HomeMy WebLinkAboutR88-051 Two Forks Dam and Williams Fork Gravity Collection SystemCommissioner Z) ja moved adoption of the following ]Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 88 -5L RESOLUTION REGARDING THE PERMITTING AND DEVELOPMENT OF TWO FORKS DAM AND THE WILLIAMS FORK GRAVITY COLLECTION SYSTEM WHEREAS, The Denver Water Board has applied to the Army Corps of Engineers for permits which would allow for the construction of Two Forks Dam on the South Platte River and the Williams Fork Gravity Collection System on the Williams Fork River; and WHEREAS, The Army Corps of Engineers is accepting public comment on these permit requests until June 10, 1988; and WHEREAS, The People of Eagle County are vitally interested in projects with the potential statewide and local impacts that have been associated with the development of these; and WHEREAS, findings associated with those permit applications have found that both of these projects will have severe adverse impacts on wildlife, river recreation, trout habitat and other components of the existing natural environment; and WHEREAS, the State of Colorado has failed to adopt a statewide water plan; and WHEREAS, the development of Two Forks Dam will have a high social cost in that it will displace several communities entirely; and WHEREAS, studies have found that conservation of existing water resources can supply the vast majority of the Denver metropolitan area's future water needs while avoiding the economic, social and environmental costs of these projects; and WHEREAS, the building of the dam will damage tourism, Colorado's most important industry. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT the Eagle County Commissioners are opposed to the development of Two Forks Dam and Reservoir, the Williams Fork Gravity Collection System and any associated water development projects which would destructively divert water from Colorado's Western Slope over the Continental Divide; and THAT, the Eagle County Commissioners feel that the best interest of all the citizens of the State would be served if the State proceeded to provide a fair and comprehensive state -wide water plan. BE IT FURTHER RESOLVED: THAT the Eagle County Commissioners do urge the Army Corps of Engineers to reject the pending applications for the development of Two Forks Dam and the Williams Fork Gravity Collection System, and to require the applicants to develop less harmful and more conservation- oriented water development alternatives. THAT the Eagle County Commissioners further urge that prior to develop- ment of new projects, Colorado adopt a comprehensive state -wide water plan equitably dealing with all the interests in the State rather than allowing continued piecemeal development; further, that the Court use its influence to urge the State to do so.
