This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened and closed public comment, as there was none.
Commissioner Updates
Chairman Scherr noted that Commissioner McQueeney was representing the county at the State for an
early childhood care, and education meeting.
Commissioner Chandler-Henry encouraged everyone to take this opportunity to join a highway cleanup.
The Eagle River Coalition's clean-up is on Saturday,May 4th.
Chairman Scherr mentioned that he was wearing an"I Voted"sticker because today was Election Day for
some local municipalities. The Town of Minturn and the Town of Basalt were both holding elections today, so he
encouraged folks to get out and vote.
County Manager Updates
Jeff Shroll congratulated Nicole Mosby formerly with the Eagle County Engineering Department for taking
on a new role with the Town of Eagle in their Engineering Department. He also congratulated the Eagle County
Communication Department for receiving the award for the Horizon Interactive Award. They were recognized for
their interactive web design and creative media.

Commissioner Chandler-Henry moved to approve the Consent Agenda for April 2, 2024, as presented.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.

1. Resolution Concerning the Appointment of Patricia Hammon as Eagle County's Veterans Service Officer

Executive Summary: Appointment of Pat Hammon as Eagle County's Veterans Services Officer.
Chairman Scherr stated that Pat Hammon was unable to attend the meeting today, so he requested the
resolution be rescheduled for a later day.
2. Resolution 2024-022 Supporting a Great Outdoors Colorado Grant Application for the Eagle Valley Outdoor
Movement Program

Executive Summary: Resolution supporting Walking Mountains Science Center's Eagle Valley Outdoor
Movement grant application to Great Outdoors Colorado
Mr. Suneson stated that the County served as the fiscal agent.
Commissioner Chandler-Henry commented about the partnership and expressed her appreciation for the
work done through the Open Space program and Walking Mountains.
Commissioner Chandler-Henry moved to approve Supporting a Great Outdoors Colorado Grant
Application for the Eagle Valley Outdoor Movement Program.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
3. Intergovernmental Agreement Between the County of Eagle, State of Colorado and the Eagle Valley
Transportation Authority to Fund the Purchase Order for Five Hybrid Gillig Buses

Executive Summary: Eagle County wishes to support the purchase of five buses for the Eagle Valley
Transportation Authority using the fund balance from Eco Transit's mass transportation tax. This IGA ensures that
EVTA will have the funds necessary to complete the purchase upon delivery of the buses in 2025.
Ms. Earl stated that the agreement would allow the Eagle Valley Transportation Authority to purchase
five,40 ft. hybrid buses. The purchase of the buses was in the 2023 budget and carried over to the 2024 ECO
Transit budget,but the buses would not be delivered until 2025. The recently established EVTA would assume
responsibility for the purchase.
Commissioner Chandler-Henry moved to approve the Intergovernmental Agreement Between the
County of Eagle, State of Colorado and the Eagle Valley Transportation Authority to Fund the Purchase Order for
Five Hybrid Gillig Buses.
Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
Commissioner Chandler-Henry moved to adjourn as the Board of County Commissioners and reconvene
as the Board of Health.

Board of Health - Work Session

Executive Summary: This is a regular(quarterly)Board of Health meeting. Agenda items include 1)public
comment, 2) items of interest by Board members, 3)work plan review for Public Health&Environment,4)
progress report on Mental Health goals.
Work Session - Eagle County Room
1. Eagle Park Reservoir Water for proposed State Land Board Development

Executive Summary: The purpose of this work session is to update the Board on the State Land Board's
proposed development that has requested annexation and development permit approval from the Town of Avon.
The update will include the project's proposed housing plan and analysis on how the housing plan meets the
criteria outlined in the agreement between Eagle County and the Upper Eagle Regional Water Authority that
allows Eagle County and the ERWA to dedicate water to affordable housing projects.
