Apartments.
Commissioner McQueeney moved to approve Authorizing any Commissioner to Sign Documents
Associated with ECHDA's role in the Acquisition and Resyndication of the Eagle Villas Apartments
Commissioner Scherr seconded the motion. The vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority
and reconvene as the Eagle County Airport Terminal Board.

Eagle County Airport Terminal (ECAT) Board
1.Agreement for On-Call Services Between Eagle County Terminal Corporation and Distinctive Design Build,
LLC

Executive Summary: On-Call Construction Services Agreement between ECAT and Distinctive Design Build,
LLC
David Reid,Aviation Director,reviewed the details of the agreement. The agreement was for one year of
on-call construction services in the Terminal building,not to exceed$100,000 for the year.
Jill Klosterman moved to approve the Agreement for On-Call Services Between Eagle County Terminal
Corporation and Distinctive Design Build, LLC
Jeff Shroll seconded the motion. The vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Airport Terminal Board and reconvene
as the Eagle County Board of County Commissioners.
Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.
Business Item(s)
1.Agreement Between Eagle County and Walking Mountains Science Center Pertaining to the GOCO Grant for the
Eagle Valley Outdoor Movement Project

Executive Summary: Agreement between Eagle County and Walking Mountains to govern the disbursement of
GOCO funding for the EVOM project.
Peter Suneson, Open Space Coordinator stated that the agreement was step 2 of 3. The agreement dictated
how the grant would be administered between Walking Mountains and Eagle County.
Commissioner McQueeney moved to approve the Agreement Between Eagle County and Walking
Mountains Science Center Pertaining to the GOCO Grant for the Eagle Valley Outdoor Movement Project.
Chairman Scherr seconded the motion. The vote was unanimous.
2. Resolution 2024-023 Adopting Additional Exemptions to County Sales Tax

Executive Summary: This resolution is to adopt additional sales tax exemptions to the county sales tax.
Anna Earl,Finance Director, stated that the exemption would affect diapers, incontinence products, and •
period products from Eagle County's 1.5% sales tax. The exception came from recognizing the essential nature of
the products. The exemption would go into effect July 1st,2024. The state passed the exemption on these products
back in January of 2023. The impact on the county would be minimal.

Commissioner McQueeney moved to approve Additional Exemptions to County Sales Tax.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.
3. Resolution 2024-024 Approval of the 5th Supplemental Budget 2023

Executive Summary: Public notice will be completed on April 11th,2024, and the review and request for these
additional appropriations will be made in the April 16th, 2024 public meeting.
Ms. Earl stated that this was a request for the 2023 budget having to do with a bookkeeping adjustment
which would add$487,552 from the Housing operations fund to the ECHDA.
Commissioner McQueeney moved to approve the 5th Supplemental Budget 2023.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous.

1. Eagle County Land Use Regulations Advisory Committee Appointments Discussion

Executive Summary: Discussion of application process, selection criteria and recommendation for appointment
for advisory committee.
