No person shall install, renovate, or repair an OWTS in Eagle County (EC) without a valid EC Systems Contractor License. Any person that conducts a business as a systems contractor without having obtained a valid license section commits a Class 1 petty offense as defined in section 18-1.3-503, C.R.S. Please notify the department when an installer is identified, prior to installation of the OWTS. Install both OWTS exactly as depicted in the LKP Engineering, Inc design dated August, 15 20219, stamped and signed by Luiza Petrovska, PE. The OWTS is designed to serve four bedrooms. The OWTS consists of a 1500 gallon three compartment Valley Precast septic tank (2000 gallon total volume) with an effluent filter and Valley Precast Auto Siphon, model #316, and dose counter installed in the third compartment. The siphon will dose approximately 162 gallons to 875 square feet of soil treatment area consisting two beds, each with two rows of 19 Infiltrator Quick4 Plus Standard chambers, for a total of 74 chambers as shown on the design drawing. The chambers are to be placed atop four feet of over excavated soil media that is removed, broken down, mixed, and replaced without large rock and boulders. The sewer line must be encased where it crosses the ditch, as show on the design drawing. Maintain all setbacks and elevations as shown on the design drawing. Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections necessary to certify the installation and assure the functionality of the system. System certification, along with photos and a record drawing is required to be submitted to and approved by, Eagle County Environmental Health prior to the use of the system or occupancy of the dwelling. One chamber was cracked and broken, needed to be replaced prior to approval. STA consists of two beds of two rows of 19 chambers for a total of 74. The purpose of our site visits was to inspect the installation of the septic system for the proposed four-bedroom residence. The system was installed in overall compliance with the septic system design, Drawing No. 19-3336OWTS.dwg, dated August 15, 2019. At the time of the inspection, we observed the following: The building sewer line was connected to the west side of the existing cabin, as shown on the attached as-built sketch. There was a cleanout on the building sewer line at about 1.5 feet west of the existing wrap-around deck. The overall length of the building sewer line was about 157 feet, 4-inch diameter SCH40 PVC pipe. They installed 1500-gallons plus 500-gallon dosing chamber, in a three- compartments, precast, concrete, septic tank by Valley Precast with an effluent filter in the second compartment and with Model 318 Siphon for pressure dosing in the third compartment, with about 162 gallons per dose. The inlet of the tank had the Tee installed. The tank access ports had corrugated, plastic risers with secured, green, plastic covers. The covers were secured with nuts, bolts and screws. All risers were 48 inches high. The effluent line from the siphon chamber to end manifold of the soil treatment area, was about 173 feet long, 4-inch diameter, SCH40 pvc pipe. Cleanout was installed at the beginning of the effluent line with a 3/16-inch hole in the cap for the siphon, per the manufacturer’s recommendations. The central manifold was about 12-inches long, 2-inch sch40 pvc. The soil treatment area consisted of infiltrator chambers arranged in two beds with two rows of 19 infiltrators in each on each side of the central manifold, for a total of 76 Quick Four Plus, Standard Infiltrator Chambers. Four feet of the onsite silty-clayey, gravelly sand with angular cobbles and some boulders was overexcavated from the bottom of the beds, mixed and placed into the beds. Pressure dosing system consisting of 76-ft, 1.5-inch sch40 laterals perforated at the top with 5/32-inch holes at 4-ft intervals, suspended from the side of each row of infiltrator chambers. The ends of the laterals were equipped with flushing assemblies. A squirt test was performed during the 300 Ten Five Drive Whipple Residence Project No. 19-3336 P.O. Box 724, Eagle, CO 81631 Tel. All inspection ports were installed (in the end caps of the first and last chamber of each row of infiltrators) in the opening opposite the pressure distribution lines. The septic tank installation and priming/startup of the siphon system were done by Chris Werderitch and his assistants, Jeremy and Lance. There was also about 70 feet from the STA to an open meadow area with wet surface from snowmelt and rain runoff and possibly from spring water. G : Items 1-4, observed. G None known G The steepness of the site, the thick forest, and the old holes from old mining operations made it hard to select a site and locate the profile holes; however; the old mining holes gave us more options to observe the soils without digging additional profile holes. It also sounds like there are some important steps to be completed in order to complete the OWTS system. Eagle County will allow you to adjust the slopes as needed for the OWTS. After the slopes are adjusted, a stop work order could be issued and the final certification of the OWTS will be withheld until the grading permit has been issued. As we discussed, the revegetation of your property will remain as part of the OWTS Permit, OWTS-019063-2020, and no additional permitting is necessary at this time. To complete the site reclamation, the expectation is to revegetate with a native seed mix that is appropriate for your location. I have attached a document we refer to that was prepared by the CSU Extension Office describing seed mixes for Eagle County. To avoid any confusion, the methods described below are for the disturbed slopes that are not in close proximity to the septic tank or infiltration chambers. Any reclamation and revegetation near the components of the OWTS should be as described in the OWTS Permit. Because of the steep slopes in the disturbed areas, simply applying a seed mix is not adequate for revegetation because the seed tends to wash away during precipitation events if it is not held in place. We discussed two options for soil stabilization to help keep the seed mix, and I forgot that there is also a third option. The options are as follows: 1. After spreading the seed, an erosion control mat or jute mat should be placed on the steeper slopes. This is typically slopes of 3:1 (horizontal:vertical) or steeper, but our regulations call out stabilization for slopes of 20% or steeper which corresponds to 5:1. The erosion control mat should be made of a biodegradable material. 2. Another option is to cover the slopes with grass or straw mulch and then crimp the mulch into place. This process would include driving a tracked vehicle vertically up and down the slope to lock the mulch into place. 3. The third option is to hydro-seed or hydro-mulch with a soil tackifier to stabilize any disturbed areas. For best results, it is recommended to spread a seed mix over the disturbed area first and then to spray the hydroseed mixture to hold the seeds and soil in place. I will note in the OWTS Permit that the revegetation will be accomplished through the existing permit. Prior to closing out the permit, we will need documentation that the disturbed areas have been stabilized. Photos of the site after placing the seed mix and accomplishing the soil stabilization will be sufficient for demonstration of the soil stabilization.
