This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner McQueeney wished to reflect on the past weekend and all that there was to do as a
community. There was an Alzheimer's walk,Wild West Days, and a memorial service for Kelley's Collier's
daughter on Sunday. She recognized the community participation and support. She appreciated living in Eagle
County.
Commissioner Scherr mentioned that the ballots for the upcoming November election were about to be
mailed. People could sign up for BallotTrax which was a way for voters to receive notifications about the status of
their mail ballots.
Chairman Chandler-Henry mentioned an article in the Vail Daily written by Katie Jenkins,Wildfire
Mitigation Specialist for Eagle County, about the incident that happened on I-70 and Hwy 6, closing both of the
roads. The article addressed what people could do in the case of potential evacuations.
County Manager Updates
Jeff Shroll,Eagle County Manger,mentioned the community involvement in surrounding a family that had
been hurting. In spite of everything, we were still a strong community that cared for its own.
Public Health
1. COVID-19 Vaccine Update from Public Health&Environment

Executive Summary: A new formulation of COVID-19 vaccine was recently approved by the FDA and
recommended by the CDC. Staff from Public Health&Environment will provide a quick update on the vaccine,

recommendations,changes in the cost/ordering procedure and the role that Public Health&Environment will
play in rolling out the vaccine within Eagle County.
Mr. Harmon stated that there had been questions related to vaccinations and respiratory illnesses lately.
Becky Larson,Epidemiologist with Public Health,would provide the details.
Ms. Larson stated that this summer there had been a slow increase in COVID cases in the US and in the
community. However, starting mid-August cases started to pick up. The good news was there had not been an
increase in hospitalizations and severe illness had remained low in the community. With regards to vaccines, the
new COVID vaccine was recommended to everyone 6 months and older. Vaccines were being shifted to the
private market and were being purchased directly from the manufacturers. Eagle County Public Health would
only be vaccinating children and adults covered under Medicaid, do not have insurance, or are underinsured. It
was recommended that anyone else go to an in-network healthcare provider or pharmacy to get vaccinated. She
expected a slow rollout but hoped her office could begin offering vaccines next week. As far as testing,the
availability of free testing was no longer available with the exception of the home test mail-in program. People
could order four home test kits for every household online at COVIDtest.gov.
Chairman Chandler-Henry asked about the transmission of COVIE and what people could do to reduce
transmission.
Ms. Larson encouraged people to get the COVID vaccine as it remained the best protection against severe
illness and protected against infection in the first few months after getting vaccinated. The COVID vaccine also
helped prevent long COVID. She also encouraged folks to wash their hands, cover coughs,and stay home when
sick. Masks were still an effective tool if one was worried about becoming infected or had respiratory symptoms.
She talked about RSV, a seasonal respiratory illness. RSV hit the younger population pretty hard last year from
October to mid-December. There were some new tools such as a vaccine for adults and a vaccine for young
children. There was also a brand new vaccine that would be available for pregnant women in their last trimester.
The flu vaccine was still recommended for everyone 6 months and older. The MIRA bus would be offering
community members free vaccines. The vaccines are widely available in the community currently.
Business Item
1. Encroachment Easement Agreement between Eagle County and Frying Pan Rendezvous for Work in Frying
Pan Road Right-of-Way

Executive Summary: This encroachment easement agreement grants a non-exclusive and revocable easement to
Frying Pan Rendezvous,LLC for the purpose of installing a private driveway access gate and appurtenant
facilities in the public right-of-way for Frying Pan Road. These improvements are associated with a proposed
single family home at Parcel Number 2467-102-00-004.
Ms.Pranger stated that the agreement was for a private driveway.
Commissioner Scherr moved to approve the Encroachment Easement Agreement between Eagle County
and Frying Pan Rendezvous for Work in Frying Pan Road Right-of-Way.
Commissioner McQueeney seconded the motion. The vote was unanimous.

1. Eagle County Land Use Regulation Policy Discussion

Executive Summary: This is the third work session in a series of eight sessions designed for identification and
discussion of key policy issues related to the reform of the ECLUR. Issue outline#3 discusses Housing and
Residential Character, considering potential zoning strategies to address housing needs; appropriate locations for
residential formats; adaptive re-use of residential buildings to increase density; appropriate location and process for
ADUs;hothe occupations and home businesses; and potential reforms to the County Affordable Housing
Guidelines.
Event - Eagle County Justice Center
1.Annual Tour of the Eagle County Jail
Executive Summary: The Eagle County Commissioners will tour the Eagle County Jail as part of their statutory
duty under Colorado law to manage a county jail.
