Commissioner Updates Commissioner Scherr reminded folks about America Recycles Day. This was a good opportunity to drop off e-waste for free at the landfill. Commissioner McQueeney spoke about an article in the Vail Daily in the time machine section. It was 50 years ago that the first transit was started in Vail. It went all the way from east Vail to west Vail,Mintum and Avon. They used repurposed school buses. She thought that it was interesting to look back because just this past year the new Regional Transit Authority was started. She believed it was a fabulous amenity for the community Chairman Chandler-Henry noted that the county was one of the partners in the new Transit Authority. She thanked Pat Hammon,the Veteran Service Officer and everyone who participated in the Veterans Day ceremony on Saturday at Freedom Park in Edwards. October 2023 Payment Report Christina Andrews,Finance Commissioner Scherr moved to approve the Consent Agenda for November 14, 2023 as presented excluding item 5. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 5. Resolution 2023-067 Approval with Conditions of the Wolcott Planned Unit Development(PUD) PDS-009421-2022 Karl Barton,Community Development Chairman Chandler-Henry stated that there was an unfortunate misrepresentation in the paper that stated that the board would be approving the Wolcott PUD today,however,this was just a Sketch Plan approval. Jacci McKenna,resident of Eagle, spoke about the wildlife,recreation, and development land use. She expressed concern for loss of wildlife habitat due to overdevelopment. The Wolcott PUD was one of many examples where there was an opportunity to stop the damage. Public comments to the Planning Commission and this board overwhelmingly supported wildlife and rejected this PUD. She believed that development was happening up and down the valley and wondered who was tracking all of the projects. Thousands of units had already been approved,many of which were another nail in the wildlife coffin. She applauded the actions of Vail to save the bighorn sheep and was asking this board to do the same. She asked that the board choose a legacy of wildlife preservation. Chairman Chandler-Henry noted to be clear, that this was a Sketch Plan approval that would allow the developer to move forward. Commissioner Scherr stated that the article in the Vail Daily was a little confusing. The resolution on the agenda was an approval of a sketch plan, and there would be more opportunities for feedback in the future if the developer came back to advance the project. 2 11/14/2023 Commissioner Scherr moved to approve the Resolution Approving the Wolcott Planned Unit Development (PUD)PDS-009421-2022 with conditions. Commissioner McQueeney seconded the motion. The vote was unanimous. Business Item(s) 1. Resolution 2023-069 Proclaiming December 5th,2023 as Colorado Gives Day in Eagle County Dani Moore,Administration Executive Summary: The Board of County Commissioners will be recognizing Tuesday,December 5th,2023 as Eagle County Gives Day. Brook Skjonsby,Executive Director of the Vail Valley Charitable Fund, spoke about the services the organization provided in the community. She was excited about the Colorado Gives Day event. There was a local website, eaglecountycoloradogives.org,with a very intuitive platform. Commissioner McQueeney loved the initiative and the fact that all the local nonprofits worked together to raise money and awareness. Commissioner McQueeny moved to approve the Resolution Proclaiming December 5th, 2023 as Colorado Gives Day in Eagle County. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Resolution 2023-070 Supporting Eagle County Veterans in Honor of Veterans' Day November 11,2023 & Employee Recognition Dani Moore,Administration Executive Summary: This resolution will be recognizing the veterans of Eagle County.Veterans Day will be observed on November 11th,2023. In addition to the resolution, Eagle County Veterans Service Officer Pat Hammon will recognize all Eagle County Employees who have served or are currently serving. Pat Hammon,US Army Nurse Corps Veteran with a tour in Vietnam stated that she was honored to serve as the Eagle County Veteran Services Officer. Today was a day to recognize and thank the many county employees who were veterans or on active duty at this time. She thanked everyone for their service. Commissioner Scherr moved to approve the Resolution Supporting Eagle County Veterans in Honor of Veterans' Day November 11,2023 &Employee Recognition. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner Scherr seconded the motion. The vote was unanimous. 3 11/14/2023 Eagle County Housing and Development Authority 1.Agreement for Professional Services Between Eagle County Housing and Development Authority&Capture the Action Video Production Inc. for a Content Creation Campaign Matt Andrews,Housing Executive Summary: ECHDA will partner with Capture the Action for the second time on a content creation campaign. Our first partnership occurred in 2019. Together,we will produce engaging video content for live TV, on-demand, streaming,digital,and social media. Our goal is to increase ECHDA's visibility throughout Eagle County,promote our housing programs,boost engagement, expand our social media presence, and drive more traffic to the Housing Eagle County website. Matt Andrews,Housing Outreach Coordinator with the Housing Department, explained the goal of the video commercials was to increase the Housing Authority's visibility throughout the county,promote housing programs, and boost engagement and interaction. Commissioner Scherr moved to approve the Agreement for Professional Services Between Eagle County Housing and Development Authority&Capture the Action Video Production Inc. for a Content Creation Campaign. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of Equalization. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Board of Equalization 1. Resolution 2023-071 Regarding a Petition to the County Board of Equalization-Schedule#R029355 Dani Moore,Administration Executive Summary: The County Board of Equalization will be approving the hearing recommendation for schedule#R029355. The CBOE hearing was held on July 17th, 2023. Rhea Silverkorn, Executive Coordinator for Eagle County Government, stated that this was the final resolution for the year. This would wrap up a stipulation and correct an amount on the record. Commissioner Scherr moved to approve the Resolution Regarding a Petition to the County Board of Equalization- Schedule#R029355 Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of Equalization and reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. The vote was unanimous. Meet & Greet - Holy Cross Room 1. Fair&Rodeo Advisory Council-New Member Meet&Greet 4 11/14/2023 Executive Summary: The Board is looking forward to a meet and greet with our new Fair&Rodeo Advisory Council member Tye Harris. Tabling Request: Twin Acres Riding Stable and Boarding Stable ZS-009260-2022 Vince Hooper, Community Development Executive Summary: Consideration of a tabling request for a Consolidated Special Use Permit for the development and operation of a 25-stall horse boarding stable and a 100 x 200 foot covered riding stable,proposed to be commercial operations and open to the public on a reservation basis as space allows to accommodate horse boarding&horse riding,training and lessons. Mr. Hooper stated that the applicants had requested a continuance of the BoCC hearing scheduled for November 14,2023 as they were still trying to work out details with regards to water rights. The applicant wished to table the application to February 20,2024. Chairman Chandler-Henry opened and closed public comment as there was none. Commissioner Scherr moved to table file no.
