This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Scherr opened constituent input.
Mike Meehan of Avon read a speech he recently shared with Senator Dylan Roberts and Representative
Meghan Lukens at the Avon Public Library with regards to the increase in property taxes. He provided some
solutions which included refunds, limiting increases,or providing credits to taxpayers.
Chairman Scherr closed constituent input.
Commissioner Updates
Commissioner McQueeney stated that she'd been spending some time working on early childhood issues at
the state level with the Early Childhood Leadership Commission. The commission would be releasing a report in
April titled"2.7 Billion." This was the growing cost of infant,toddler child care prices in Colorado. She will be on
a panel discussion in April to talk about this report. She also shared a book titled Crawling Behind: America's
Childcare Crisis and How to Fix It. She had multiple copies of the book and would be happy to share with anyone
who was interested.
Commissioner Chandler-Henry gave a shout out to Habitat for Humanity. They held their annual
Carpenters Ball on Saturday evening, and as usual, it was a well attended event. The generosity of folks in this area
was remarkable. Over$800,000 was raised during the evening. She also provided a heads up with regards to the
afternoon's work session in El Jebel with the Colorado River Water Conservation District to talk about the
acquisition of Shoshone water rights.
Chairman Scherr spoke about the commissioners visit to the Animal Shelter and visit with the animal
services team. He recognized the team's work and their care for all of the animals.

Mike Nugent stated that he had no updates.

Commissioner Chandler-Henry moved to approve the Consent Agenda for March 12, 2024 as presented.
Commissioner McQueeney seconded the motion. The vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Air Terminal Corporation.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Eagle County Air Terminal Corporation
1. Agreement for Preventative Maintenance and General On-Call Generator Services Between Eagle County Air
Terminal Corporation and Wagner Equipment Co.

Executive Summary: This agreement between Wagner Equipment Co. and ECAT is for Preventative
Maintenance and On-call services on ECAT-owned generators including the two terminal generators. These
backup generators are required to keep the terminal operational during power outages.
Mr. Howard-Talbott,Airport Operations Manager,was present to answer any questions.
Mike Nugent moved to approve the Agreement for Preventative Maintenance and General On-Call
Generator Services Between Eagle County Air Terminal Corporation and Wagner Equipment Co.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Air Terminal Corporation and
reconvene as the Eagle County Housing and Development Authority.
Commissioner McQueeney seconded the motion. The vote was unanimous.
Eagle County Housing and Development Authority
1. Agreement for Professional Services between Eagle County Housing and Development Authority and
Placemate, Inc.

Executive Summary: In 2023,ECHDA entered into a contract with Placemate with a goal of converting 40 vacant
or short term rental units to long term rentals through the Lease to Locals incentive program. With this partnership,
we were able to convert 38 units to the long term rental market. ECHDA would like to continue this program into
2024 with a budget of$600,000 with$505,000 being used for program incentives with a new goal of 40 new units

added to the long term rental market in Eagle County. Placemate and ECHDA have developed a locally recognized
and respected program, and this contract will continue that relationship in 2024.
Melinda Dow,Broker Associate with the Housing Department,reviewed the details of the agreement. The
contract was for the 2024 year. The contract was for$95,000 ($7,500 per month for(12)months and$5,000 for
marketing as necessary).
Commissioner McQueeney moved to approve the Agreement for Professional Services between Eagle
County Housing and Development Authority and Placemate, Inc.
Commissioner Chandler-Henry seconded the motion. The vote was unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing and Development
Authority and reconvene as the Eagle County Board of County Commissioners.
Commissioner McQueeney seconded the motion. The vote was unanimous.
