EAGLE COUNTY, COLORADO
AND
YOUR HOPE CENTER
THIS FIRST AMENDMENT (“First Amendment”) is effective as of August 1, 2023 by and
between Behavioral Health Crisis Services, Inc., a Colorado Nonprofit Corporation doing
business as Your Hope Center (hereinafter “Consultant” or “Contractor”) and Eagle County,
Colorado, a body corporate and politic (hereinafter “County”).
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 1st day of January,
2023, for certain Services (the “Original Agreement”); and
WHEREAS, County and Consultant desire by this First Amendment to clarify the scope of
Services as related to the provision of Services at the Eagle County Detention Center.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
1. The Original Agreement shall be amended to include additional clarity regarding the
Services specifically provided within the Detention Center as described in Exhibit A-
1, which is attached hereto and incorporated herein by reference. Clinical
recommendations regarding inmates receiving Services under this Agreement will be
documented in accordance with Exhibit A-1 on the form attached hereto as Exhibit
A-2. The general services described in Exhibit A to the Original Agreement shall
continue and be unchanged by this First Amendment.
2. Capitalized terms in this First Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the First
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this First Amendment shall govern and control
the rights and obligations of the parties.
3. Except as expressly altered, modified and changed in this First Amendment, all terms
and provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof.
4. This First Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.
IN WITNESS WHEREOF, the parties hereto have executed this First Amendment to the Original
Agreement the day and year first above written.

EXHIBIT A-1
With regard to Services provided at the Eagle County Detentions Center:
a. Your Hope Center’s crisis clinicians will respond to calls from the Eagle County
Sheriff’s Office staff (“Jail Staff”) to evaluate inmates experiencing a behavioral health
crisis and/or suicidal ideation. A clinician will meet either in person with the inmate, or
via telehealth. In the sole discretion of Jail Staff to best protect the safety of the clinician
other inmates and Jail Staff, in-person visits may be disallowed, or allowed only through
a glass partition.
b. Your Hope Center’s crisis clinicians will utilize the Detention Center’s Special Watch
Protocol Step Program (“Step Program”) to assess individual’s safety in crisis situations,
and provide written clinical recommendations for an inmate’s status or condition and the
appropriate special watch level within the Step Program for that particular inmate.
Documentation of the visit, and written clinical recommendations will be provided
directly to Jail Staff on the form attached here as Exhibit A-2 within a reasonable time
(not to exceed 12 hours) after any visit with any inmate.
c. Your Hope Center’s crisis clinicians will advocate for removal from the Jail of those
individuals whose presentation requires a higher level of care to ensure safety, with the
understanding that only the Court can order the actual release or removal of an inmate
from the Jail.
d. Your Hope Center’s crisis clinicians will not provide ongoing therapy for inmates; the
Services are intended for assessment of inmates experiencing a behavioral health crisis
and are potentially suicidal.
e. Your Hope Center’s clinical recommendations will be respected and followed to the
extent practicable and possible in connection with a correctional/jail setting. Any
recommendations that are not followed will be appropriately documented. Your Hope
Center is not liable for decisions that are not in alignment with clinical recommendations.
f. Your Hope Center’s Clinical Director will work in partnership with the Eagle County
Sheriff’s Command Staff to support best practices in serving the population’s mental
health needs.
