At Belle's Camp there is an existing BMS restroom building equipped with a Devap 2000 and hand sinks. The existing waste disposal system, constructed under Permit 2027A-00, was designed to treat approximately 1,000 uses per day. The existing waste disposal system consists of an existing Devap 2000, which can treat 300 uses per day excluding hand wash gray water, a septic tank, to which the uses in excess of 300 per day overflow to, and absorption trenches designed and sized to treat the remaining 700 uses per day (human waste) plus the 1000 uses per day for hand washing. Under existing conditions liquids from the hand washing station bypass the existing Devap 2000 system and flow directly into the septic tank. Vail Associates, Inc. is proposing to add_an additional `Biological Mediation System" (BMS) composting restroom building (see Belle's Camp Unit BMS Model drawing in the appendix), equ pi ped with a new Devap 2000 (see appendix) and hand washing station, in order to eliminate or reduce the wait line at the. -exist wstramns. The proposed waste disposal system will be combined with the existing one and connected to the existing septic tank (see Septic Tank Plan View and Septic System Site Plan in the appendix). Liquids from the proposed hand washing stations will bypass the proposed Devap 2000 system and flow directly into the existing septic ? tank. The new combined waste disposal system is still expected to treat approximately 1,000 uses per day. We expect that the sewage flow to the existing septic tank and the existing absorption trenches will be reduced. Under the new conditions the existing Devap 2000 will treat 300 uses per day (excluding hand wash gray water), the proposed Devap 2000 will treat an additional 300 uses per day (excluding hand wash gray water), and the remaining 400 uses per day (1,000 — 30(� — 300 = 400 human waste) plus the 1000 uses per day for hand washing will be treated thru theyy`` septic tank and absorption trenches, which is less than the 700 uses per day (human waste) plus the 1000 uses per day for hand washing treated under existing conditions. The existing septie— tank and absorption trenches will still be adequately sized to treat the proposed sewage flow and will not need any change. Septic tank and absorption trenches were designed and sized to treat the flow of 700 uses per day (human waste) plus the 1000 uses per day for hand washing. Under proposed condition septic tank and absorption trenches will treat the flow of 400 uses per day (human waste) plus the 1000 uses per day for hand washing, a reduction of 300 uses per day (human waste) comparing to the existing conditions. In addition, a well is to be installed to provide water for hand washing in the restroom and drinking water for the warming but and ski patrol building. Drinking water will continue to be dispensed in "igloo" type coolers. Food service is not proposed. The existing restroom septic system, constructed under Permit No. 1900-99, BP No. 12578, will be reconfigured to treat waste "on -site" so that the holding tanks will not have to be pumped for treatment elsewhere. It is expected that the system will need to treat approximately 1000 uses per day on weekends and holidays. The existing Devap 2000 waste conversion and reduction system will continue to treat human waste. The Devap 2000 can treat 300 uses per day (excluding hand wash gray water), thus the new system will be sized to treat the remaining 700 uses per day (human waste) plus the 1000 uses per day for hand washing. Liquids from the hand washing station will bypass the Devap 2000 system and flow directly to the septic tanks. The existing two 2000 gal. holding tanks will be modified with tees to be converted to septic tanks for the proposed leach field. The Devap 2000, waste conversion & reduction system., is proposed for the restroom septic system. No effluent is proposed to discharge from the restroom septic system. The system is an odorless, waterless process that used no chemicals to reduce human waste, and evaporate the liquid waste. The Devap 2000 is proposed for the following reasons: -Water supply for a flush toilet (and standard septic system) is not located nearby. -Shallow bedrock conditions. -A vault to store sewage during winter months would be very large anal vaults have a tendency have an unpleasant odor. -The Devap System has been used at Vail and Beaver Creek Ski areas and the White River National Forest with success (i.e. high use, high elevation areas). The site is located in the NW '/a section 3, Township 6 South, Range 80 West of tha Sixth Principal Meridian, on U.S.F.S. property which is leased be Vail Associates. The warming but and ski patrol building will have treated water hauled up and dispensed in "igloo" coolers, probably a coffeepot and hot water for cocoa and tea. 1Iand washing within the restroom is proposed to be by means of hand sanitizers that use an alcohol -based gel with infrared drying/disinfection system. The hand sanitizes minimizes the amount of water to be hauled to the restroom; does not generate paper waste (for removal or dumped down the toilet) and is an effective bacterial disinfectant. It is my understanding that Alex Raycheck has submitted hand sanitation information to Eagle County for review. FLOW QUANITiT"Y Restrooms: The Devap System does not use water to flush toilets. The restroom is to be open to the "public" (using the ski area), I have contacted Alex Raycheck who sells the Devap System (1-800-524-1097) to inquire on sizing and capacity. Devap Systems hand now existed on Vail and Heaver Creek Mountains for 4 years or more; sizing criteria appears to be reliable. 2 storage tanks are to be constructed alongside the Devap to contain excess liquids during any periods where extremely high, quantities of liquid! (urine, etc.) are produced. HOLDING TANK SIZE Restrooms: The Devap System is sized per the manufacturer's recommendation and is proposed to consist of 2-2000 gallon holding tanks. Holding tank size is based upon historic data from the Copper Mountain Ski Area Devap System, and is sized to provide 1000 uses per day for the ski season. it is recommended that concrete tanks used to mitigate buoyancy and backfill concerns. Liquid that enters the tank may travel up to 126 feet during the evaporation process. There are two methods of directing liquid to the back of the tank: one is to pipe the urinal drain to the rear of the tank, and the other is through liquid channels on the sides of the center vent that direct liquid to the rear. This increases the liquid retention time and allows thousands of cubic feet of air to pass over the liquid in the bottom as it travels and evaporates. The ventilation fan can regulate the amount of CFM, depending on usage. 1 � , The engineered ventilation system is designed to regulate the amount of oxygen (air) that flows through the conversion tank. The amount of air flow (or CFM) can be regulated, depending on the amount of usage. The ventilation system directs the air flow by pulling air into the tank, either through the toilet chutes or air vents. This provides the oxygen for the initial conversion area. Air is then pulled down the two side panels to the lower portion. This again provides the oxygen for the biological process and a continual air flow for evaporation. The air flow is then directed into the center clean -out vent to be exhausted out of the tank. The maintenance aspect is one of the most important features in the DEVAP'" 2000 final design. The removal of the finished material is required at least once a year. The front lower area of the tank provides a clean -out area 18" wide and 60" long. After the first year of use, material is moved into this area from the interior bottom of the tank. Another unique feature is the center vent and side vents allowing the removal of material from the back, center and front of the tank. The material that has been moved into the removal area is allowed to remain until it is thoroughly dry. The DEVAP' SYSTEM prevents liquid from entering the clean -out area. Two interior service tools, an interior light and viewing orts, allow maintenance personnel to -service the upper chamber without opening the access door or removing the service tools.
