HomeMy WebLinkAboutMinutes 06/13/2023 PUBLIC HEARING June 13, 2023 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQteeney Commissioner Jill Klosterman Chief Financial Officer Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Chandler-Henry opened public comment. Krista Keiser spoke. She shared her flag that represented her. She recommended that folks read the Bible to gain a greater knowledge of truth and walk the road called life. The county had been talking a lot about saving lives over the last three years. But what had been life saving for her,was knowing about the cross and its symbolism of Jesus dying for everyone. People were made in the image of God, and she believed God did not make mistakes. Prayers were being lifted up for healing and identity confusion to be removed. Staci Walls spoke. She spoke about Pride month and the Pride flag. She requested that going forward that community leaders remain neutral to avoid adding fuel to the fire. The U.S. Government recognized 56 month long observations and when community leaders choose to support one controversial one over another, it marginalized a majority of the local community. Chairman Chandler-Henry closed public comment. Commissioner Updates Commissioner Scherr mentioned attending a graduation for a program run by Public Health, Campeones del Sistema, a program for women in the community to help them better understand how the community worked and the roles they could play. He thanked the Public Health team for making it happen. Commissioner McQueeney reminded folks to be extra careful on the roadways as kids were out of school and riding their bikes. She also mentioned the Vail Pass clean-up this Saturday. Volunteers were still needed. Chairman Chandler-Henry gave a shout out to everyone who participated in the Go-Pro Mountain Games last weekend in Vail. She also mentioned that the board would be doing a field trip to Buena Vista to tour the Fading West operations. The business was making modular homes for a Habitat for Humanity project on 3rd Street and a county project in Edwards. County Manager Updates Jill Klosterman, CFO gave a shout out to the 2023 NBA World Champions. 1 06/13/2023 Consent Agenda 1. Agreement Between Colorado Public Health and Environment and Eagle County Public Health and Environment for Environmental Health Services in Retail Food Establishments,Child Care Facilities and Schools Maria Gonzalez,Public&Environmental Health 2. Resolution 2023-040 Approving the Format for the 2023 Coordinated Election Intergovernmental Agreement (IGA) and Authorizing the Clerk&Recorder to Execute the IGA with Coordinating Entities Regina O'Brien, Clerk&Recorder's Office 3. Colorado Department of Transportation Discretionary Aviation Grant Resolution 2023 for Airport Funding David Reed,Airport Commissioner McQueeney moved to approve the Consent Agenda for June 13,2023 as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2023-041 Establishing The Eagle County Lodging Tax Fund; Appointing A Citizen Panel To Administer The Tourism Dollars From Within The Lodging Tax Fund;And Establishing Program Criteria For The Administration Of The Childcare And Housing Dollars From Within The Lodging Tax Fund Abby Dallmann,Administration Executive Summary: On November 8,2022, the voters of Eagle County approved Eagle County Ballot Issue 1A, which provides within unincorporated Eagle County and the Town of Gypsum for the levy of a two percent(2%) lodging excise tax on the rental fee of a room or accommodation for a short term, the proceeds of which will be held by Eagle County in a separate fund and will be spent on providing additional childcare programs and affordable housing opportunities for local workers. This resolution will(1)establish the Lodging Tax Fund; (2) appoint a citizen panel to administer the Tourism Dollars; and(3)establish program criteria to guide the expenditures for the Childcare and Housing Dollars. Ms. Dallmann stated that there was geographic representation. 1. Beaver Creek/Eagle Vail Area Representative: Jeff Andrews-2 year term. 2. Edwards/Wolcott Area Representative: Hanna Albertson-2 year term 3. Town of Gypsum Representative: Ben Dodd- 1 year term 4. Roaring Fork Area Representative: Betina Infante-3 year term 5.At large unincorporated Eagle County and Town of Gypsum Representative: Tom Boyd- 3 year term Commissioner Scherr moved to approve the Resolution establishing the Eagle County Lodging Tax Fund;Appointing A Citizen Panel To Administer The Tourism Dollars From Within The Lodging Tax Fund;And Establishing Program Criteria For The Administration Of The Childcare And Housing Dollars From Within The Lodging Tax Fund. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2 06/13/2023 2.Resolution 2023-042 Modifying the Days and Office Hours for the Office of the Eagle County Assessor During the Month of June 2023 Dani Moore,Administration Executive Summary: The assessors office will be adjusting their hours of operation for the month of June. Friday, June 9,the assessors office will be closed to the public. It will reopen Wednesday,June 15, and will be open each Wednesday through the month of June. Mark Chapen, County Assessor stated that it was a reappraisal year. There was a large increase in property value, 63%on a residential and about 50% for commercial property. The legislature increased the appeal period by eight days and as a result,the window of time they had to answer was lessened by those eight days. They only had 3 weeks to respond to over 7500 appeals. He was requesting to close for normal business in order to allow staff the time to answer the appeals timely and meet the statutory deadlines. Commissioner McQueeney moved to approve the Resolution Modifying the Days and Office Hours for the Office of the Eagle County Assessor During the Month of June 2023. Commissioner Scherr seconded the motion. The vote was declared unanimous. Tour/Event - Buena Vista 1. Fading West Factory Tour Tour of the Fading West Manufacturing Factory in Buena Vista, Colorado that is scheduled to fabricate 20 modular residential buildings for the Edwards Freedom Park Government Services Building site.
