Enclosed is your ISDS Permit No. 2056-00. It is valid for 120 days. The enclosed copy of the
permit must be posted at the installation site. Any changes in plans or specifications
invalidates the permit unless otherwise approved. Please note any special requirements
that may have been added to the design by this department.
Systems designed by a Registered Professional Engineer must be certified by the Engineer
indicating that the system was installed as specified. Eagle County does not perform final
inspections on engineer designed systems. Your TCO will not be issued until our office
receives this certification.
Permit specifications are minimum requirements only, and should be brought to the property
owner's attention.
This permit does not indicate conformance with other Eagle County requirements. Please

Dear Mr. Finkelstein,
As requested, we have investigated subsurface conditions at the site and designed an upgraded onsite
wastewater system (OWS) for the existing residence and proposed guest-house. We conducted the
subsurface investigation on September 15, 2000.
SITE CONDITIONS - The lot is located in a residential area in Eagle County, Colorado. There is an
existing garage and a two -bedroom residence at the locations indicated on Figure 1. A drain field of
unknown dimensions serves the residence. Upon excavation the field appeared to be saturated and failing.
There are two ponds located in the eastern portion of the lot. The proposed drain field area has a slope of 1-
2% to the northeast. There is a thick cover of irrigated blue grass in the proposed field area. The residence
is served by an onsite well located 100+ feet from the proposed drain field. The proposed drain field must
be 50+ feet from all ponds and irrigation ditches.
PROPOSED CONSTRUCTION - A one -bedroom guest-house is proposed above the existing garage at
the location presented on Figure 1. We are sizing the OWS based on four -bedrooms to accommodate the
guest house and the existing residence and future buildout to 4 bedrooms. In accordance with the Individual
Sewage Disposal System (ISDS) regulations, the sewage loading for a four -bedroom residence is 600
Gallons Per Day (GPD) average. The sewage loading with a peaking factor of 1.5 is 900 GPD. This loading
includes washing machines and garbage grinders.
SUBSURFACE CONDITIONS
A subsurface investigation was performed by digging three percolation holes, 36 to 43 inches deep, and one
profile pit at the locations indicated on Figure 1. Subsurface conditions at Profile-1 consisted of 1.0 foot of
topsoil, _underlain by sand with gravel and cobbles to the maximum depth explored of 8 feet. No ground
water was encountered. Percolation test results indicate percolation rates of 10 to 20 minutes per inch
(MPI). The average percolation rate is 17 MPI.
RECOMMENDATIONS - The OWS should include the installation of one 1500-gallon, two -
compartment septic tank with an effluent filter added to the outlet, and three "chamber" trenches as

presented on Figure 1. Each trench should have 1 row of 8 chambers for a total of 24 chambers. An
evaluation of the LTAR with a coarse to medium sand at 17 MPI requires 750 SF of drain field. With the
use of chambers and a 50% reduction, the area is the same as the proposed 24 chambers. The OWS design
is based on an average sewage load of 600 GPD and a percolation rate of 17 MPI. Serial distribution is
proposed for the OWS design.
Movement over the drain field trench bottom during construction should be kept at a minimum to
prevent compaction of the receiving soils. The bottom of each trench should be scarified with a pick,
shovel, or backhoe bucket teeth prior to the placement of chambers.
OPERATION AND MAINTENANCE - The owner must realize an OWS is different from public sewer
service, and must assume the responsibility for maintenance of the OWS. The system is relatively mainte-
nance free, but the owner must have the septic tanks pumped. In the absence of a monitoring program, the
septic tank should be pumped and the effluent filter cleaned every two years. There are daily considerations,
such as not putting plastic or other nonbiodegradable material into the OWS. Water use must be monitored
so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet can
consume in excess of 1000 GPD. A loading of 1000 GPD could flood and irreparably harm the OWS.
The loading from the backwash of a water softener may be harmful to the OWS. A separate drywell should
be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming
pool or spas should not be introduced to the OWS.
LL IITATIONS - An OWS design requires installation by a contractor who is experienced in its
installation. Our investigation, layout, design and recommendations are based on data submitted. If
subsurface conditions considerably different from those described in this report are encountered, we should
be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to
this design, we should be contacted to evaluate the impact on the performance of the OWS.
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements,
septic tank construction, and other specifications, which are not depicted in our report, are to conform to
the requirements of the ISDS regulations. The installer of the system is to have demonstrated knowledge of
the Eagle County ISDS regulations and requirements.

This letter presents a summary of the installation observations of the Onsite Wastewater System
(OWS) at the subject site. The Installation Observations were performed on August 23, 2007.The
installation was based the design dated September 2e 2007 under Job No. 13005W.
On August 23rd, 2007 the installation of the OWS was observed and was found to have been
generally installed per the September 26, 2007 design. Observations included: 1) the one -bedroom
guest house above the garage was never built, but the 4 inch PVC pipe between the garage and hose
was installed as per design, 2) The 1500-gallon tank with sanitary tee and effluent filter at the outlet
was installed and 3) the drainfield trenches could not be observed as the construction was finished
several year ago. There was a monitoring port installed per the design.
Upon inspection of the field area there was no evidence of ponding or breakout.
The components of the OWS appeared to be installed in general conformance with our plans and
specifications, with the differences noted. Our installation observations do not imply a guarantee or
warranty of materials or workmanship.

Dear Mr. Finkelstein,
After a review of our files, we found a septic system permit issued in 2000 for your
property. Our records indicate that the building permit was withdrawn in 2002, and the
proposed septic system was never installed. This letter is to inform you that your permit
# IS-2056-00 has expired; however, the Environmental Health Department will keep your
file in our records for reference if you decide to alter or replace your system in the future.
As you already have a septic system on your property that was most likely installed with
the building in 1973, we would like to remind you how important regular maintenance is
in ensuring that your system does not fail. Well maintained Individual Sewage Disposal
Systems generally have a life of 15 to 20 years. It is important to pump your tank every 3
to 5 years and have it inspected every 2 years to make sure it is functioning properly and
that both the tank and leach field are not clogged. Enclosed is a brochure about caring for
your septic system.
