The new system will be designed to accommodate the maximum daily flows for 26 W Lake Creek Rd 1 & 2, Eagle Crest Condo Units 1 & 2 with a total combined number of 7 bedrooms. The replacement of the soil treatment area is intended to restore the system to it's intended function, treating wastewater and protecting ground water, as groundwater is observed to be seasonal high in the location, with a mound system to increase the separation and treatment prior to high groundwater, using the original square footage of the original septic as is allowed by setbacks constraints. The OWTS consists of a new 2,000 gallon three compartment Valley Precast septic tank (2,500 gallon total volume) with an effluent filter and Orenco PF500511 high head effluent pump or equivalent effluent pump capable of delivering 28GPM against 19.3 feet of head in the third compartment. Set the floats to deliver effluent to a mounded soil treatment area consisting of four rows of 15 Infiltrator quick4 plus standard low profile chambers set on top of 11.5' x 60' gravel distribution bed over a 38.2' x 83' secondary sand basal area bed 24 inches deep. Install inspection ports in each corner of the distribution bed. Maintain all setbacks as shown on design drawing. Abandonment of the existing tank must be completed in conformance with ECPHA OWTS Regulation 43.9.C. Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections necessary to certify the installation and assure the functionality of the system. System certification, along with photos and a record drawing is required to be submitted to and approved by Eagle County Environmental Health prior to the use of the system. The purpose of our site visit was to inspect the installation of the new septic system that replaces the failed septic system, for the existing two residences. The system was installed in overall compliance with the septic system design, Drawing No. 19-3352OWTS-MND.dwg, dated September 21, 2020. At the time of our site visit, we observed the following: They installed 2000-gallons, three-compartments, Concrete Septic Tank by Valley Precast with an effluent filter (the handle was extended to within 12 inches of the riser cover) in the second compartment and with an Orenco PF500511 high-head pump assembly in the third compartment. The tank was anchored with three concrete anchors on each side of the tank and wire cables going over the tank. The inlet of the tank had two Tee’s installed. The tank access ports had corrugated, plastic risers with secured, green, plastic covers. The covers were insulated and were be secured with nuts, bolts and screws. The first compartment had 36-inch riser and the other two had 24-inch risers. Three building sewer lines were found during the excavation of the old septic tank and all three were connected to the new septic tank, as shown on the attached as-built sketch. One of the building sewer lines, connected to the side inlet of the fist compartment, was from the garage area. The other two building sewer lines, from the building side of the tank, were connected together just before the top inlet. A cleanout was constructed on the section of the north building sewer line, as shown on the above-named sketch. The building sewer lines were4-inch diameter SCH40 PVC pipe. The effluent line from the pump chamber to the end manifold of the mound system, was about 17 feet, 1.5-inch diameter, SCH40 PVC pipe. The soil treatment area consisted of a mound system, consisting of a sand fill with four rows of 15 Quick4 Plus Standard, Low Profile, infiltrator chambers in the distribution cell. The sand was from Webster Gravel Pit, was less than 30-days old, and it passed the classification for a secondary 26 W Lake Creek Rd 1 & 2 Project 19-3352 September 17, 2021 Page 2 of 2 P.O. The pressure dosing system consisted of four, 60-feet long, 1.25-inch diameter sch40 pvc, distribution laterals, perforated at their inverts with 1/8-inch holes at 4-foot intervals, arranged on the sand bed with an end manifold. The end manifold was 8.5 feet long, 1.5-inch, sch40 pvc. The ends of the laterals were equipped with flushing assemblies. A squirt test was performed during the inspection. Four inspection ports were installed, one on each corner of the distribution cell. The end caps installed were different from the ones specified. They had two possible cutouts at the top and all inspection ports were installed in the outside cutout. The septic tank installation was done by Valley Precast. The startup of the pump system was done by Travor Dunsdon, Altitude Septic. The control panel for the pump was on the east side of garage, as shown on the as-built sketch. The old tanks were pumped out, crushed, and hauled to Eagle County Landfill by Travor. There is no other warranty either expressed or implied. Sincerely, LKP Engineering, Inc. The purpose of our site visit was to observe the site and select an area for the new, Onsite Wastewater Treatment System (OWTS). Jose, and excavator for Blue Monster Services, dug the profile holes. The replacement system will service two residences on the property. The two units have 7 combined number of bedrooms, with 4 bedrooms in Unit 1 and 3 bedrooms in Unit 2. The new system was designed in accordance with the OWTS #43 regulations, effective August 24, 2018. The proposed Onsite Wastewater Treatment System (OWTS) will consist of 2000-gallons, three compartments concrete septic tank by Valley Precast. The tank will have an effluent filter and an Orenco Pump. The Soil Treatment Area (STA) was designed for a mound system, due to high ground water table. The mound system was designed in compliance with the CDPHE Technical Guidance for Mounded Wastewater Treatment Systems. The maximum daily flow was calculated with 2 persons per bedroom for the first three bedrooms and one person per bedroom for the remaining four, for a total of 750 gallons per day. Per OWTS #43, we also used the 30% size adjustment for mound systems with less than 24-inches of imported sand, with low profile Quick 4 plus infiltrator chambers in a bed configuration, which brought the final maximum daily flow used in the design to 525 gpd. ! The replacement system will service the existing two units on the property. The two units have 7 combined number of bedrooms, with 4 bedrooms in Unit 1 and 3 bedrooms in Unit 2. There is one building sewer line running from the building to the septic tank. The existing system consists of two, 1200-gallon, septic tanks and soil treatment area consisting of trenches with infiltrator chambers. We have no information on the number of trenches or the number of infiltrators. Only two inspection ports were observed. The old leachfield is located on the lower part of the property, about 53 feet away from the creek. During the site/soil evaluation for the proposed new system, designed to replace the existing, old septic system, it was observed that the ground water table was shallow, at about 4 feet below the existing grade, with signs of mottling at two feet below the surface. For this reason and to protect the public and the environment, we recommended the mound system for the replacement of the existing, old leachfield with the distribution cell located as high up on the lot as possible, at about 69 feet away from the creek. The proposed Onsite Wastewater Treatment System (OWTS) will consist of 2000- gallons, three compartments concrete septic tank by Valley Precast with an effluent filter in the second compartment and an Orenco pump assembly in the third compartment for pressure dosing. He is seeing the same issue I am with the daily flow rate and number of persons and as a short term rental unit it should be determined to be a change of use, therefore requiring a replacement to accommodate the expanded use regardless. Here's his reply, "these are two single family homes. The intent is to change the use to short term rentals. If that is the case, secon 43.4.8 of Reg. 43 would apply. It states: A permit must be required for the expanded use of an OWTS. The OWTS must be replaced or modified to handle the increased design flow unless it is determined that the exisng system is adequately designed and constructed for the higher design flow rate. As you have indicated that the property only has enough room for an OWTS sized for 10 persons, I would say that because of the change of use, the property could be restricted to a 10 person occupancy. If you are interested in a variance process please let me know, review that secon of the regulaons as the burden of proof is in that secon and is on the property owner and their hired PE. Unit #1 is NOT a short-term rental and never has been. We have had a long-term tenant in place for 3+ years (has been occupied by one couple-2 people, with only a visit from their son) and our intent is to keep it that way going forward. I can provide a copy of the 12-month lease to verify that. The lease prohibits the tenant from doing any short-term rentals within the unit. There is NO change of use. With calculations for 2 persons per bedroom for the first three bedroom of each of the two units, the daily flow would have increased to 975 gpd, and with the 30% reduction would have been 683gps. This in turn would have required an additional 16 feet in length for the distribution cell. On the lot there isn’t an area that can fit those dimensions. I strongly believe, from an engineering and environmental point of view, that the proposed replacement system will protect the people and the environment, much better than the existing system located in the low laying portion of the lot.
