This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened public comment.
Tim McMahon, a.k.a Chicken Man, spoke. First,he said four weeks after bringing it to the attention of
Avon Town Council, they voted to stop the collection of sales tax on diapers and tampons. He wondered where the
county was on the issue. Second,he wondered if there was any way the county could write a letter to CDOT about
pedestrian safety on Highway 6. Third,he wondered if the county would consider offering tax breaks to landlords
who rent to year-round locals. Lastly, he was experiencing flashbacks of Catholic schools while in this building. He
thought it felt very church-ish and wondered if the building was once a church.
Chairman Scherr stated that localities had the ability now to exempt feminine hygiene products and diapers
from grocery store sales tax. He assured Mr. McMahon that this was on the county's radar. Secondly,the county
was working with the town of Avon and supported the initiative to implement safety on Highway 6. With regards
to property tax for renting,there was a bill to allow local property tax exemptions for particular uses.
Commissioner McQueeney added that there was a program through the Housing Department that
incentivized folks to rent long-term as opposed to short-term for locals.
Chairman Scherr closed public comment.
Commissioner Updates
Commissioner Chandler-Henry put in a plug for the commissioners'Community Conversations. Tomorrow
she will be at the Avon library from 4-6 p.m. She thanked the libraries for hosting the commissioners.
Commissioner McQueeney stated that the next community ski day would be in Snowmass on Friday if
anyone wanted to attend.
Chairman Scherr spoke about the upcoming Project Funway Event organized by the Education Foundation
of Eagle County or EFEC. The event was amazing and supported the foundation.

Mike Nugent stated that he had no updates.

Commissioner McQueeney seconded the motion. The vote was declared unanimous.

1. Resolution 2024-017 Proclaiming One Book One Valley,A Valley-Wide Community Read 2024

Executive Summary: Each year, The Bookworm of Edwards, Colorado Mountain College Vail Valley,Vail
Public Library,Vail Mountain School&Eagle County High Schools team up to promote one book that the entire
valley reads together, a reading program called"One Book One Valley", including two new partners: The Vail
Symposium and Eagle Valley Land Trust. This resolution supports One Book One Valley and encourages all
residents to read the same book at the same time to create a community book club. Programs and events related to
the chosen book happen throughout the valley and will engage readers of all ages and interests. 2024 is the 13th
year of this valley-wide Community Read. This year's book is "Calling for a Blanket Dance" by Oscar Hoke
Lori Barnes,with Vail Public Library, introduced Abigale Brezinka,a new associate at the library. She
introduced the website for One Book One Valley. This was the 13th community read. The author, Oscar Hoke
would be at Colorado Mountain College the evening of Thursday, April 4, 2024.
Ms. Brezinka encouraged everyone to read Calling for a Blanket Dance by Oscar Hokeah. She believed
the author did an amazing job representing indigenous people.
Ms. Barnes stated that this was the author's first book and believed it was fascinating. Mr. Hoke would be
traveling from Oklahoma to attend the April 4th event. She invited everyone to attend.
Commissioner McQueeney moved to approve the Resolution Proclaiming One Book One Valley,A
Valley-Wide Community Read 2024.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.

Executive Summary: The Eagle County Wildfire Collaborative,the Roaring Fork Wildfire Collaborative,the
Eagle Valley Wildland Team, and other wildfire partners will join Eagle County's Emergency Management staff to
provide Eagle County's Board of County Commissioners with a year-end report on wildfire mitigation activities
completed in Eagle County in 2023.
