STATE OF COLORADO RESOLUTION NO- 85- 4j_ SUB -AREA MASTER PLAN FOR EDWARDS WHEREAS. the Planning Commission of the County of Eagle. State of Colorado ( "Planning Commission "), did on April 1. 1981, pursuant to Resolution No. 81 -15,. duly adopt the Eagle County Master Plan for the physical development of the unincorporated territory of the County of Eagle, State of Colorado, and WHEREAS, the Planning Commission did on December 1, 1982, pursuant to Resolution No. 82 -113: amend the Eagle County Master Plan to incorporate therein a sub -area master plan for the E1 Jebel and Missouri Heights area; and WHEREAS, the Planning Commission did on May 16, 1984, pursuant to Resolution No. 84 -22: amend the Eagle County Master Plan as more fully set forth in Exhibit "A" attached to the aforesaid Resolution; and WHEREAS, the Eagle County Master Plan, as amended, encourages the Planning Commission to adopt sub -area master plans for the various management districts described therein; the purpose of which is to provide a more in -depth analysis of the physical, economic and social characteristics of the management district covered, and to serve as a guide and basis for further detailed recommendations by the Planning Commission regarding the development of the territory included within the sub -area master plan; and WHEREAS, the Planning Commission desires to adopt a sub -area master plan for the Edwards area which generally has within its boundaries the June Creek, Berry Creek, Red Canyon Creek, Lake Creek, and Squaw Creek drainages, with its center at the Edwards- Highway 6 intersection; and WHEREAS, the development of the aforesaid sub -area master plan has involved numerous public meetings held in the .y3 Planning Commission's regular meeting place; and the Edwards area, and the review and consideration of various studies and proposed sub -area master plans presented to the Planning Commission by representatives of the Eagle County Department of Community Development and interested landowners and residents of the Edwards area; and WHEREAS, as a result of such public meetings, studies, and review of proposed sub -area master plans, the Planning Commission has prepared a sub -area master plan of the Edwards area with the general purpose of guiding and accomplishing a coordinated, adjusted, and harmonious development of the territory covered therein, which, in accordance with present and future needs and resources, will best promote the health, safety, morals, order, convenience, prosperity, or general welfare of the inhabitants, as well as efficiency and economy in the process of development, including such distribution of population and of the uses of land for urbanization, trade, industry, habitation, recreation, agriculture, forestry, and other purposes as will tend to create conditions favorable to health, safety, energy conservation, transportation, prosperity, civic activities, and recreational, educational, and culture opportunities; will tend to reduce the wastes of physical, financial or human resources which result from excessive congestion or excessive scattering of population; and will tend toward an efficient and economic utilization, conservation, and production of supply of food and water and of drainage, sanitary, and other facilities and resources. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE COUNTY OF EAGLE, STATE OF COLORADO: 1. That the Sub -Area Master Plan for Edwards as set forth in Exhibit "A" attached hereto and incorporated herein by this reference, be and the same is hereby adopted as a master plan, guide and advisory tool for the physical development of the unincorporated territory of Eagle County which is made a part of and described therein. 2. That the Eagle County Master Plan adopted April 1, 1981, pursuant to Resolution No. 81 -15, and as amended on December 1, 1982 and May 16, 1984, pursuant Resolution Nos. 82 -113 and 84 -22, respectively, be and is hereby amended to incorporate therein by this reference Exhibit "A" as if the same were set forth in full therein. -2- 3. That the Eagle County Master Plan, Resolution No. 81 -15, as amended by Resolution Nos. 82 -113 and 84 -22, respectively, and as herein amended, is hereby readopted. 4. That the Sub -Area Master Plan for Edwards as set forth in Exhibit "A" shall be made available for public inspection during reasonable times in the Eagle County Department of Community Development, McDonald Building, 550 Broadway, Eagle, Colorado. 5. That this Resolution and the Sub -Area Master Plan attached hereto shall take effect and be in force immediately upon its adoption by the Planning Commission. 6. That if any provision of the Eagle County Master Plan, as amended, or of this Resolution and the Sub -Area Master Plan attached hereto, shall be held invalid, its invalidity shall not affect any other provisions of the foregoing documents that can be given effect without the invalid provision, and for this purpose the provisions of the Eagle County Master Plan, as amended, and of this Resolution and the Sub -Area Master Plan attached hereto, are hereby declared to be severable. 7. That pursuant to Section 30 -28 -109, C.R.S., an original copy of the Resolution together with the Sub -Area Master Plan attached hereto shall forthwith be certified and transmitted to the Board of County Commissioners of the County of Eagle, State of Colorado. 8. That the Planning Commission hereby determines and finds that this Resolution and the Sub -Area Master Plan attached hereto are necessary for the health, safety and welfare of the citizens of Eagle County, State of Colorado. My Commission Expires : Address. -5- R EDWARDS SUB -AREA MASTER PLAN ADOPTED AUGUST 7, 1985 In 1981, Eagle County revised and updated the Master Plan, a policy plan outlining principles used to guide the future development of the County. The plan specifies that a series of sub -area master plans be developed to consider particular locations in greater detail. In mid 1985, a series of public workshops was held to discuss the future of the Edwards area in order to develop a guide upon which development decisions may be based. This sub -area master plan is the result of those meetings. As a guide, it should be reviewed periodically by the community in order to make it reflect current attitudes. I. BACKGROUND LOCATION AND PHYSICAL CHARACTER - The Edwards area is a broad river valley lined by brush covered hills. It is. split by an interstate highway, the Eagle River and a state highway which serves as a frontage road to Interstate 70. It has been a small agricultural community with 2 mobile home parks, a post office and cafe at the crossroads. Since early 1980, construction has begun on major housing development, which will change the face of the Edwards community. HISTORY - Joseph Brett and John Bowman homesteaded at the confluence of Lake Creek and the Eagle River, and Brett's log cabin, the first permanent home in the County, still stands. In 1882, Harrison Berry established a ranch near where the old Post Office is located. The Denver and Rio Grande Railroad gave the area the name of Berry's Ranch. When Melvin Edwards of Red Cliff was appointed Colorado Secretary of State, Berry's Ranch was renamed Edwards. PUBLIC SERVICES - The area currently has water from the Edwards, Berry Creek and Arrowhead Metropolitan Districts and the Lake Creek Water District. The sanitation is provided for the majority of the populated area by Upper Eagle Valley Sanitation District. Rocky Mountain Natural Gas, Holy Cross Electric and Eagle Telelcommunications also serve the area. No schools are presently located in Edwards, though the RE50J School District owns 9.1 acres at the corner of Lake Creek Road and Edwards Village Road. The Post Office is located at the Edwards Business Center. POPULATION - As of June, 1985, there are 1041 dwelling units built or under construction in the Edwards /Berry Creek /Lake Creek /Squaw Creek area, with 197 of those units centrally located around the Highway 6/I -70 Intersection. At the Eagle River Mobile Home Park, there are 387 units. Assuming 2.5 persons per dwelling unit, the present population of Edwards is estimated to be 1450 people. CENTRAL EDWARDS 197 d.u. X 2.5 = 490 EAGLE RIVER MHP 387 d.u. X 2.5 = 976 TOTAL 1,466 In the future, there may be a population of 13,000 people at Edwards, which is approximately the size of Glenwood Springs. This estimate includes Edwards, Berry Creek, Arrowhead, Lake Creek and Squaw Creek. APPROVED DWELLING UNITS - 5,255 X 2.5 = 13,138 APPROVED LODGE UNITS - 350 II. SUB -AREA PLAN Concepts for Development 1. The area should develop as a focal point for local development and eventually become a town. Edwards has the opportunity to provide much - needed housing for full -time residents and to support a good commercial center. 2. The spectacular view and wide Qreen vallevs should be emphasized and preserved. The view corridor established by the Open Space section of the Master Plan is of major importance. That view corridor can be preserved by keeping buildings low and stepped up hillsides. The openness should be preserved by clustered development, and open recreation spaces. These open areas should be maintained by some public entity, either the Metropolitan Districts or the County. -2- 3. The development alon amenities. Development should be limited north of I -70. The area is a winter range for deer. III. DEVELOPMENT INTENSITY The accompanying maps identify areas of development and the general land use categories. These general categories specify types of uses rather than specific numbers. RURAL: SINGLE FAMILY RESIDENTIAL ON 10 OR MORE ACRES /PER LOW DENSITY: SINGLE FAMILY UNIT MEDIUM DENSITY: SINGLE FAMILY RESIDENTIAL DUPLEX PRIMARY /SECONDARY HIGH DENSITY: MULTIPLE FAMILY RESIDENTIAL COMMERCIAL: RETAIL, WHOLESALE, OFFICES LIGHT INDUSTRY: WAREHOUSING RECREATION OPEN SPACE: PRIVATE OR PUBLIC LANDS. VIEW CORRIDORS -3- t The main development and the central community focus should occur at the Edwards Commercial Center. Development densities should diminish from high density to rural along the transportation corridor away from this community center. Clustering development helps to preserve open fields, and natural areas. IV. SPECIFIC COMPONENTS A. Economy 1. For the present time, people living in Edwards will work elsewhere. As Arrowhead and Berry Creek areas develop, it can become a -support community for those adjacent resort areas. The main industry in Edwards is B & B. 2. With 54 acres in the center of the area presently zoned commercial, the Edwards area has the opportunity to develop sufficient services to serve the area as well as to support some regional services. 3. Some minor warehousing and storage areas are appropriate if well screened and landscaped. B. Housing 1. A mix of housing types is currently approved and should be continued. 2. Development should be carefully phased to avoid overbuilding. 3. The housing character should orient toward residential development and not the passing tourist. 4. Alternate energy concepts should be encouraged. C. Circulation 1. The major roads are Highway 6, Lake Creek Road, Edwards Village Boulevard, Homestead Drive, Berry Creek Drive and I -70 access road. 2. In high density areas, urban street standards should apply, with curbs and gutters. 3. On street parking should be discouraged, in order to facilitate snow plowing and road maintenance. D. Recreation 1. The area is currently used for individual opportunities such as hiking, fishing, and horseback riding. 2. As a town develops, more intense recreational opportunities should be encouraged. a. High density housing developments should have local playgrounds. b. Ball fields should be located near the school site. C. An indoor athletic facility is currently under construction. 3. The area should be linked by major bike /pedestrian paths and equestrian trails. 4. Cross - country ski trail connection to the Tenth Mountain Trail should be considered. -5-
