GRANT AGREEMENT BETWEEN
EAGLE COUNTY, COLORADO
AND
EAGLE VALLEY COMMUNITY FOUNDATION
THIS GRANT AGREEMENT (“Agreement”) is effective as of _____________ by and between
Eagle Valley Community Foundation, a Colorado nonprofit corporation (hereinafter “Grant
Recipient”) and Eagle County, Colorado, a body corporate and politic (hereinafter “Grantor” or
the “County”) through its Department of Public Health (“ECPHE”).
RECITALS
WHEREAS, the County works to promote the health, safety, and welfare of Eagle County citizens
of all ages; and
WHEREAS, ECPHE has identified a significant community need for funding and services
dedicated to the ‘promotion’ phase of care, which addresses root causes of local health disparities,
which lead to a myriad of individual high-risk behaviors; and
WHEREAS, the observed and reported fragmentation of community organizations and non-
profits leads to a lack of strategy in services and programming across systems of care; and
WHEREAS, ECPHE would like to extend staff knowledge and experience to offer organizational
support while administering funds with the intent of infusing equity and inclusion from a systemic
level; and
WHEREAS, among the services Eagle County provides in order to promote such health, safety,
and welfare are grants-in-aid to local organizations whose work assists the County in the
accomplishment of the goal to create and sustain a safe, healthy, environmentally and
economically vital and socially diverse community; and
WHEREAS, the County introduced the 2023 Pilot Advancing Systems Change Grants (the “ASC
Grants”), which intend to fulfill capacity-building needs that support selected grant recipients’
projects which lead to expanding the ability to advance efforts to address root causes, enhance
inter-agency partnerships and collaboration, and incorporate community-based decision-making
in operations; and
WHEREAS, the County issued a Request for Proposals on June 26, 2023 to determine appropriate
entities to receive the ASC Grants. Grant Recipient submitted a proposal and was selected on July
31, 2023 as an appropriate entity to receive the Grant. Grant Recipient’s proposal is attached
hereto as Exhibit A and incorporated herein by this reference; and
WHEREAS, Grant Recipient has agreed to provide services that create and sustain a healthy
environmentally and economically vital and socially diverse community in Eagle County; and

WHEREAS, this Agreement shall govern the relationship between Grant Recipient and County
in connection with the Services.
GRANT AGREEMENT
Now, therefore, in consideration of the foregoing premises and the following promises, Eagle
County and Grant Recipient enter into this Agreement for payment of the grant award in the
amount of seventy-one thousand dollars ($71,000) (the “Grant”) to Grant Recipient.
A. Grant Recipient agrees that funds awarded by Grantor may be used and expended solely to
increase opportunities for leadership development for people of color throughout Eagle County by
offering support in pursuing small business ownership and non-profit leadership through the
Elevar program as specified in its 2023 Community Service Grant Application and Grant
Application Budget Section. All funds will be expended in the specified grant period as outlined
in the Scope of Work (the “Grant Period”), which is attached hereto and incorporated herein as
Exhibit B. The Grant Award set forth herein is for the specific Grant period and the Grantor makes
no representations, nor should Grant Recipient rely on this award as a representation of any future
awards for other grant periods.
B. In return for the award of the Grant, Grant Recipient agrees to submit required
documentation discussing how the funds were expended, deliverables as outlined in the Scope of
Work, and how they tie back to creating and sustaining a healthy environmentally and
economically vital and socially diverse community.
C. Payment of the Grant will be made in two installments, with 70% of funds paid upon
execution of this Agreement, and the final 30% paid in December of 2023 following the County’s
satisfactory review of deliverables as outlined in the Scope of Work.
D. Grant funds under this Grant Agreement are to be used and expended within the Grant
Period. Any funds not used or expended during the Grant Period must be returned to Grantor.
E. If, after payment of the Grant Award, Eagle County reasonably determines that payment
was improper because the purposes for which the payment was made were misrepresented, or the
terms of this Agreement were breached, then upon written notice of such determination and request
for reimbursement from Eagle County, Grant Recipient shall forthwith return such payment to
Eagle County.
F. Grant Recipient shall comply at all times and in all respects with all applicable federal,
state and local laws, resolutions and codes; and specifically, with the requirements of the Civil
Rights Act of 1964 and Section 504, Rehabilitation Act of 1973, concerning discrimination on the
basis of race, color, sex, age, religion, political beliefs, national origin or handicap.
G. Grant Recipient shall not assign any of its rights or duties under this Grant Agreement to a
third party without the prior written consent of the Grantor. The Grantor shall terminate this Grant

Agreement in the event of any assignment without its prior written consent, in which case, any
unused Grant Funds must be returned to Grantor.
H. Grant Recipient agrees that no agent, employee or volunteer of Grant Recipient shall be
deemed an agent, employee or volunteer of County.
I. Grant Recipient shall maintain, for a minimum of three (3) years, adequate financial and
programmatic records for reporting to Grantor on performance of its responsibilities hereunder.
Grant Recipient shall be subject to financial audit by federal, state or county auditors or their
designees. Grant Recipient authorizes Grantor to perform audits or to make inspections during
normal business hours, upon 48 hour notice to Grant Recipient for the purpose of evaluating
performance under this Grant Agreement. Grant Recipient shall cooperate fully with authorized
Eagle County representatives in the observation and evaluation of the program and records. Grant
Recipient shall have the right to dispute any claims of misuse of funds and seek an amicable
resolution with Grantor.
J. This Agreement shall be governed by the laws of the State of Colorado. Jurisdiction and
venue for any suit, right or cause of action arising under, or in connection with this Agreement
shall be exclusive in Eagle County, Colorado.
K. This Grant Agreement supersedes all previous communications, negotiations, and/or
agreements between the respective parties hereto, either verbal, or written, and the same not
expressly contained herein are hereby withdrawn and annulled.
L. This Grant Agreement does not, and shall not be deemed or construed to confer upon or
grant to any third party or parties any right to claim damages or to bring any suit, action or other
proceeding against either Grant Recipient or Grantor because of any breach hereof or because of
any of the terms, covenants, agreements and conditions contained herein.
M. Invalidity or unenforceability of any provision of this Grant Agreement shall not affect the
other provisions hereof, and this Grant Agreement shall be construed as if such invalid or
unenforceable provision was omitted.
N. To the extent required to perform under this Grant Agreement, Grant Recipient represents
and warrants that it has the expertise and personnel necessary to properly perform the Grant
Agreement and its professional personnel are duly licensed to perform.
O. No failure or delay by either party in the exercise of any right hereunder shall constitute a
waiver thereof. No waiver of any breach shall be deemed a waiver of any preceding or
succeeding breach.
P. The signatories to this Grant Agreement aver to their knowledge, no employee of the
County has any personal or beneficial interest whatsoever in the matters described in this Grant
Agreement. The Grant Recipient has no beneficial interest, direct or indirect, that would conflict
in any manner or degree with the performance of the Grant Agreement and Grant Recipient shall
not employ any person having such known interests.

Q. Grant Recipient shall be responsible for the completeness and accuracy of its
performance under the Grant Agreement, including all supporting data or other documents
prepared or compiled in performance of the Grant Agreement, and shall correct, at its sole
expense, all significant errors and omissions therein. The fact that the Grantor has accepted or
approved the work performed shall not relieve Grant Recipient of any of its responsibilities.
Grant Recipient shall perform the Grant Agreement in a skillful, professional and competent
manner and in accordance with the standard of care, skill and diligence applicable to Grant
Recipients performing similar services. This paragraph shall survive termination of this Grant
Agreement.
S. Grant Recipient shall carry workers compensation insurance as required by law and
automobile and commercial general liability insurance as necessary and appropriate during the
term of the Grant Agreement, proof of which is attached hereto as Exhibit C.
T. The Grant Recipient shall indemnify and hold harmless Grantor, and any of its officers,
agents and employees against any losses, claims, damages or liabilities for which Grantor may
become subject to insofar as an such losses, claims, damages or liabilities arise out of, directly or
indirectly, this Grant Agreement, or are based upon any performance or nonperformance by
Grant Recipient or any of its sub-recipients hereunder including claims for bodily injury or
personal injury including death, or loss or damage to tangible or intangible property; and Grant
Recipient shall reimburse Grantor for reasonable attorney fees and costs, legal and other
expenses incurred by Grantor in connection with investigating or defending any such loss, claim,
damage, liability or action. This indemnification shall not apply to claims by third parties
against the Grantor to the extent that Grantor is liable to such third party for such claims without
regard to the involvement of the Grant Recipient. This paragraph shall survive expiration or
termination hereof.
U. Grant Recipient certifies that it has read this Grant Agreement, understands each and every
term and the requirements set forth herein, and agrees to comply with the same.

Advancing Systems Change Grant: Pilot
Program Application 2023
Eagle County Public Health & Environment is thrilled to introduce the Pilot 2023 Advancing Systems
Change Grant! Involvement will be highly interactive and adaptable to the grantee's needs, goals, and
limitations, with the intent of fostering a supportive funding relationship. This 9-month grant cycle will
begin September 2023, with an application period beginning Monday, June 26th, 2023, and closing
Friday, July 21st, 2023. A virtual information session will be held virtually on July 6th, 2023 at 4pm to
offer applicants an opportunity to ask questions and learn more detail about the grant. Any additional
submitted questions will be publicly posted with coinciding answers.
This program wishes to fulll capacity-building needs that support applicants’ projects which leads to
expanding ability to advance root cause efforts, enhance inter-agency partnerships & collaboration, and
incorporate community-based decision-making in operations. These capacity-building efforts must be
directly linked to the development or support of projects which serve populations in our community that
experience disadvantages due to inequities in policies, practices, social norms, and the distribution of
resources. It is through dedication to these efforts that gradual system-level change can be
accomplished.
Eligible use of funds include:
Community outreach, engagement, and building efforts
Community member empowerment (training, strengthening connections, advocacy)
Equity-focused professional development - staff and board
Strategic planning and organization development for board (re)development, capacity building,
fundraising, and other services
Recruitment of a Board of Directors or staff that represents the diverse populations of the
community
Projects which address/pursue: Strengthening partnerships with coinciding groups, organizations,
and strategies, strengthening community trust and relationships, and/or enhancing community
involvement in the development of projects and identication of need

Eligibility and Requirements
Eligibility:
To be considered for funding, organizations must provide information identifying the following:
Registration as a nonprot with the State of Colorado and provide evidence of local programming or
projects which fosters community building and root cause work
Project applied for will directly impact residents of Eagle County, with the applicant’s service area
focused on the Eagle County and/or Roaring Fork Mid-Valley
Familiarity with unique needs, culture, and present services available within Eagle County and/or
Roaring Fork Mid-Valley
Awareness of the organization's role and function within the applicable systems
Requirements:
1. Sign a standard Eagle County Contract, including a Scope of Work
2. Participation in coordination meetings: Minimum of three (3) meetings with ECPHE staff,
attendance in existing applicable collaboration meetings relevant to the proposed
project (ex: youth-focused organizations group convenings)
3. Data repor ting: Mid-grant and post-grant outcome reporting as outlined in repor ting template with
outcomes and indicators identied by grantee, annual report sharing as published in standard format
4. Evaluation: Par ticipation in pre-grant and post-grant evaluation and quality measurement, as
identied by ECPHE staff

EVCF is a young, entrepreneurial organization founded to address the greatest needs of the marginalized
people living and/or working within the Eagle River Valley and beyond. EVCF is not a traditional community
foundation, rather we work in conjunction with community par tners to both deliver direct service programs
and suppor t the impact and capacity building of other nonprofit organizations.
EVCF is a convener, inspiring collective action to local challenges, always keeping our ear to the ground and
providing responsive solutions to the most emerging needs of Eagle Valley community members. Current
areas of focus include: Addressing Food Insecurity through Healthy Food Access (The Community Market),
Early Care and Learning, Health & Wellness Resources and Referrals (MIRA), Nonprofit Leadership Capacity
Building, and Building Community Leadership Among People of Color (Elevar Social Venture Fund). All of
our programs are tailored to the culture, neighborhood and needs of the community with a focus on building
upon the strengths of each family and individual we serve.

The Community Market’s (TCM) objective is to provide low-income communities with access to free, healthy
food as well as to prevent food from going to waste. TCM strives to provide good food at the hear t of our
community. The three pillars that guide our work: Healthy People, Strong Communities, and Environmental
Sustainability.The Community Market addresses issues around food insecurity, food waste and
sustainability in our community. TCM is committed to providing a dignified customer experience, promoting
a healthy diet, and ultimately, helping to improve the overall health and environment of community
residents.
Through two storefront markets, located in Gypsum and Edwards, and pop-up Mobile Markets available
throughout the Eagle River Valley, The Community Markets are addressing food insecurity by providing a
variety of fresh produce, dairy, meats, and bread as well as shelf-stable grocery items for customers to shop
on a regular basis. TCM has experienced record numbers of customers seeking food assistance on a
weekly basis. Prior to the pandemic, approximately 1,100 people sought the services of TCM on a weekly
basis. Today, we continue to feed over 4,000 people per week.
Introduced to the community in August, 2018, the MIRA RV is a rolling clearinghouse for services available
in Eagle County. MIRA means "Mobile Intercultural Resource Alliance." MIRA is a 40-foot RV that brings
resources directly to Eagle County neighborhoods and workplaces. MIRA is a unique bus that meets people
where they are- providing resources and creating trust throughout neighbors in Eagle County. We listen,
learn, and respond to concerns and needs in a culturally relevant manner. Our approach to wellness
combines conventional referrals and complimentary services to our most vulnerable population, and all at
no cost. Examples include basic health education and screenings, application suppor t for public assistance
programs, food resources, workforce development, early-childhood education coordination, etc. MIRA
travels to each of the six largest mobile home developments in our county 1-3 times per month serving over
4,500 people each year.
In 2022, Eagle Valley Community Foundation added a third signature program, Elevar, to complement The
Community Market and MIRA. Elevar is an emergent leadership development program and social impact
fund that provides community investments through grantmaking and program-related investments to
emerging Latinx leaders and people of color. Elevar will create the connection point between existing
education and leadership training programs to the resources needed for emerging leaders to make their
dreams a reality, while building economic power, and creating a more empowered and socially just
community. To date, Elevar has established a board of 15 local individuals.

To support the economic security and prosperity of people throughout Eagle County, the essential needs of
their families must first be met. Through our programs, we not only aim to provide immediate assistance
and suppor t to families who are suffering from food insecurity and a lack of access to health resources, we
also aim to par tner with community members to build their own capacity as leaders, advocates, and
empowered members of our community.
Specific to this project, EVCF has developed an Advisory Board for Elevar to advise the Board in
understanding the issues affecting our community. Elevar’s Advisory Board will share a wealth of knowledge
and experience with startups/early phase businesses. They bring a diverse skill set and varied backgrounds
to best suppor t all facets of the entrepreneurs’ businesses. All Advisory Board members self identify as
BIPOC to give entrepreneurs relatable role models. Advisors are fully engaged and committed to helping the
incubator and its entrepreneurs succeed by serving as mentors, recommending professional development,
and helping to create an equitable grant process.
In 2021, EVCF hired a Director of People & Culture who is a regional leader in Justice, Equity, Diversity, and
Inclusion (JEDI) work and human resources, to actively engage and suppor t employees in participatory
decision-making, building an inclusive and diverse workforce, and ensuring that implicit bias is addressed in
order to build an environment that embraces racial justice, equity, diversity and inclusion. All staff meetings
are conducted in English and Spanish and informal and formal spaces are created for open dialogue related
to JEDI topics. Through employee recruitment, EVCF takes a multi-cultural approach and prioritizes hiring
diverse staff to enhance EVCF. EVCF has recently created a Board Recruitment and Governance Committee
being led by a woman of color, who is also a board member. She is working with the committee to build
greater diversity on the board and to fur ther assess how JEDI work can be better integrated in all board
education and training to align with the work of staff and volunteers. Using a board matrix, the committee
has identified gaps in exper tise, lived experience, and racial and ethnic backgrounds and are working
together to identify potential leaders in the community who have the interest in becoming board members
for EVCF. EVCF has 15 board members and intends to recruit at least 5 new board members over the next
year to be more representative of the community served and to fur ther diversify the board.

Founding Elevar Cohort
Elevar is an emergent leadership development program and social impact fund that provides community
investments through grantmaking and program-related investments to emerging Latinx leaders and people
of color. Through existing programs and par tnerships with local nonprofit organizations, EVCF’s Elevar fund
will create the connection point between existing education and leadership training programs, to the
resources needed for emerging leaders to make their dreams a reality, while building economic power, and
creating a more empowered and socially just community. Through Elevar, we are partnering with a diverse
range of organizations and programs to take the next step in suppor ting ongoing leadership development
through cohor t-based learning and coaching, as well as access to financial resources through a
combination of privately funded grantmaking and program-related investments. EVCF is working
collaboratively to suppor t community members of color wanting to star t or accelerate their own 501c3 or
social enterprise, with a focus on supporting early-stage social and environmental ventures aiming to solve
our community’s problems and addressing the needs of low-income communities. Funding will be used to
suppor t stipends for the Steering Committee, Professional development and training for Founding Cohor t
Members, start-up or accelerator funding through grantmaking and program-related investments.

Less than 30% of businesses in Eagle County are women owned and only 8% of all businesses are owned by
a person of color, and even less for women of color. Even fewer people of color hold leadership roles in
businesses, on nonprofit boards, and at decision-making tables within our community. This demonstrates a
gap that exists between leadership development programs and people of color obtaining leadership roles.
Many people of color have not had the opportunity to advance their own economic stability and have a voice
at the table through business ownership and leadership oppor tunities. Providing star t-up funding, technical
assistance, ongoing leadership coaching and community-based peer suppor t through small, tight-knit
cohorts, the par ticipants and recipients of the Elevar fund, will gain a competitive advantage as they grow
their businesses, build confidence as key leaders with critical voices, and reimagine the systems of
decision-making to be inclusive, innovative, and equitable for all.
Grant funding will empower EVCF to engage a new generation of leaders among communities of color who
are given an unfair advantage to succeed in leadership roles throughout our community by forging bonds
and trading perspectives with leaders who understand their challenges and triumphs, creating relationships
that will suppor t their ongoing leadership.
Participants will develop the skills and have the suppor t to become the leaders our community needs now
while also building the knowledge and connections to develop an effective and well-resourced business or
organization to address community needs. The Elevar cohort will be a force for good who inspire and
encourage others to put learning and ideas into action.The grant will increase the number of people of color
that hold positions of leadership and power in civic and government roles, community organizations, on

Year 1: Launching Elevar
Continue to convene Eagle County nonprofit organizations involved in leadership development programs to
help inform and shape the Elevar.
Continue to engage community stakeholders and current leadership participants in dialogue and planning to
form a diverse and inclusive Elevar Advisory and Grantmaking Committee.
The Elevar Advisory and Grantmaking Committee will establish applicant guidelines, provide technical
assistance to applicants and ongoing coaching and mentorship of Elevar fund recipients. Committee
members will be compensated for their time in an effor t to create more equitable oppor tunities to be
involved in grant decision-making.
Through private funding, support five to seven nonprofit or social enterprise projects or programs with a
focus on suppor ting innovative social and environmental ventures led by people of color aiming to solve our
community’s problems and addressing the needs of low-income communities.
Provide monthly gatherings for Elevar fund recipients to convene and learn from each other. Offer ongoing
leadership development opportunities as defined and directed by the Elevar fund recipients.

Eagle Valley Community Foundation receives funding from diverse sources including grants from private
foundations and local municipalities, businesses, board members, individuals, and community-based
grassroots donors. This diverse range of funding ensures we are not overly reliant on any one source of
revenue, and we can adapt should funding fall through. We operate a lean and balanced budget to suppor t
the needs of the community and rely 100% on funding from our suppor ters and funders each year to fulfill
our mission. Since our founding, the community has come together to suppor t neighbors in need and
weather the challenges of the pandemic. Specific to this grant request, Eagle Valley Community Foundation
has secured a grant from the Colorado Health Foundation for three years to support the development of
Elevar.

Success of the program is measured by The Community Market and MIRA’s ability to serve more individuals
in our community. This will be understood through entry survey data in which volunteers and staff ask
customers a brief survey of questions. Data is collected and reviewed in a dashboard to understand trends
and needs in the community throughout the year.
Exit data from the MIRA program will highlight increased awareness and utilization of free programs in
health, behavioral health, education, housing, and food assistance, to name a few. Our new data collection
process and increased emphasis on data collection and review in par tnership with the Harvard School of
Medicine Mobile Health Map will allow our staff to better understand long term healthcare systems change.
While success in a grant period is defined by numbers and data, as an organization Eagle Valley Community
Foundation seeks to create long term community change which is the purpose of our program, Elevar.
Beyond measuring the number of people that we serve, we also look at systems change and how we are
suppor ting long term community success. Which involves evaluating behavior, attitudes, knowledge,
relationships, etc. through both entry and exit data, periodic surveys, focus groups, etc.

EVCF utilizes 4P’s structure to guide informed decision making and evaluate outcomes within our
leadership program:
People – Who and how many people are affected by issues being addressed? Data tracking of # in
household, personal data, and list of resources utilized by clients.
Place - How is the project accounting for people’s emotional and physical safety, and their need to be
productive and feel valued? Tracking number of return visits, follow-up on referrals, accessibility, and
community engagement.

Our focus has always been to meet basic needs but in the last few years we have realized we need to do
more to create systematic change, we have to change the economic landscape of our community. Our
vision is to collectively build a community that embraces diversity, honors inclusivity and actively works to
dismantle the systems and institutions that prevent communities of color from having a voice and
leadership roles across all aspects of society. We will listen, learn, and collaborate to activate community
power, create space for community voice, and give the communities we serve an oppor tunity to create and
implement ideas with, by and for communities of color.
This program addresses root causes by empowering community members to identify their own solutions
and opportunities while providing the learning and suppor t necessary to succeed and the funding needed to
get star ted. Often BIPOC community members are unable to attain economic prosperity or start their own
businesses because they do not have traditional sources of funding or wealth such as generational wealth,
credit or equity to take out business loans, or the knowledge necessary to begin these financial processes
and engage in our country’s capitalistic economic system. Limited access to networks and social capital
can make it difficult for individuals to connect with others who can help them advance in their careers and
succeed in their endeavors. Elevar is creating network oppor tunities for potential leaders in our community
who do not have access to those groups. For those who are not fluent in English, language barriers can
create additional challenges and make it difficult to access cer tain oppor tunities and succeed in cer tain
fields. All Elevar programming is conducted bilingually and continues to work to advocate for bilingual
programming across the community.

line of access into leaders in these organizations, which will facilitate faster progress toward community-led
solutions that positively benefit the greater Vail Valley:
Vail Valley Par tnership: Vail Valley Partnership is a non-profit organization that works to promote economic
development and suppor t businesses in the Vail Valley region of Colorado, they offer professional
development oppor tunities and through par tnership we are able to make these resources more accessible
and culturally responsive.
The Community Market: The Community Market provides barrier free access to free, healthy food for Eagle
County Residents. By creating a culture of trust, customers are able to connect with EVCF programs, like
Elevar for security and growth. The goal is to present Elevar cohor t opportunities to customers within the
existing system of trust.
Edwards Workforce Center: Variety of free services to assist employers and job seekers alike, this is an
existing resource in our community and our program allows us to increase their DEI effor ts.
Vail Valley Latino: Their goal is to elevate and connect voices of the Latinx community so by partnering with
them we are able to elevate the endeavors of Founders.
My Future Pathways: Educational assistance for students from low-income families, connections with this
program allow us to build a future generation of entrepreneurs.
The Civic Canopy: Through guidance and support from CHF, they have provided feedback on guiding our
development of a community informed program.
Guardian Scholars: Stand-alone collegiate scholarship program that works primarily with first-generation
college students in Eagle County, by connecting with graduates of the program we provide a potential
pathway for these student leaders in our community.
MIRA Bus - Camión MIRA: MIRA aims to serve as a single-stop, comprehensive, integrated and culturally
relevant approach to resource connection and healthcare access. The 44 foot RV travels to neighborhoods
in need to connect residents to accessible resources to improve health and wellness in our community. By
meeting people where they are, MIRA and Elevar can work together on prioritizing residents' wellness and
development to thrive in the future.
The partnerships that Eagle Valley Community Foundation fosters with local organizations, businesses, and
individuals serve as connection building opportunities for our disenfranchised community members. By
creating an environment of trust and stability, Elevar is able to meet community members where they are to
promote growth and success for all.

EVCF’s Elevar creates the connection point between existing education and leadership training programs, to
the resources needed for emerging leaders to make their dreams a reality, while building economic power,
and creating a more empowered and socially just community.
Through Elevar, we are par tnering with a diverse range of organizations and programs (many listed above)
to take the next step in supporting ongoing leadership development through cohor t-based learning and
coaching, as well as access to financial resources through a combination of privately funded grantmaking
and program-related investments. We will continue to rely on the collective experiences of partner
organizations and leadership cohor ts to drive effective and equitable grantmaking decisions and increased
impact to grow our BIPOC leadership pipeline.
As we continue to grow our cohor t and coaching efforts, our team is able to listen and respond
appropriately to each individual’s and group's needs. EVCF and its programs are built on the pillar of acting
as community listeners and conveners. With its extensive base of community par tners, Elevar mentors and
coaches will be able to refer and connect par ticipants with appropriate par tners to further their professional
journeys.
Inclusivity and Equity
Our confidence in our approach derives from the foundation that programs are community informed.
Because each program is designed by and for the community, we know that we have the buy-in needed to
make real change.
In 2018, during a fire, MIRA parked in the community for ten days providing free food, clothing, mental
health resources, and bilingual information. During COVID-19, MIRA completed thousands of tests, handed
out 900 school lunches per day, and vaccinated more than 8,000. Now, MIRA serves as a one-stop-shop for
wellness resources, connecting over 4,000 neighbors each year to over 92 resources. The Community
Market serves over 4,500 customers per week this demonstrates great need but even greater community
trust in our programs.
Elevar is grounded in “Emergent Learning”. This learning design focuses on posing questions that invite a
wider circle into the thinking process, making thinking visible to encourage a learning dialogue, deliberately
testing out hypotheses in the work itself, and sharing insights across the community. We know that to
change the systems creating the need for our other two basic needs programs, we have to create economic
self-sufficiency in communities of color through emergent learning.

Eagle Valley Community Foundation’s role is to gather people together who are doing good work and listen
intently to needs and gaps that exist in our community, working collectively on solutions. As a community
convener, staff, leadership, and volunteers are integrated into the neighborhoods in which we serve and
have deep understandings of barriers to health and social equity locally. Many staff are introduced to EVCF
first as customers and clients of our programs. Since launching The Community Market in 2018, six
customers have advanced into full-time staff roles within Eagle Valley Community Foundation. 100% of our
Executive leadership team reflects the diverse populations that we serve and over 61% of our staff identify
as people of color and/or come from historically marginalized communities. Our diverse staff have
experiences as customers, volunteers, and as donors. These perspectives help to shape how we serve our
community, while recognizing that we are neither the experts nor the authority on the issues in which we
work. We embrace people with diverse perspectives and experiences to join us and engage in
organizational decision-making. All programs that have emerged from EVCF are a result of community
informed and community-driven needs. We enter every par tnership and conversation with compassion,
humility and a spirit of learning.

authentic community-voice inclusion in operations/decision-making.

V.Monitoring:
Eagle County Public Health and Environment will monitor this Contract for compliance
with performance requirements throughout the Contract period.Methods used will include
progress meetings with ECPHE as needed/requested with required documentation provided
by the contractor.The Contractor’s performance will be evaluated in December of 2023
prior to the release of final payment of contract funds,at the end of the contract period,with
an evaluation discussion required one-year following contract closure.
VI.Resolution of Non-Compliance:
The Contractor will be notified in writing within 15 calendar days of discovery of a
compliance issue.Within 30 calendar days of discovery,the Contractor and Eagle County
Government will collaborate,when appropriate,to determine the action(s)necessary to
rectify the compliance issue and determine when the action(s)must be completed.The
action(s)and timeline for completion will be documented in writing and agreed to by both
parties.
