Petz, PE. The system is designed to serve a 5 bedroom single family residence. NOTE: Prior to installation of the OWTS, the water location must be identified and all applicable setbacks maintained. The OWTS consists of a two-compartment 1,500 gallon Valley Precast septic tank with an effluent filter in the outlet tee followed by a distribution box set level and made accessible at grade, equipped with flow equalizers to equally distribute effluent to five shallow trenches, each consisting of 12 Infiltrator Quick4 Standard Plus chambers, for a total of 60 chambers and 620 square feet of soil treatment area. Install inspection ports at both ends of each trench. Be sure to scarify trench bottoms and side walls prior to placement of chambers. Contact Eagle County Environmental Health and the design engineer well in advance to conduct inspections. All inspections necessary to certify proper installation must be performed by the design engineer. System certification along with photos and record drawing are required to be submitted to, and approved by, Eagle County Environmental Health prior to the use of the system or occupancy of the residence. Black Timber Excavation installed the system. The OWTS design is based on 5-bedrooms. An average daily wastewater flow of 600 GPD was used. The 4-inch diameter SDR-35 sewer line exiting the residence has a double-sweep clean out and a minimum 2% grade to the septic tank. The system installation included a 1500-gallon, two-compartment Valley Precast concrete septic tank with an effluent filter on the outlet tee. This filter must be cleaned annually, or as needed. Risers bring the manhole lids to grade for access. If more than one riser is added to the septic tank, an extension handle must be installed on the effluent filter. Effluent gravity flows to a distribution box, which was accessible from grade. Flow equalizers were installed to assure equal flow to each trench. The STA consists of three trenches, each with 18 ‘ARC’ ADS chambers for a total of 54 chambers and 810 square feet of infiltrative area. Trenches were separated by at least 4-feet of undisturbed soil. Inspection ports were installed at the beginning and end of each trench. Ports may be cut to grade and placed in sprinkler boxes for access. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions. The 4.02-acre property is located outside of Basalt, in an area where OWTSs are necessary. Legal Description: Subdivision: ASPEN MOUNTAIN VIEW FIL 2 Lot: 10 (OAK RIDGE II) Parcel ID: 2391-223-04-005 SITE CONDITIONS The property is currently undeveloped. A 5-bedroom residence is proposed. The residence will be served potable water from a public water system. The curb stop for the property is located in the southwest corner of the property along Green Meadow Drive. The water line must be at least 25-feet from any proposed OWTS component. The property slopes at an approximate 22-23 percent slope to the southwest toward the Roaring Fork River. The proposed soil treatment area (STA) is vegetated with native grasses. Table 1 describes the minimum required setback of OWTS components to physical features on the property compared to approximate, proposed setback distances. The report dated January 17, 2018, Project 17-7-843 is enclosed. After review of the report and our knowledge of soils in the area, we will be designing the STA based on Soil Type 2. A long term acceptance rate (LTAR) of 0.6 gallons per square foot will be used to design the OWTS. DESIGN SPECIFICATIONS Design Calculations: Average Design Flow = 75 GPD x 2 people/bedroom x 3 Bedrooms + 150 GPD (4th and 5th Bedrooms) = 600 GPD LTAR = 0.6 GPD/SF 600 GPD / 0.6 GPD/SF x 1.0 (gravity trenches) x 0.7 (chambers) = 700 SF The new OWTS design is based on 5-bedrooms. An average daily wastewater flow of 600 GPD will be used. For the purposes of this OWTS design, Benchmark Elevation at grade 7182’ 6”’ has been established as 100’ (walk-out elevation). ALL SERVICE septic, LLC should be notified of any discrepancies or problems with grade elevations of proposed components during installation of the OWTS. Ports may be cut to grade and placed in sprinkler boxes for access. The infiltrative area must be at least 2-feet below grade and must not exceed 4-feet below grade. Fill over chamber must be 3-inch minus and be able to support vegetative growth. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. Page 3 REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on the backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Page 4 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. To exercise its warranty rights, Holder must notify Infiltrator in writing at its Corporate Headquarters in Old Saybrook, Connecticut within fifteen (15) days of the alleged defect. Infiltrator will supply replacement Units for Units determined by Infiltrator to be covered by this Limited Warranty. They moved the water line from their original proposed location and we'd like to make a change in the configuration to stay further up the hill. They'd like to just do 3 trenches, each with 20 'Q4 chambers'. It works out that may be a better fit. Additionally, we can maintain the 25-foot setback to the water line, although the water line is pure core. It seems the part of the regulation regarding the encasement detail is antiquated and I was hoping it would be addressed in the last re-write. Maybe I'll have to be more vocal at stakeholder time and ask that that section be addressed, because I think 25-feet is not necessary when it's pure core. The other change is that we'd like to do a 1500 gallon infiltrator tank rather than the 1500 gal concrete tank. With I-70 closed, Valley Precast cannot easily get there with the concrete tanks. I think we'll see a lot of swapping out near term if that highway doesn't re-open soon. Let me know if you think those changes can be documented on the record drawing or if you think we need to do anything on paper. I am fine with those changes and you can simply document them on the final cert and record drawing. I am familiar with pure core and I believe I may have had this conversation with someone a few years ago, so you are not alone there. The revised regulations state, "Other methods of encasement that provide equal protection are allowed. These methods must be reviewed and approved by the ECPHA." I think that you could make a case in your design (future, since it doesn't sound like it is needed in this case) for review to use pure core in lieu of incasement.
