Workforce
SHALL EAGLE COUNTY TAXES BE INCREASED BY $3,000,000
ANNUALLY COMMENCING JANUARY 1, 2023, FROM A TWO PERCENT
(2%) LODGING EXCISE TAX ON THE RENTAL FEE, PRICE, OR OTHER
CONSIDERATION PAID OR CHARGED FOR THE LEASING, RENTAL,
SALE OR FURNISHING OF A ROOM OR ACCOMMODATION FOR A
SHORT-TERM PERIOD (A PERIOD OF LESS THAN 30 CONSECUTIVE

Summary of Written Comments FOR Ballot Issue 1A.
I support adding ballot initiative 1A to the November 2022 ballot.
Eagle County faces a persistent and severe lack of quality and
affordable childcare and housing for our local workforce. Supporting
Eagle County Ballot Issue 1A – Lodging Tax to Support
Local Workforce

Eagle County’s workers is critical to both our quality of life and the
economy of our communities.
Historically, lodging tax revenue was restricted to advertising and
marketing for tourism purposes. During this legislative session,
counties were granted the authority to use such revenue for
childcare and housing for the tourism-related workforce. We are
now in a position to support our local workforce without having this
tax borne by the workforce. Instead, this tax would be paid by out-
of-town visitors and offset the impacts caused by a tourism-based
economy.
All but one of our local municipalities currently have their own
lodging tax in place. The County’s lodging tax would not apply in
municipalities already collecting their own lodging tax and would
actually help to level the playing field across communities by limiting
areas of exemption. There is no one who doesn’t recognize the
housing crisis which exists in our county and has been made worse
by Covid-19 and skyrocketing prices in rents or home purchases.
Housing has long been identified as the number one issue facing our
communities in every poll or survey, but childcare has been a less
visible issue. If you weren’t in the childcare industry or a parent
trying to access care for your young child, you might not have been
aware of the shortage of care locally and how cost prohibitive it
could be.
Locally, we have about 4,300 children aged 0 to 5, and such extreme
shortages in childcare spaces that 48% of those children are unable
to access licensed childcare. This equates to families unable to work,
and businesses unable to hire. The Vail Valley Partnership business
survey now has childcare near the top of the list of needs, being
beat out only by the need for affordable housing. Businesses cannot
open or expand as they desire without necessary staff. This is having
a direct impact on our economy. There isn’t a business sector that
isn’t looking for more employees to hire. Improving our childcare
system will help assure that parents who want to work are able to
find safe, high-quality care for their young children. No one goes to
work without a safe place for their child. More childcare spaces for
children will lead to more employees for businesses, which will
support a more vibrant economy.
The passage of Issue 1A will by no means solve our childcare and
housing crisis, but it will provide much-needed assistance to our
local workforce with a dedicated revenue source paid for by out-of-
town visitors.
I encourage you to support ballot question 1A.

I support adding ballot initiative 1B to the November 2022 ballot.
Vote Yes on 1B in Eagle County to help create a comprehensive year-
round transit and transportation system for our community.
Over the past year, Eagle County; Avon, Eagle, Gypsum, Minturn,
Red Cliff, and Vail; and Beaver Creek Metro District — along with
local employers, nonprofits, and community partners — have
worked to address regional transportation planning through the
creation of an Eagle Valley Regional Transportation Authority (RTA).
Voting Yes on 1B will move this vision toward reality.
The RTA has been developed with extensive input from local
officials, businesses, employees, nonprofits, and community
members. And to be clear: this was led and initiated by the business
community and is a true grassroots effort. These stakeholders have
made clear that the creation of an RTA is a desirable way to plan,
finance, implement, and operate a regional public transportation
system to better meet the needs of our residents and our
communities.
The RTA’s goals are focused on improving transit options to help get
workers to their jobs, seniors to medical appointments and
shopping, and kids to school and recreational activities. Those goals
will be addressed through the following services:
• Fare-free transit service to reduce traffic congestion and parking
demands from Edwards to Vail, including Avon, Beaver Creek,
Minturn and Eagle-Vail.
• Fare-free transit service between Eagle and Gypsum through a
circulator to better connect those communities and to access ECO
Transit.
• Express ECO Transit service at peak workforce commute hours.
• Improved transit facilities, including affordable workforce housing
for transit employees.
• Zero-emissions and low-emission conversions of ECO Transit’s
buses and future environmental improvements for transit in the
valley.
• Improved first-and-last mile solutions to increase access to bus
routes.
• Year-round, lower cost flight options for residents at Eagle County
Airport.
Transportation and transit improvements in our valley are long
overlooked. This effort is designed to connect our valley together in
ways that we have only dreamed about. We know local transit
options in Vail and Avon work well within these towns but getting
between communities and from one end of the valley to the other
needs to be easier and more efficient.
Further investment in our valley-wide transit system will support the
locally owned small businesses and visitors that contribute to our
region’s economy and tax base. Improved regional transportation
will promote the livability, sustainability, and economic vitality of
Eagle County.
Similar mountain communities have RTAs that address regional
needs, like the Roaring Fork Transportation Authority (RFTA) and San
Miguel Authority for Regional Transportation (SMART). These voter-
approved authorities get their residents to work, school, and
recreational activities while reducing traffic, parking demands, and
emissions. By no means should our neighboring counties be so far
ahead of Eagle County in terms of taking care of our workforce, our
visitors, our economy, and our environment.
The RTA is an impactful and meaningful way to support our
economy, our community, and our environment. Please vote yes on
1B.
Summary of Written Comments AGAINST Ballot Issue 1B.
Ballot Issue 1B asks voters for an additional one-half cent sales tax
projected to generate $15,563,303 in 2023 and whatever the sales
tax generates annually thereafter in perpetuity. This tax is proposed
for the formation of the Eagle Valley Transportation Authority
between Eagle County, Avon, Eagle, Gypsum, Minturn, Red Cliff,
Vail, and Beaver Creek Metropolitan District for the purpose of
providing enhanced regional transportation services.
Edwards, which is likely the largest base of ridership, and the largest
voting base in Eagle County, has been excluded from participation in
the formation process and as a voting member of EVTA. The
enhanced services are not clearly defined. Voters should understand
what they are voting for before a $15 million per year “check” is
provided to EVTA. This ballot request should be accompanied by a
detailed plan and corresponding budget.
EVTA shall provide financial support for the construction on an EGE
Airport interchange. Is an I-70 interchange an appropriate use?
EVTA has committed funds to the Eagle Air Alliance to provide
enhanced air service to the airport. This is not an enhancement to
the bus service up and down the I-70 corridor for purposes of
transporting workers.
This ballot initiative does not consider that all passengers riding the
bus from locations down valley will still be required to buy a bus
pass. There is no Fare Free zone for these riders so they will be both
paying for a bus pass and paying the sales tax, effectively paying
twice.
There aren't enough bus drivers for the existing bus systems in the
valley. Even if the EVTA is approved, where will they find drivers?
Every item purchased or delivered (excluding food) will be subject to
this sales tax increase with no sunset. This will be a permanent tax
increase. EVTA will keep all funds collected and funds will be spent
without limitation or oversight. TABOR will be removed from this
sales tax. If excess funds are collected through this sales tax, there
will be no refund or rebate to the residents that are paying the
excessive sales tax to fund this measure.
While the general concept deserves merit, detailed plans need to be
developed and vetted before it is approved.
1B creates the Eagle Valley Transportation Authority as a new
governmental agency. The EVTA is unnecessary, as interagency
cooperation and expanded transit services can occur without the
ongoing costs of additional government bureaucracy.
1B is expected to raise sales taxes by over $15 million beginning in
2023 and continuing each year into the future. This is in addition to
the sales tax already collected to fund existing ECO Transit services.
Higher sales tax rates negatively impact all residents.

1B excludes the EVTA from TABOR. There are no limitations on the
future growth of this new entity. Revenues and spending can
increase without further voter approval.
Voters are being asked to approve a significant funding increase of
transit services with limited descriptions of proposed programs and
their benefits to the individuals paying the higher taxes.

Summary of Written Comments AGAINST Ballot Issue 2A.
Minturn Ballot Issue 2A is asking voters to approve an additional
one-half cent sales tax projected to generate $15,563,303 in 2023
and whatever amount one-half cent sales tax generates annually
thereafter in perpetuity. This tax is proposed for the formation of
Eagle Valley Transportation Authority in accordance with the
provisions of an Intergovernmental Agreement between Eagle
County, the Towns of Avon, Eagle, Gypsum, Minturn, Red Cliff, and
Vail, and Beaver Creek Metropolitan District (the "EVTA IGA"), for
the purposes of providing enhanced regional transportation
services.
• The “enhanced regional transportation services” are not clearly
defined. Voters are entitled to understand clearly what they are
voting for before a $15 million per year “check” is provided to EVTA.
This ballot request should be accompanied by a detailed plan and
corresponding budget of exactly what they intend to do.
• The IGA states that “the EVTA shall provide financial support for
the construction of an EGE Airport interchange.” Is an I-70
interchange an appropriate use of this tax?
• EVTA has committed funds to the Eagle Air Alliance to provide
enhanced air service to the airport. This is not an enhancement to
the bus service up and down the I-70 corridor for purposes of
transporting the working members of the Eagle River Valley.
• This ballot initiative does not take into consideration that all
passengers riding the EVTA bus from locations down valley such as
Dotsero, Gypsum and Eagle will still be required to buy a bus pass.
There is no Fare Free zone for these riders so they will be both
paying for a bus pass and paying the sales tax to fund the EVTA,

worked to address regional transportation planning through the
creation of an Eagle Valley Regional Transportation Authority (RTA).
Voting Yes on 2B will move this vision toward reality.
The RTA has been developed with extensive input from businesses,
employees, nonprofits, and community members. And to be clear:
this was led and initiated by the business community and is a true
grassroots effort. These stakeholders have made clear that the
creation of an RTA is a desirable way to plan, finance, implement,
and operate a regional public transportation system to better meet
the needs of our residents and our communities.
The RTA’s goals are focused on improving transit options to help get
workers to their jobs, seniors to medical appointments and
shopping, and kids to school and recreational activities. Those goals
will be addressed through the following services:
• Fare-free transit service to reduce traffic congestion and parking
demands from Edwards to Vail, including Avon, Beaver Creek,
Minturn and Eagle-Vail.
• Fare-free transit service between Eagle and Gypsum through a
circulator to better connect those communities and to access ECO
Transit.
• Express ECO Transit service at peak workforce commute hours.
• Improved transit facilities, including affordable workforce housing
for transit employees.
• Zero-emissions and low-emission conversions of ECO Transit’s
buses and future environmental improvements for transit in the
valley.
• Improved first-and-last mile solutions to increase access to bus
routes.
• Year-round, lower cost flight options for residents at Eagle County
Airport.
Transportation improvements in our valley are long overlooked. This
effort is designed to connect our valley together in ways that we
have only dreamed about. We know local transit options in Vail and
Avon work well within these towns but getting between
communities and from one end of the valley to the other needs to
be easier and more efficient.
Further investment in our valley-wide transit system will support the
locally owned small businesses and visitors that contribute to our
region’s economy and tax base. Improved regional transportation
will promote the livability, sustainability, and economic vitality of
Eagle County. The Town of Gypsum contributes 10.6% of sales tax
collections valley wide, and over 50% of the taxes are paid by visitors
and Gypsum residents will benefit by adding service and improving
our quality of life.
Similar communities have RTAs that address regional needs, like the
Roaring Fork Transportation Authority (RFTA) and San Miguel
Authority for Regional Transportation (SMART). These voter-
approved authorities get their residents to work, school, and
activities while reducing traffic, parking demands, and emissions. By
no means should our neighboring counties be so far ahead of Eagle
County in terms of taking care of our workforce, our economy, and
our environment.
The RTA is an impactful and meaningful way to support our
economy, and our community. Please vote yes.

The Town of Gypsum Ballot Issue 2B is asking voters to approve an
additional one-half cent sales tax projected to generate $15,563,303
in 2023 and whatever amount one-half cent sales tax generates
annually thereafter in perpetuity. This tax is proposed for the
formation of Eagle Valley Transportation Authority in accordance
with the provisions of an Intergovernmental Agreement between
Eagle County, the Towns of Avon, Eagle, Gypsum, Minturn, Red Cliff,
and Vail, and Beaver Creek Metropolitan District (the “EVTA IGA”),
for the purposes of providing enhanced regional transportation
services.
• The “enhanced regional transportation services” are not clearly
defined. Voters are entitled to understand clearly what they are

the construction of an EGE Airport interchange.” Is an I-70

enhanced air service to the airport. This is not an enhancement to

transporting the working members of the Eagle River Valley.
• This ballot initiative does not take into consideration that all
passengers riding the EVTA bus from locations down valley such as

Vote Yes on 2G in Avon to help create a comprehensive year-round
transit and transportation system for our community.
Over the past year, Eagle County; Avon, Eagle, Gypsum, Minturn,
Red Cliff, and Vail; and Beaver Creek Metro District — along with
local employers, nonprofits, and community partners —have
worked to address regional transportation planning through the
creation of an Eagle Valley Regional Transportation Authority (RTA).
Voting Yes on 2G will move this vision toward reality.
The RTA has been developed with extensive input from local
officials, businesses, employees, nonprofits, and community
members. And to be clear: this was led and initiated by the business
community and is a true grassroots effort. These stakeholders have
made clear that the creation of an RTA is a desirable way to plan,
finance, implement, and operate a regional public transportation
system to better meet the needs of our residents and our
communities. The RTA’s goals are focused on improving transit
options to help get workers to their jobs, seniors to medical
appointments and shopping, and kids to school and recreational
activities. Those goals will be addressed through the following
services:
• Fare-free transit service to reduce traffic congestion and parking
demands from Edwards to Vail, including Avon, Beaver Creek,
Minturn and Eagle-Vail.
• Fare-free transit service between Eagle and Gypsum through a
circulator to better connect those communities and to access ECO
Transit.
• Express ECO Transit service at peak workforce commute hours.
• Improved transit facilities, including affordable workforce housing
for transit employees.
• Zero-emissions and low-emission conversions of ECO Transit’s
buses and future environmental improvements for transit in the
valley.
• Improved first-and-last mile solutions to increase access to bus
routes.
• Year-round, lower cost flight options for residents at Eagle County
Airport.
Transportation and transit improvements in our valley are long
overlooked. This effort is designed to connect our valley together in
ways that we have only dreamed about. We know local transit
options in Vail and Avon work well within these towns but getting
between communities and from one end of the valley to the other
needs to be easier and more efficient.
Further investment in our valley-wide transit system will support the
locally owned small businesses and visitors that contribute to our
region’s economy and tax base. Improved regional transportation
will promote the livability, sustainability, and economic vitality of
Eagle County.
Similar mountain communities have RTAs that address regional
needs, like the Roaring Fork Transportation Authority (RFTA) and San
Miguel Authority for Regional Transportation (SMART). These voter-
approved authorities get their residents to work, school, and
recreational activities while reducing traffic, parking demands, and
emissions. By no means should our neighboring counties be so far
ahead of Eagle County in terms of taking care of our workforce, our
visitors, our economy, and our environment.
The RTA is an impactful and meaningful way to support our
economy, our community, and our environment. Please vote yes on
2G.

Re: Con statement on the Town of Avon Ballot Issue 2G
The Town of Avon Ballot Issue 2G is asking voters to approve an
additional one-half cent sales tax projected to generate $15,563,303
in 2023 and whatever amount one-half cent sales tax generates
annually thereafter in perpetuity. This tax is proposed for the
formation of Eagle Valley Transportation Authority in accordance
with the provisions of an Intergovernmental Agreement between
Eagle County, the Towns of Avon, Eagle, Gypsum, Minturn, Red Cliff,
and Vail, and Beaver Creek Metropolitan District (the “EVTA IGA”),
for the purposes of providing enhanced regional transportation
services.
• The “enhanced regional transportation services” are not clearly
defined. Voters are entitled to understand clearly what they are
voting for before a $15 million per year “check” is provided to EVTA.
This ballot request should be accompanied by a detailed plan and
corresponding budget of exactly what they intend to do.
• The IGA states that “the EVTA shall provide financial support for
the construction of an EGE Airport interchange.” Is an I-70
interchange an appropriate use of this tax?
• EVTA has committed funds to the Eagle Air Alliance to provide
enhanced air service to the airport. This is not an enhancement to
the bus service up and down the I-70 corridor for purposes of
transporting the working members of the Eagle River Valley.
• This ballot initiative does not take into consideration that all
passengers riding the EVTA bus from locations down valley such as
Dotsero, Gypsum and Eagle will still be required to buy a bus pass.
There is no Fare Free zone for these riders so they will be both
paying for a bus pass and paying the sales tax to fund the EVTA,
effectively paying twice.
• There aren’t enough bus drivers for the existing bus systems in the
valley. Even if the EVTA is approved, where will they find drivers?
• Regarding the sales tax, every item purchased or delivered within
Eagle County (excluding food) will be subject to this sales tax
increase with no sunset. This will be a permanent tax increase.
Funds will be collected and spent without limitation meaning no
matter the amount collected EVTA will keep all funds collected and
funds will be spent without limitation or oversight. The Taxpayer Bill
of Rights “TABOR” will be removed from this sales tax. If excess
funds are collected through this sales tax, EVTA will keep those
funds to spend without limitation and there will be no refund or
rebate to the residents that are paying the excessive sales tax to
fund this measure.
While the general concept of EVTA may deserve merit, detailed
plans need to be developed and widely vetted before it is approved.
I urge you to vote NO.

A MINIMUM of $1.2 million from the proposed sales tax increase
will be diverted annually to the EGE Air Alliance to bring additional
expensive flights that local workers can’t afford into Eagle County.
This does nothing to improve transit service for the working people
of the valley and only serves to delay the promised additional bus
routes, improved transit infrastructure and related facilities and the
conversion to electric busses that the measure proposes. 100% of
the new tax revenue should be used to help the underserved
workers of the valley by improving transit options.

Summary of Written Comments FOR Ballot Issue 6A.
Vote Yes on 6A in Beaver Creek to help create a comprehensive
year-round transit and transportation system for our community.
Over the past year, Eagle County; Avon, Eagle, Gypsum, Minturn,
Red Cliff, and Vail; and Beaver Creek Metro District — along with
local employers, nonprofits, and community partners —have
worked to address regional transportation planning through the
creation of an Eagle Valley Regional Transportation Authority (RTA).
Voting Yes on 6A will move this vision toward reality.
The RTA has been developed with extensive input from local
officials, businesses, employees, nonprofits, and community
members. And to be clear: this was led and initiated by the business
community and is a true grassroots effort. These stakeholders have
made clear that the creation of an RTA is a desirable way to plan,
finance, implement, and operate a regional public transportation
system to better meet the needs of our residents and our
communities.
The RTA’s goals are focused on improving transit options to help get
workers to their jobs, seniors to medical appointments and
shopping, and kids to school and recreational activities. Those goals
will be addressed through the following services:
• Fare-free transit service to reduce traffic congestion and parking
demands from Edwards to Vail, including Avon, Beaver Creek,
Minturn and Eagle-Vail.
• Fare-free transit service between Eagle and Gypsum through a
circulator to better connect those communities and to access ECO
Transit.
• Express ECO Transit service at peak workforce commute hours.
• Improved transit facilities, including affordable workforce housing
for transit employees.
• Zero-emissions and low-emission conversions of ECO Transit’s
buses and future environmental improvements for transit in the
valley.
• Improved first-and-last mile solutions to increase access to bus
routes.
• Year-round, lower cost flight options for residents at Eagle County
Airport.
Transportation and transit improvements in our valley are long
overlooked. This effort is designed to connect our valley together in
ways that we have only dreamed about. We know local transit
options in Vail and Avon work well within these towns but getting
between communities and from one end of the valley to the other
needs to be easier and more efficient.
Further investment in our valley-wide transit system will support the
locally owned small businesses and visitors that contribute to our
region’s economy and tax base. Improved regional transportation
will promote the livability, sustainability, and economic vitality of
Eagle County.
Similar mountain communities have RTAs that address regional
needs, like the Roaring Fork Transportation Authority (RFTA) and San
Miguel Authority for Regional Transportation (SMART). These voter-
approved authorities get their residents to work, school, and
recreational activities while reducing traffic, parking demands, and
emissions. By no means should our neighboring counties be so far
ahead of Eagle County in terms of taking care of our workforce, our
visitors, our economy, and our environment.
The RTA is an impactful and meaningful way to support our
economy, our community, and our environment. Please vote yes on
6A.
