HomeMy WebLinkAboutMinutes 06/20/2023 PUBLIC HEARING June 20, 2023 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jill Klosterman Chief Financial Officer Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Commissioner Updates Commissioner Scherr had nothing to share. Commissioner McQueeney took an opportunity to thank the Eagle County School Board for hosting a joint meeting last week. It was a helpful session where they could talk about needs that were being heard from the community. There would be a similar type meeting with the town of Vail. Chairman Chandler-Henry expressed gratitude to the county taxpayers for funding Open Space. She believed the county was fortunate to have boat ramps and parks and open space to view wildlife. County Manager Updates Jill Klosterman, County CFO reminded employees about the pancake breakfast this Thursday morning at the Eagle Town Park. Consent Agenda 1. Electronic Recording Technology Fund Grant Award for the Eagle County Recording Department Lisa Lowe,Clerk&Recorder's Office 2. Consent to Assignment of Airport Facilities Lease by and Between Redbird Aircraft Inc and Hanger 9 LLC David Reid,Airport 3. Second Amendment to Airport Facilities Lease Between Eagle County and James Benson and Hanger 9,LLC to Extend Lease David Reid,Airport 1 06/20/2023 Regina O'Brien,Eagle County Clerk&Recorder, stated that the grant agreement for$181,000 would provide funding to the Recording Division of the Clerk's Office. This was awarded by the Electronic Recording Technology Board and would help fund continued software upgrades, improvements, and a free notification service. Grants like this helped the office keep up with technology, security, and improve the level of service. She gave a shout out to Lisa Lowe,Recording Manager,who wrote the grant application. Commissioner Scherr moved to approve the Consent Agenda for June 20, 2023 as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Business Item(s) l. Resolution 2023-043 Appointing Independent Referees for the 2023 County Board of Equalization Dani Moore,Administration Executive Summary: The County Board of Equalization will be appointing(six)hearing referees to sit for the 2023 assessment appeal hearings. Rhea Silverkorn, Executive Coordinator stated that she was on the administration team for the County Board of Equalization. Currently appeals were going through the Assessors Office,it was expected to be a big year. They were bringing in six hearing officers this year to help with the hearings. 1. Willem van der Hoeven 2. Caitlyn McKenzie Commissioner McQueeney moved to approve the Resolution Appointing Independent Referees for the 2023 County Board of Equalization. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. A Revision to the 401a Retirement Plan with Colorado Retirement Association Effective July 9, 2023 Hollis Dempsey,Human Resources Executive Summary: A revision to the 401(a)retirement plan participation agreement which will require eligible employees defer 6%of their pre-tax compensation into the retirement plan and for Eagle County Government to provide an 8%contribution into the retirement plan effective July 9th,2023. Hollis Dempsey,HR Director, explained that last year they sought feedback from staff and learned that . setting strong retirement goals was a priority for everyone. A request was made for a budget increase to raise retirement contributions for staff who were eligible for the 401a program, which was approved for 2023. The agreement allowed for two phases of implementation of the plan. The first phase would increase employee contributions to a fixed 6%election. In July,the county contribution would go from 6%to 8%. Beginning in January of 2024, employee contributions would be increased from 6%to 8%. This would ensure the county remained competitive against the local market and would set employees up for success in the future. The 401a 2 06/20/2023 plan was common for local governments. All employees eligible for the 401a program were required to participate and would not have the option to opt out. Commissioner Scherr moved to approve the Revision to the 401a Retirement Plan with Colorado Retirement Association Effective July 9, 2023. Commissioner McQueeeney seconded the motion. The vote was declared unanimous. 4. Resolution 2023-044 Adopting A 2nd Supplemental Budget 2023 Jill Klosterman,Finance Executive Summary: Public Notice will be completed June 15th,2023, and the review and request for these additional appropriations will be made in the June 20th,2023 public meeting. Anna Earl, Eagle County Deputy Director of Finance,.presented the 2nd supplemental for the 2023 budget. She presented a packet that outlined the requests and balances. The first page included a brief overview of total funds requesting changes in both revenue and *expenditures. She reviewed all the new projects. Ms. Earl stated that she was working with Pubic Health to develop a long term plan and what was needed to support all the programs. She did not anticipate any large changes from what was presented. Commissioner McQueeney believed it would be helpful if the IT department did a presentation about Dotsero and broadband service. 3 06/20/2023 Commissioner Scherr moved to approve the Resolution Adopting a 2nd Supplemental Budget 2023 Commissioner McQueeney seconded the motion.
