HomeMy WebLinkAboutMinutes 06/27/2023 PUBLIC HEARING June 27, 2023 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Commissioner Updates Commissioner Scherr spoke about the ground breaking on the new 3rd Street complex in Eagle,west of Eagle Valley Middle school. Habitat for Humanity had partnered with the School District to build 16 affordable housing units. Chairman Chandler-Henry wished everyone a happy 4th of July and happy Independence Day and asked that folks not shoot off fireworks on any public lands. She also gave a shout out to all the folks who worked behind the scenes for all the upcoming Independence Day events/celebrations. County Manager Updates Jeff Shroll stated that he had no updates. Consent Agenda 1. First Amendment to Agreement between Eagle County and AEC West Consultants,Inc. for Community Development Contracting Work 2. Ratify Agreement Between Colorado Department of Public Health and Environment and Eagle County Public Health and Environment for Emergency Preparedness&Response 2023 Commissioner Scherr moved to approve the Consent Agenda for June 27, 2023 as presented. Commissioner Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was unanimous. 1 06/27/2023 Business Item(s) 1. Brush Creek Valley Ranch Open Space Amended and Restated Lease and Agricultural Management Agreement Marcia Gilles, Open Space&Natural Resources Executive Summary: Eagle County Brush Creek Valley Ranch Open Space leases up to 981 acres to the Gerard Brothers including any appearances and improvements, including,but not limited to, the House and the Ranch Headquarters. The Gerard's are a local family that provides decades of ranching experience to assist with ditch management, invasive weeds, irrigation and best ranching and land practices in partnership with Open Space staff. The term of this Agreement is seven(7)years, ending at 12:00 a.m.midnight on May 31,2030. Marcia Gilles, Eagle County Open Space Director, expressed excitement over the signing of the reinstated lease for another 7 years. She believed the county was fortunate to have the Gerard family managing the property. There were a couple changes in the lease that would allow changes to leasable acreage based on any changing conditions or restoration work. Peter Suneson,Open Space Coordinator stated that the Gerard's had been on a 3 year lease and there was an option to extend so they were exercising the option. In 2030,he expected the lease to go out for an RFB to the community. Chairman Chandler-Henry asked about the recreational conflicts and access to the open space and concern about the weed management. Ms. Gilles spoke about the vegetation management of the property. She believed that they were staying on top of the invasive species on the property and they worked hand-in-hand with Mr. Gerard. Mr. Suneson stated that there were a couple seeding projects going on, and he believed the property was in incredible shape compared to just four years ago when the property was purchased. As far as recreation goes, there were two trails on the property that were not seeing any major impacts or disruptions. Jeff Shroll mentioned Mr. Gerard's passion and participation in conservation. Commissioner Scherr was fascinated by the geofencing project. Ms. Gilles believed it was going to be a game changer for ranching operations. Mr. Suneson added that the program was still in the pilot phase. Chairman Chandler-Henry asked if the lease was a net cost to the county. Ms. Gilles stated that the county would roughly gain about$15,000 annually,but she looked at it more as a partnership. Commissioner Scherr moved to approve the Brush Creek Valley Ranch Open Space Amended and Restated Lease and Agricultural Management Agreement. Chairman Chandler-Henry seconded the motion. Of the two voting commissioners, the vote was unanimous. Work Session(s) - Eagle County Room 1. Bureau of Land Management Marcia Gilles, Open Space&Natural Resources Executive Summary: The Open Space and Natural Resources team will provide a BLM NEPA(Bureau of Land Management National Environmental Policy Act)projects update. Eagle County is a cooperating agency on several BLM projects. 2 06/27/2023 2. Housing Guidelines Update and Clarification Tori Franks&Kim Williams, Resiliency/Housing Executive Summary: The purpose of this work session is to discuss the staff recommended updates and clarifications to the Commercial Mitigation section of the Eagle County Affordable Housing Guidelines. 3. Compensation&Benefits Study and Revised Pay Plan Recommendations -Phase I Hollis Dempsey Executive Summary: Graves Consulting to present on the phase I outcomes and findings of the Eagle County Government compensation&benefits study 4. Animal Shelter& Services IGAs for 2024-2026 Nathan Lehnert,Animal Shelter& Services Executive Summary: Animal Shelter& Services IGAs need to be reviewed and updated by January. We've been working on 3 year terms since 2018, and we've held the costs flat due to budget difficulties surrounding Covid. Our department has had some substantial increases in cost since then, and we would like to get your feedback on the numbers we're recommending. 5.
