Replace the septic tank originally permitted under 0196IS exactly as depicted in the CBO Inc design dated April 21st,
2021, stamped and signed on April 26th, 2021 by Romeo Baylosis PE.
The replacement tank is 1,060 gallon two compartment Roth poly septic tank with an effluent filter on the outlet tee.
The elevation of the tank placement must align with the existing sewer line exiting the residence and the existing
sewer line to the STA. Risers must be added as necessary to bring both access manholes to or above grade. Install
a double-sweep clean out as specified on the design drawings between the tank and the house. Replace cast iron
sewer pipe as necessary with SDR-35. The old tank is to be abandoned in place as specified in 43.9(C.). Be sure to
stake soil treatment area to prevent soil compaction from heavy equipment or tank staging.
Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior
to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections
necessary to certify the installation and assure the functionality of the system. System certification, along with
photos and a record drawing is required to be submitted to and approved by Eagle County Environmental Health
prior to the use of the system.

Onsite Wastewater Treatment System (OWTS) Installation Observations

Jackie,
CBO Inc. observed the installation of the onsite wastewater treatment system (OWTS) in the early
summer 2021 and April 3, 2023 for the subject property. Zamora Excavating installed the system.
The existing septic tank was pumped, collapsed, and the remaining void filled with onsite material.
The original OWTS was sized for 3 bedrooms in 1977. The residence has 3 bedrooms currently.
The existing cast iron sewer line was replaced to the house foundation. The 4-inch diameter SDR-35
PVC sewer line had a minimum 2% fall to the septic tank and a double-sweep clean out.
A new, 1000-gallon, two-compartment Roth® poly septic tank with an Orenco Biotube Effluent filter on
the outlet tee was installed. This filter must be cleaned annually, or as needed. Risers bring the
manhole lids to grade.
A new 4-inch SDR-35 sewer line was installed from the septic tank and tied into the existing sewer line
approximately 15-feet from the new septic tank. The existing STA from 1977 remains with no evidence
of malfunctioning.
The OWTS was generally installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. CBO Inc. should be notified if changes are made to the OWTS
in the future. Any additional OWTS construction must be according to the county regulations.
LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must
have documented and demonstrated knowledge of the requirements and regulations of the county in
which they are working. The quality of the installation is dependent on the expertise of the installer, soil
type, and weather conditions.

Onsite Wastewater Treatment System Septic Tank Replacement Design

CBO Inc. completed an onsite wastewater treatment system (OWTS) septic tank replacement design for
the subject residence. The property is located outside of Basalt, in an area where OWTSs are
necessary.

SITE CONDITIONS A 3-bedroom, single-family residence presently exists and is utilizing an existing OWTS. The OWTS is
documented by Eagle County Permit No. 196 which received final approval on August 5, 1977. The
OWTS was inspected by Joe Zamora on November 19, 2020 and the septic tank was found to have
significant deterioration on the outlet side of the septic tank. There is a desire to replace the septic tank
at this time.
The residence is served potable water form a community water system. The proposed septic tank will
not come within 25-feet of the water line.
The existing soil treatment area (STA) appeared to be functioning normally. The intent is to continue to
use the existing STA.
DESIGN SPECIFICATIONS The existing septic tank will be abandoned in place. The septic tank must be pumped, collapsed, and
remaining void filled with gravel, sand, or compacted soil.
Design Calculations:
3 bedrooms = min. 1000-gallons septic tank capacity
The existing cast iron sewer line must be replaced to the house foundation. The 4-inch diameter SDR-35
PVC sewer line must have a minimum 2% fall to the septic tank and a double-sweep clean out.
A new, Roth® poly two-compartment septic tank with an Orenco Biotube Effluent filter on the outlet tee
must be installed. Risers must bring the manhole lids to grade. We recommend Orenco® risers and lids.
If more than 1-foot of risers are installed, a handle extension must be added to the effluent filter.

For the purposes of this OWTS design, Benchmark Elevation has been established as 100’ as the sewer
line exiting the residence. Elevation of the septic tank placement must align with the existing sewer
line exiting the residence and the existing sewer line to the STA. CBO Inc. should be notified of any
discrepancies or problems with grade elevations of proposed components during installation of the
OWTS.
Any cast iron pipe after the septic tank should also be replaced with minimum SDR-35 sewer line with a
minimum 1% fall to the existing STA. We recommend testing the STA with approximately 100 gallons of
water to assure it is accepting effluent properly.
COMPONENT SPECIFICATIONS
The component manufacturers are typical of applications used by contractors and engineers in this area.
CBO Inc. must approve alternative components prior to installation of the OWTS. Requests must
be submitted, in writing, to our office for approval prior to installation. Component technical data
sheets are available upon request.

Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the
OWTS Permit provided by Eagle County Environmental Health Department, and this design.
INSTALLATION CONTRACTOR
CBO Inc. expects that the installer be experienced and qualified to perform the scope of work outlined in this
design. The installer must review this design thoroughly and coordinate with our office in advance of
installation. Any additional conditions in this design or county permit must be completed and documented
prior to final approval of the OWTS installation. Communication between the installer and this office is
expected throughout the installation.
INSTALLATION OBSERVATIONS CBO Inc. must view the OWTS during construction. The OWTS observation should be performed before
backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing
siphons, and other plumbing, as applicable, must also be observed. CBO Inc. should be notified 48 hours
in advance to observe the installation.
In an effort to improve the accuracy of the record drawing, we request that the installer provide a
sketch of the installation, including path of the sewer lines, water line installation (if applicable),
septic tank location, STA location, and measurements from building corners or another fixed
objects on the property. This sketch is most easily provided on Sheet W2.0 of the OWTS Design
Packet. Photographs of the installation and final cover are also requested to supplement our installation
documentation.

OPERATION INFORMATION AND MAINTENANCE
The property owner shall be responsible for the operation and maintenance of each OWTS servicing the
property. The property owner is responsible for maintaining service contracts for manufactured units,
alternating STAs, and any other components needing maintenance.
If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned
annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be
flushed annually, or as needed.
The homeowner should pump the septic tank every two years, or as needed gauged by measurement of
solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not
be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener
should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS.
Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste
only.
ADDITIONAL CONSTRUCTION NOTES Extensions should be placed on all septic tank components to allow access to them from existing grade.
Backfill over the STA must be uniform and granular with no material greater than minus 3-inch.
LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions
described in report, CBO Inc. should be notified. All OWTS construction must be according to the county
regulations. Requirements not specified in this report must follow applicable county regulations. The
contractor should have documented and demonstrated knowledge of the requirements and regulations of
the county in which they are working. Licensing of Systems Contractors may be required by county
regulation.

On May 12, 2025 1 inspected the septic system located at 554 Escalante. During this inspection the
septic tank was pumped by All Valley Resource. The tank appeared to be in good condition.
I was able to locate the approximate area of the leach field. As Eagle County had no original design of
the leach field that was installed, I based the schematic on a 600sq' leach field which is the specification
recommended by Eagle County for this system. There appeared to be no adverse conditions in the leach
field. There was no visible ground water or odor detected.
Overall, I found the septic system to be in good working condition.

warrant or guarantee the proper functioning of the system for any period of time in the
future. Because of the numerous factors which may affect the operation of an onsite
wastewater treatment system, as well as the inability of the Inspector to supervise or
monitor the use or maintenance of this system, this report shall not be construed as a
warranty by the Inspector that the system will function properly for any particular
prospective buyer. The Inspector disclaims any warranty, either expressed or implied,
arising from the inspection or this report. The evaluation does not ascertain the impact
the system is having on groundwater.
