RE:Eagle County Letter of Support for Grant Request
Dear Ms.Moyer:
On behalf of the Eagle County Board of County Commissioners (BOCC),we are pleased to submit this
letter of support for Eagle River Water and Sanitation District ’s (District)and Upper Eagle Regional
Water Authority ’s (Authority)Colorado River District Accelerator Grant request to partially fund a
feasibility study for the Bolts Lake Reservoir project.
The BOCC is supportive of the District and Authority seeking grant funding for the feasibility study
which is a prerequisite for requesting funding from the United States Bureau of Reclamation Small
Storage Program.The feasibility study is intended to meet the requirements of the USBR Temporary
Reclamation Manual Release CMP TRRMR-127,Surface Water and Groundwater Storage Projects
Feasibility Process.
The development of Bolts Lake reservoir meets two of the Colorado River District’s Strategic Plan goals
of planning and management of the Colorado River supply and planning for climatic and hydrologic
uncertainty.The development of Bolts Lake reservoir will provide for local,in-basin storage of
municipal water supplies in the Eagle River basin.The District and Authority have modeled long-term
water supply demands,including changes to the climate.The modeling indicates that Bolts Lake is
required to supply the municipal water demands to account for the demands of a changing climate.
Eagle County identifies providing exceptional core services,safeguarding our natural resources,and
reducing impacts of drought as guiding principles in our strategic plan.The preparation of the
feasibility study will further these County goals.
We request the Colorado River District Review Committee consider approval of the District’s and the
Authority ’s application to meet our mutual goal of protection,conservation,use and development of
water resources within our watershed.Notwithstanding the foregoing,the Bolts Lake Reservoir project
is subject to review by the BOCC pursuant to the Eagle County Land Use Regulations and the County ’s
Guidelines and Regulations for Matters of State Interest.

Accordingly,this letter shall not serve as any indication that the BOCC has prejudged or pre-approved
the Bolts Lake Reservoir project or that the BOCC will approve a 1041 permit or any other land use
approval for the Bolts Lake Reservoir project.
