Enclosed is your ISDS Permit #2267-03, and a copy of the engineer's design for this system. The
permit is valid for 120 days or for the duration of your current building permit for this property.
The enclosed copy of the permit must be posted at the installation site. Any changes in plans or
specifications invalidates the permit unless otherwise approved. Please note any special
requirements that may have been added to the design by this Department.
Systems designed by a Registered Professional Engineer must be certified by the engineer
indicating that the system was installed as specified. Eagle County Environmental Health
must also view the installation prior to back filling. Please call well in advance for your final
inspection. Your TCO will not be issued until our office receives this certification from the
engineer and views the installation.
Please note that our ISDS Permit specifications are typically minimum requirements only and
should be brought to the property owner's attention in case they may wish to install a system
capable of handling larger wastewater flows.
This permit does not indicate conformance with any other Eagle County requirements.

Subject: Red Sky Ranch Lot 61 Certification of Completion
Dear Ray:
Please accept this letter as confirmation of completion of the components serving the
Red Sky Ranch Lot 61 individual septic system. This system is comprised of a 2500
gallon precast concrete septic tank, a 1500 gallon precast concrete dose tank, an
Eliminite® unit, and 1240 sq ft of drainfield area.
Fluidyne, Inc. inspected the system during the last site visit and found the components
were installed according to the plans, at that time; the electrical components were not
installed. When the electric components were installed, Vail Resorts Development Co
engineer Jamie Pappas, P.E, tested the system. The certification process involved a
leak test on the septic and dose tanks and a squirt test on the drain field.
The inspection and testing reveal the functionality of the system and its ability to support
the treatment of wastewater. This letter serves as a certification of the system, that it is
operative to provide wastewater treatment and that it was built in accordance with the
plans.

As you are aware we have completed the necessary testing requirements for the
Macdonald, Residence at Lot 61, Red Sky Ranch. I have completed the testing
requirements as instructed by Fluidnye Inc. The water -tightness test and squirt test
verification is discussed below.
1500 and 2500 Gallon Tank:
A water tightness test was conducted over a 2 day period from July 14 July 16, 2003.
There was no measurable drop in water level. Thus indicating no measureable leak in the
Septic/Dose Tank.
Squirt Test
On July 18, 2003 a squirt test was performed in which each of the laterals showed equal
pressure with a height of approximatley 5 feet above each lateral.

Dear Sir or Madam:
Please except this cover letter as explanation for the requested repair ISDS permit for Red Sky Ranch Lot 61.
Lot 61 had a high water level alarm occur in the second tank which serves as the pump chamber for both the
Eliminite and drain field dose pumps. After manually dosing the drain field to lower the liquid level, we were
able to determine that the splice box in the pump chamber had become submerged at some point causing
failure of the pump enable float (wire corrosion at splice). The control panel was also found to have serious
corrosion on the motor contactors and terminal blocks because the conduits had not been properly sealed. The
determination was made to replace the control panel, all floats, and the tank riser with a gas tight design which
relocated the splice box outside of the pump chamber. While working on this system, a very strong odor was
noticed. The Eliminite unit was then inspected and found to be totally clogged and in an anaerobic condition.
After discussing with the manufacture, it was determined that the unit needed to be replaced. The existing
Eliminite was abandoned in place. The top was removed, several holes were punched in the bottom, and it was
filled with dirt. The new Eliminite unit was placed just uphill of the old unit as shown on the attached drawing.
While the system was under modification for these repairs, we had the septic tank pumped and also added a
discharge filter to the outlet of the second compartment. We also added a clogged filter alarm float and an
additional high water float, both of which are attached to the NSF monitoring system for remote alarm
notifications. This work was substantially completed on 5/28/07 with final NSF alarm installation and
activation occurring the first week of June. The system has been monitored for several days and is in like new,
working condition. Please see attached drawings from Eliminite Inc. showing the location of the abandoned
Eliminite unit and placement location of the new unit. Due to the failed emergency condition of the original
system, these repairs where performed before a permit was applied for as allowed for in the regulations. The
total cost of these repairs will be approximately $12,500.00 which will be paid for by the District. If you have

I have exposed the upper part of the Eliminite tank to verify the vent piping is correct. Piping all looks good with
proper slope and connections, but as you anticipated the gravel bedding surrounding the vent pipe was totally
contaminated with topsoil when it was placed. The vent pipes were also under about 15 inches of topsoil before
the fabric layer and stone. With that much dirt in the exterior bedding, I would agree that the interior stone is most
likely contaminated with dirt also which would cause the clogging. I intend to abandon the existing tank and install
a new model 120 (red fiberglass style) right up hill of the old one. I will cut the top off old tank and punch some
holes in floor as part of the abandonment. The control panel is toast which is why I originally went to the site. I will
replace all of the floats, control panel and risers with the new air tight/liquid tight design like we just did on lot 52. 1
also will be adding a filter on exit of 2nd compartment and correcting the inlet T. The old system was of the dual
panel design, the Eliminite panel shows no signs of corrosion so I will replace only the dose panel with a SJE
model 112 controller. We will add remote alarm monitoring to the system at this time also. I think with this much
work going on we should probably update the drawings and show both old & new Eliminite units so if anyone digs
in future they know what to expect. I will also apply for an alteration permit with The County. I should have this
completed by Saturday next week 5/19. We will have the septic tank pumped at this time also so we can access
the tank and do the work on the inlet and filter. We can keep old system limping by in manual for the next week
while repairs are in progress as we will be there working each day.
Ray, What amount should I have check written for to go with application? My guess is the $350.00 for this one.

one is finished. Then I think we will have gotten all of the currently corroded panels replaced. After lot 71, there

Re: Lot 61 Application for Individual Sewage Disposal System Permit
Ray Merry:
Included in this submittal are the application and supporting plan sheets to obtain
an ISDS Permit for Lot 61 of the Red Sky Ranch Subdivision. Please note that
the tank configurations (septic, dose, and Eliminite unit) shall be placed outside
of the building envelope. The building sewer must stub out from the building to
maintain at least Y4" per foot of slope. 90 degree elbows should not be used in
the building sewer configuration, instead 90 degree sweeps or 45-degree fittings
will be acceptable.
The submittal includes the following items:
• Completed Application for ISDS Permit
• Submittal Fee of 350$
• Site Plan
• Wastewater System Detail Sheets
