HomeMy WebLinkAboutMinutes 01/16/2024 PUBLIC HEARING January 16, 2024 Present: Matt Scherr Chairman Pro-Tern Jeanne McQueeney Commissioner Jeff Shroll County Manager Beth Oliver Interim County Attorney Matt Peterson Assistant County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Chairman This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Chairman Pro-Tern Scherr noted that Chairman Chandler-Henry was attending a meeting with the River District and would not be in attendance. Constituent Input Chairman Pro-Tern Scherr opened and closed constituent input. Commissioner Updates Commissioner McQueeney spoke about the Regional Transit Authority(RTA)and a retreat she recently attended where they discussed the priorities and the goals for the coming year. She believed the RTA was moving very quickly and appreciated the teamwork. Chairman Pro-Tem Scherr spoke about the Eagle County Resiliency team and the work going into updating the building codes.As part of the updates,the team had put together an energy efficient building code training happening February 8th at the Eagle County Building. He encouraged folks to attend and learn more about the energy efficiency building codes. County Manager Updates Jeff Shroll gave a shout out to the Road and Bridge team with regards to keeping the roads clear during the latest snow storms. He also mentioned the airport and the crew who kept the airport runways clear for travelers. Business Item 1. Resolution 2024-007 Annual Appointments Dani Moore,Administration 1 01/16/2024 Executive Summary: This resolution includes administrative appointments and designations for the year 2024. Ms.Moore stated that the resolution outlined internal staff appointments and appointments for internal and external boards and committees across the state. Commissioner McQueeney believed it was important to note that the resolution identified some of the other boards and commissions that the board sat on. There were some statutory positions and other voluntary positions that they, as three commissioners, split up in order to represent Eagle County. Commissioner Scherr stated that it was customary for the board to rotate the chairman, so at this time he would become the chairperson. Commissioner McQueeney moved to approve the 2024 Annual Appointments Resolution Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Consent Agenda 1. Eagle County and West Mountain Regional Health Alliance Professional Services Agreement for Emergency Solutions Grant 2022 to Complete Homeless Management Information System(HMIS)Data Entry Monica Brutout,Housing 2. Agreement for Professional Services Between Eagle County and Menendez Architects P.C. for the Airport Josh Miller,Airport Commissioner McQueeney moved to approve the Consent Agenda for January 16,2024 as presented. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Air Terminal Corporation. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Eagle County Air Terminal Corporation 1. Agreement for Professional Services Between Eagle County Air Terminal Corporation and Menendez Architects P. C. Josh Miller, Airport Josh Miller,Deputy Director of Aviation, stated that the contract was for on-call consulting services at the Eagle County Regional Airport. Jill Klosterman moved to approve the Agreement for Professional Services Between Eagle County Air Terminal Corporation and Menendez Architects P. C. Jeff Shroll seconded the motion. The vote was unanimous. 2 01/16/2024 Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and reconvene as the Board of County Commissioners. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Business Item(s) 1. Resolution 2024-008 Adopting the Eagle County 2024 Legislative Policy Statement Abby Dallmann,County Manager's Office Executive Summary: Eagle County's Legislative Policy Statement identifies the county's key policy principles on legislative issues. The county utilizes the Legislative Policy Statement as a guiding document when reviewing and analyzing specific bills that impact Eagle County interests. The Legislative Policy Statement is necessarily broad and by no means all-inclusive, and should be used as a reference when considering legislation that may impact Eagle County. Rhea Silverkorn, executive coordinator provided a brief summary of the item. Commissioner McQueeney moved to approve the resolution adopting the Eagle County 2024 Legislative Policy Statement. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 2. Peace Officer Mental Health Grant Application Rachael Walker, Sheriff's Office Executive Summary: This is the annual grant application for the Peace Officer Mental Health Grant through DOLA(Dept of Local Affairs). If approved,this fund helps all law enforcement and emergency responders in the valley to support trauma and mental health needs. Erin Ivie,Executive Director for SpeakUp ReachOut, spoke on behalf of many of their partners, including all the law enforcement agencies. The grant offered the opportunity for peace officers and their significant others to seek mental health services and support peer support programs for first responders and training on trauma. She introduced Rachael Walker. Rachael Walker, Office Supervisor for the Sheriff's Office, stated that the grant helped every agency in the valley. Commissioner McQueeney moved to approve the Peace Officer Mental Health Grant Application. Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 3. 2023 Mill Levy Certification for 2024 Anna Earl,Finance Executive Summary: Certification of Levies and Revenues for tax year 2023 and budget year 2024. Anna Earl,Eagle County Finance Director,provided a presentation outlining the certification process. An approval was required by the Board of County Commissioners prior to filing certification with DOLA. The mills were decreasing slightly. Twenty-nine of 72 districts collecting property tax revenue in 2024 issued a temporary 3 01/16/2024 mill levy or property tax reduction. The expected gross revenue to be collected in 2024 was estimated to be $301,620,431. Commissioner McQueeney moved to approve the 2023 Mill Levy Certification for 2024 Chairman Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Site Visit - Edwards - Canceled 1. ZS-009277-2022-Copper Bar Ranch Site Visit Janet Aluise, Community Development Executive Summary: The location of the site is 1830 West Squaw Creek Road(Parcel No. 2107-102-00-052). Please see the attached site visit map for more information. Planning File - Eagle County Room 1. ZS-009277-2022 Copper Bar Ranch Janet Aluise, Community Development Executive Summary: The Applicant requests a Special Use Permit for a Resort Recreational Facility to hold sixteen(16)events per year. Chairman Scherr opened the hearing. Janet Aluise,Eagle County Staff Planner, stated that the applicant was requesting a tabling of their application to February 26,2024 to allow for all the commissioners to be present. Matt Peterson,Assistant County Attorney, added that the county's land use regulations allow the board to continue a public hearing at the request of any party if it makes a finding of good cause. He believed the applicant's request constituted good cause for a continuance. Commissioner McQueeney moved to table the File No.ZS 009277-2022,to a date certain of February 26,2024. Chairman Scherr seconded the motion.
