HomeMy WebLinkAboutR85-70 budget for 1986Commissioner Welch moved adoption of the following Resolution: BOARD OF COUN'T'Y COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 85 -70 IN RE THE MATTER OF THE ADOPTION OF THE BUDGET AND THE MAKING OF APPROPRIATIONS FOR THE COUNTY OF EAGLE, STATE OF COLORADO, FOR FISCAL YEAR 1986 WHEREAS, §29 -1 -110, C.R.S., requires the Board of County Commissioners of the County of Eagle, State of Colorado (hereinafter the "Board "), to adopt a budget setting forth the expenditures of the various County offices, departments, boards, commissions, and other spending agencies for fiscal year 1986, beginning January 1, 1986 and ending December 31, 1986; and WHEREAS, various public meetings on the proposed 1986, budget for the County of Eagle were held during the period August 6, 1985 through November 25, 1985; and WHEREAS, pursuant to public notice duly published in accordance with §29 -1 -108, C.R.S., the proposed 1986 budget for the County of Eagle has continuously been open for public inspec- tion throughout the above stated period of time; a public hearing was held December 2, 1985, before the Board to consider the adoption of the subject 1986 proposed budget; and interested taxpayers were and have continuously been given the opportunity to file or register any objections to the subject proposed 1986 budget; and WHEREAS, the Board has made provisions within the 1986 budget for the County of Eagle for revenues in an amount equal to or greater than the total proposed expenditures set forth within the subject 1986 budget; and WHEREAS, 529 -1 -111, C.R.S., requires the Board to enact a resolution making appropriations for fiscal vear 1986 in i f accordance with the adopted 1986 budget for the County of Eagle; and WHEREAS, all legal requirements have been fully com- plied with and performed in the premises. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the total amount of nineteen million three hundred sixty -eight thousand, five hundred ninety -six and 00 /100 dollars ($19,368,596.00) is the amount of the proposed revenues and expenditures for the County of Eagle, State of Colorado, fiscal year 1986. THAT, the Board hereby adopts as the budget of the County of Eagle, State of Colorado, for the 1986 fiscal year that certain 1986 proposed budget considered and approved, with any amendments so noted, by the Board on December 2, 1985, in the total aforesaid amount of $19,368,596.00 for the specific purpos- es, functions, restrictions and amounts identified during the various public budget meetings /hearings referred to hereinabove, and the various working documents associated therewith. THAT, the Board hereby appropriates to the various County funds, and for the various County offices, departments, commissions, boards, and other spending agencies, the following amounts for the specific purposes, functions, restrictions and amounts identified in the adopted 1986 budget for the County of Eagle and associated working documents, and during the various public budget meetings /hearings referred to hereinabove: -2- General Fund: Board of County Commissioners County Assessor County Clerk & Recorder, Operations County Clerk & Recorder, Elections County Coroner County Surveyor County Sheriff, Operations County Sheriff, Corrections County Treasurer Public Trustee $ 3,924,954.00 425,603.00 297,726.00 30,211.00 9,056.00 2,544.00 1,088,495.00 681,304.00 189,891.00 34,786.00 TOTAL GENERAL FUND ......... $ 6,684,570.00 Road & Bridge Fund Library Fund Capital Expenditure Fund Social Services Fund Retirement Fund Contingency Fund Insurance Reserve Fund Revenue Sharing Fund Conservation Trust Fund Capital Improvements Fund Bond Debt Service Fund Motor Pool Fund Airport Fund Landfill Fund S 3,874,099.00 268,538.00 3,699,768.00 814,910.00 134,955.00 252,938.00 328,046.00 235,439.00 105,365.00 1,418,334.00 847,858.00 410,576.00 53,200.00 240,000.00 TOTAL APPROPRIATION....... $19,368,596.00 THAT, pursuant to §29 -1 -116, C.P..S., the Eagle County Budget Officer is hereby requested and directed to immediately transmit a copy of this Resolution to the officer or employee of the County of Eagle whose duty it is to draw warrants or orders for the payment of money. THAT, pursuant to §29 -1 -116, C.R.S., the Eagle County Budget Officer is hereby further requested and directed to file an original or certified copy of this Resolution with the Divi- sion of Local Governments in the Department of Local Affairs. -3- THAT, the adopted 1986 budget and the 1986 appropria- tions made as set forth in this Resolution are to be read as one comprehensive and integrated document. In no event shall a County office, department, commission, board, or spending agency expend or contract to expend any money, or incur any liability, or enter into any contract which, by its terms, involves the expenditure of money for any purpose for which provision is made in this Resolution, associated working documents and the related public budget meetings /hearings in excess of the amounts of the appropriated in this Resolution for such officer, department, commission, board or other spending agency, and /or purpose; nor which involves the expenditure of .money inconsistent with the purposes, functions, restrictions, clarifications and /or speci- fied monetary amounts as detailed and set forth within this Resolution, associated working documents and the related public budget meetings /hearings; nor which involves the expenditure of money for any purpose which is not identified within the afore- mentioned, unless prior to such expenditure, the County officer, department, commission, board or spending agency has presented the same to the Board, and the Board duly approves of such expenditure in accordance with applicable law. THAT, the Board hereby declares to be the legislative intent that the several provisions of this Resolution shall be severable, in accordance with the provisions set forth below: If any provision of this invalid by a decision of any tion, it is hereby declared that: Resolution is declared to be court of competent jurisdic- to be the legislative intent a. The effect of such decision shall be limited to that provision or provisions which are expressly stated in the decision to be invalid; and b. Such decision nullify this Resolution thereof, but the rest of in full force and effect. shall not affect, impair, or as a whole or any other part this Resolution shall continue THAT, this Resolution is necessary for the public health, safety and welfare of the County of Eagle, State of Colorado. -4- �ry y.
