Commissioner Updates Chairman Pro-Tem Scherr stated that Chairman Chandler-Henry was not present as she was attending a Water Conference on the Western Slope. Commissioner McQueeney stated that she had nothing to share Chairman Pro-Tem Scherr reminded folks that ballots were mailed on Monday, and since he recently signed up for BallotTrax,he received a text that his ballot had been mailed to him. BallotTrax is a free service that enables Colorado voters to receive notification by phone, email,or text about the status of their mail ballots. He encouraged folks to sign up at govotecolorado.gov. County Manager Updates Jeff Shroll stated that he had nothing to report. Consent Agenda 1.Agreement Between Eagle County and Town of Vail for Region 5 Opioid Abatement Fiduciary Oversight 2023 Maria Gonzalez,Public&Environmental Health 2. Agreement for Security Services between Eagle County and Citadel Security and Investigations,LLC Ron Siebert,Facilities Management 3. Intergovernmental Agreement with the State of Colorado for Accepting Federal Funds for Construction of the Eagle Valley Trail Kevin Sharkey,ECO Trails 1 10/17/2023 4.Resolution 2023-063 Concerning Assessor Generated Abatement and Refund of Taxes- Schedule#R060367 Rhea Silverkorn,Administration Commissioner McQueeney moved to approve the Consent Agenda for October 17,2023 as presented. Chairman Pro-Tem Scherr seconded the motion. Of the two voting commissioners the vote was unanimous. Business Item 1. Resolution 2023-064 Supporting Ballot Issue lA-Retain Excess 2023 Lodging Tax Revenue to Support Local Workforce Jill Klosterman, County Manager's Office Executive Summary: This resolution is being presented to encourage voters to support Eagle County Ballot Issue 1A. Ballot Issue 1A would allow Eagle County to use all money collected in 2023 by our prior voter-approved short term lodging tax to continue supporting our local workforce. Ms. Klosterman presented the resolution regarding support for Ballot Issue 1A. Ballot Issue 1A was a request to voters to allow the county to retain 100%of the proceeds from the Lodging Tax which was approved last year. At that time Tabor required that an estimate of revenue for the first year be provided, and since then the revenue far exceeded the estimate. The use of proceeds would be the same,to support local workforce housing. Commissioner McQueeney believed it was important to note the reason why only unincorporated Eagle County and Gypsum would be voting on this was because all the towns already had a lodging tax. Commissioner McQueeney moved to approve the Resolution Supporting Ballot Issue 1A-Retain Excess 2023 Lodging Tax Revenue to Support local workforce. Chairman Pro-Tem Scherr seconded the motion. Of the two voting commissioners, the vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Chairman Pro-Tern Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Eagle County Housing and Development Authority 1.Agreement for Procurement and Installation Services between Golden Eagle Elderly Housing Corporation and Cooper Construction,Roofing and Exteriors,LLC Daniel Murray,Housing Executive Summary: Golden Eagle Senior Apartments has replaced four of nine roofs in 2022. We originally budgeted to do an additional two in 2023,but due to additional CIP funds available due to some exterior work taken on internally,we are able to replace three in 2023. This will leave only two remaining in 2024 for which we plan to replace utilizing reserves for replacement funds as we continually fund that account. Replacing all nine roofs in a short, three year period will allow management to focus on other capital projects to keep the property in excellent condition. 2 10/17/2023 Mr. Murray stated that the contract with Cooper Construction and Golden Eagle Apartments was to replace three roofs in 2023. The total cost of replacement was$70,953, and the work was expected to take no longer than two weeks. Commissioner McQueeny moved to approve the Agreement for Procurement and Installation Services between Golden Eagle Elderly Housing Corporation and Cooper Construction,Roofing and Exteriors,LLC. Chairman Pro-Tern Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of County CommissionersEagle County Housing and Development Authority. Youthzone Update Presentation Executive Summary: Youthzone is an award-winning provisioner of comprehensive assessment and services to youth and families in the 9th Judicial District. In the past,Eagle County has been a generous supporter of YouthZone's programming, and representatives of the organization would like to give the commission an idea of how those funds have been being spent. This work session will be presented by Jami Hayes, Executive Director; and Ali Naaseh-Shahry,Data and Development Specialist 2. 936 Chambers Property Tour Amanda Mena, Facilities Executive Summary: The commissioners will be touring the newly purchased building located at 936 Chambers in Eagle.
