Home My WebLink AboutMinutes 01/23/2024 PUBLIC HEARING January 23, 2024 Present: Matt Scherr Chairman Jeanne McQueeney Commissioner Kathy Chandler-Henry Commissioner Jeff Shroll County Manager Beth Oliver Interim County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Scherr opened and closed constituent input, as there was none. Commissioner Updates Commissioner Chandler-Henry thanked her colleagues for their extra work as the legislative session started up. There were two organizations that they belonged to, Counties & Commissioners Acting Together(CCAT)and Colorado Counties, Inc. (CCI). Both Commissioners McQueeney and Scherr had leadership roles in the groups, so they put in a lot of extra effort on behalf of the county and the state. Commissioner McQueeney had no updates. Chairman Scherr added that with regards to the legislative session, if any one had something they thought was an issue affecting Eagle County and/or could be a matter of statewide concern they should reach out the board. The Commissioners were always open to having conversations with constituents. County Manager Updates Jeff Shroll had no updates. Consent Agenda 1. Memorandum of Understanding Amendment#1 Between The Colorado Department of Early Childhood and Eagle County Human Services for the Colorado Child Care Assistance Program Megan Burch,Human Services 2. Resolution 2024-009 Supporting the Grant Application for Strong Communities Infrastructure Grant for the West Eagle Affordable Housing Development in Eagle, CO Jill Klosterman/Tori Franks,Admin/Resiliency 1 01/23/2024 3.Northwest Loan Fund Contract Extension Request-Department of Local Affairs Julia Asoian,Finance 4. Approval of the Minutes for the Board of County Commissioner Meetings for October 24,October 31,and November 14,2023 Kathy Scriver, Clerk and Recorder's Office 5. December 2023 Payment Reports Christina Andrews,Finance Commissioner Chandler-Henry moved to approve the Consent Agenda for January 23,2024 as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Event - Public Health & Human Services Building 1. Walk Through of Newly Remodeled Public Health&Environment Office Space Heath Hammon,Public Health&Environment Executive Summary: In May,the 2nd floor offices for Public Health&Environment at the Old Court House began a transformation to become a warm,welcoming and humanizing space for clients,the community and team members. Staff began moving back into the remodeled offices on Dec 20 with services to clients resuming on Dec 21. This agenda item will provide the opportunity to visit the newly remodeled offices,reflecting on the efforts of many(Project Management,Architect,Facilities, IT,RA Nelson and others)to bring this vision to life. Eagle County Housing and Development Authority - Eagle County Room 1. Eagle County Housing and Development Authority Board with the Advisory Committee bi-annual meeting Kim Bell Williams,Housing Executive Summary: The Eagle County Housing and Development Authority board and Advisory Committee meet twice per year to discuss updates and recommendations for increasing housing stock across the Eagle County. The Advisory Committee provides recommendations to the board in regards to public private partnerships,new projects and increasing housing opportunities. We will take a look back at successes in 2023,program suggested changes in 2024,updates on partnerships,and opportunities in the new year. 2 01/23/2024 Work Session - Eagle County Room 1. Eagle County Land Use Regulations Rewrite Policy Discussion Wrap-up Beth Oliver,Attorney's Office Executive Summary: ECLUR rewrite policy discussion wrap-up. We completed the policy identification and development stage of the ECLUR rewrite project on December 12, 2023. The purpose of today's session is to provide a brief summary of the policy issues we have covered to date, and to show the Board structurally how those issues relate to the next phases of the project. As part of that discussion,we will be presenting a proposed outline of the new Eagle County Land Use Regulations,and will discuss next steps and future phases of the project. 'p4 EAGIf co h� 4.
