Derosier, PE. The system is designed for one restroom serving 16 people. The additional restroom will remain a vault privy. The alteration consists of the addition of Toilet Tech decompose toilet that will divert urine into the existing 1,000 gallon vault tank, with a urine diverting riser, and a Decompose Vault (DCV) that will retain solids for decomposition. The installation must be operated in compliance and maintenance with manufacturers specifications. The access lid to the DCV must securely close and provide vector proof construction. Residue when removed from the DCV must be disposed of using solid waste practices, prevent contamination of water, and not cause a public health nuisances. Removal and disposal plans for the residue must be submitted to, and approved by, the Environmental Health Department prior to final certification. All inspections needed to certify the alteration must be conducted by the design engineer. Final certification, along with photos and a record drawing, must be submitted to and approved by Eagle County Environmental Health prior to use of the technology. RE: Peter Estin Hut (OWTS) SEPTIC SYSTEM Modifications Application is attached: The following are my design notes for the Modifications to the OWTS that serves the Peter Estin Hut in Eagle County for the 10th Mtn Hut Association. The modifications to the existing OWTS system will be limited to the Black water system. The grey water system will remain unchanged. The hut size will not change and the modification of the system will be sized to serve 16 people. AS typical of all the 10th Mountain System Huts, the Estin Hut is in a remote setting that does not have running water or electricity. All water will be hauled in or snow melted to provide water for all uses. 10th Mountain Division Hut Association operates a system of 36 huts located in the central Rocky Mountains. 10th Mountain owns 14 of these huts, and is responsible for operating/maintaining those 14 huts including the Peter Estin Hut. All 14 are located on US Forest Service-managed lands and authorized under a term Special Use Permit. Full NEPA was done on these huts as they were developed and a ll construction was done to respective county codes/regulations. 10th Mountain, a 501(c)3 nonprofit organization, has been operating in good standing since 1981. More information can be found at www.huts.org. Grey Water System: As stated above the Grey Water system will not be modified or changed at this time. The hut is designed to have one (1) sink that will act as the kitchen and bathroom sink. Gray water is the only anticipated outflow from the sink. The existing Gray Water system is currently designed and approved by Eagle County to handle these flows only under the existing Estin Hut OWTS Permit. This winter, 10th Mountain would divert the urine into the existing 1000 gallon vault that has been used to collect both liquids and solids. Next summer, McLaughlin Water Engineers 111 P AABC, Aspen, Colorado 81611 P 970-925-1920 F970-925-1974 this urine would be pumped out. Next summer, we would plan to install an outlet in this 1000 gallon vault and a leach field to handle urine without having to pump it out. Permitting of the leach field modifications next summer would be addressed under a separate application. Black Water System: See attached information and web sites on the proposed Toilet Tech system for additional information. 10th Mountain plans to modify one of its existing vault privies at the Peter Estin Hut and seeks appropriate permits from Eagle County Environmental Health. The Estin Hut has two existing Vault Privy’s. The vaults are currently working as designed and there are no issues with continued use of the vaults. One of the vaults will continue to be operated in a normal capacity. Only the second vault will be modified as discussed below. The vaults are pumped out at the end of each season as part of the yearly OWTS system maintenance at the hut. The pumping and maintenance of the vaults are extremely expensive and an environmentally poor way of dealing with the waste. The vault also become very odorous and unpleasant for hut users by the end of the each season. The modifications will reduce and eliminate these two aspects of using Vault Privy’s The modification we proposed will be on only one of the existing vaults. The modification is to install the Toilet Tech Decompose type of toilet with the BTW Urine Diverting Riser, Decompose Vault (DCV) (ADA-sized) and the metal vault cover with lockable access door. This drawing has also been attached. The basic idea of the Toilet Tech design is that it separates the solids from the urine. Toilet Tech toilets depend on the Behind-The-Wall (BTW) urine diversion seat. This seat is the critical component as it splits urine from solid waste at the source (no mixing). Urine is treated onsite by native soils via simple gravity flow treatment. Urine diversion (or source separation of urine) is the critical component in the development of a low cost, low odor, low waste volume system. Providing drainage of blackwater from the bottom of a pile of soaked feces is not urine diversion. When fecal waste has been saturated with urine, the urea in urine changes to ammonia, and prevents all bacterial and invertebrate life from decomposing the pile and makes the waste soggy and smelly. The BTW seat diverts >99% of urine directly to an on-site septic field for treatment and disposal. This leaves the solid waste primarily comprised of dry low density toilet paper and some feces. Passing through the gut of the bug, the majority of pathogens are destroyed and the waste is highly stabilized, odor eliminated, and volume diminished. This system has been studied at length over four years by the Glacier Bay National Park Waste Water Treatment Plant operator, Mark Ortega. A reference letter from Mark is attached to this application. The Glacier Bay toilets are installed with suitable setbacks, from the DCV and urine drain field, to water bodies according to State / Federal requirements. If this type of OWTS modification works in this application, as it has worked in over 250 other locations throughout North America, and more across the world, the 10th Mountain Huts would begin the process of modifying other huts. E. gdd\ESTIN OWTS Mods Permit # OWTS-017879-2019 Peter Estin Hut - Alteration Permit Removal and Disposal Plan for Toilet Tech System  Retention time of residue in the DCV is expected to be 20 years.  Total volume at that time is expected to be 1 – 2 cubic yards.  Persons removing residue will take the following precautions: o Wear protective Tyvek suit o Wear mouth cover, eye cover, thick latex or rubber gloves, and mud boots o Gloves and Boots to be sealed around cuffs o Have proper vaccinations against communicable diseases o Will not smoke while doing this job o Will not lick hands or itch eyes while shoveling waste o After completion, wash hands thoroughly o After completion dispose of protective clothing. Wash all non-disposable materials and equipment with hot water and soap and dry them at high temperatures to kill any remaining pathogens  Procedure o Lift the TT Extension and leave open, securely o Climb in and out carefully o Shovel waste into strong plastic containers or garbage bags and burlap o Lift containers over the DCV rear wall o Lift containers into truck and securely fasten o Remove and dispose of all clothing and clean as described above o Transport to approved landfill location – at this time South Canyon/Garfield County o Use same procedure as above for clothing and equipment protocol for removal from truck o Clean truck thoroughly after removal of residue o Dispose of all clothing afterward.
