Joanna Kerwin of Edwards spoke. She recently had been elected to the Mountain Recreation District Board and elected President of the Edwards Metro District Board and looked forward to working with the county on future projects. Chairman Chandler-Henry closed constituent input. Commissioner Updates Commissioner McQueeney spoke about the board's participation in the Colorado Counties Inc (CCI) conference next week in Vail. Commissioner Scherr stated that he saw an obituary for Susie Keysor in the Vail Daily. She was always out in the community doing something and the community had lost a great woman. Chairman Chandler-Henry expressed appreciation for the emergency management team for providing all the highwater updates and keeping everyone safe. County Manager Updates Jeff Shroll also reflected on Susie Keysor's poker skills and her presence in the Gypsum Town Council meetings. He also stated that he looked forward to working with the Edwards Metro District on a variety of different topics. Consent Agenda 1. April 2023 Payment Report Anna Earl,Finance Commissioner Scherr moved to approve the Consent Agenda for May 23, 2023 as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2023-037 Designating May 2023 as the Month of the Young Child in Eagle County Samanthah Markovitz,Human Services Executive Summary: Thank you for being willing to adopt the resolution proclaiming May as"The Month of the Young Child."Approximately 3,600 children ages five and younger call Eagle County home. This resolution underscores the fundamental impact of investment in early childhood for Eagle County and its families. Ms. Markovitz,Eagle County Early Childhood Systems Coordinator, spoke about the need for safe, quality, and accessible childcare. Investing in education programs helped parents and children thrive in Eagle County. Commissioner McQueeney moved to approve the Resolution Designating May 2023 as the Month of the Young Child in Eagle County. Commissioner Scherr seconded the motion. The vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Housing and Development Authority 1. Quitclaim Deed for 766 Castle Drive Tori Franks,Resiliency/Housing 2 05/23/2023 Executive Summary: 766 Castle is the only property that ECHDA owns in West Eagle,the other 5 parcels/properties are owned by ECG. The West Eagle housing development application(s) and subsequent lots/development will be a lot cleaner if the owner is one entity. Commissioner Scherr moved to approve the Quitclaim Deed for 766 Castle Drive. Commissioner McQueeney seconded the motion. The vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Airport Terminal Board. Commissioner Scherr seconded the motion. The vote was unanimous. Eagle County Airport Terminal (ECAT) Board 1. Eagle County Airport Terminal (ECAT)Display Advertising Concession Agreement with All Star Media Services, Inc. Jodi Doney,Airport Executive Summary: Agreement to provide advertising displays within the airport terminal. Commissioner Scherr moved to approve the Eagle County Airport Terminal(ECAT)Display Advertising Concession Agreement with All Star Media Services, Inc. Commissioner McQueeney seconded the motion. The vote was unanimous. 2. Eagle County Airport Terminal(ECAT)Agreement with arrIVal, LLC Jody Doney,Airport Executive Summary: This lease agreement would allow arrIVal,LLC to provide retail IV therapy to passengers in the pre-security area of the terminal. Jeff Shroll moved to approve the Eagle County Airport Terminal(ECAT)Agreement with arrIVal,LLC. Commissioner Scherr seconded the motion. The vote was unanimous. 3. Eagle County Regional Airport Terminal Building Use Permit-American Airlines David Reid,Airport Executive Summary: At the January 3,2023 Board of Commissioners Meeting,Resolution 2023-002 was passed updating/establishing the Schedule of Airline Rates and Charges for EGE. In conjunction with these rates, each airline is required to sign a Terminal Use Permit to operate into EGE. The attached permit has been signed by the American Airlines representative,Angelo Castro, and requires ECAT approval and signature as well. Jeff Shroll moved to approve the Eagle County RegionaI'Airp Terminal Building Use Permit- American Airlines. ", Commissioner McQueeney seconded the motion. The vote.W s Unanimous. Vail Mountain Rescue Group annual update(2022/2023) Birch Barron, Emergency Management Executive Summary: Vail Mountain Rescue Group will give an update to the Eagle County Commissioners on their operations over the past year and preparations for the 2023 summer season. Vail Mountain Rescue Group provides backcountry search and rescue, as well as public education on backcountry safety,in Eagle County. The team is responsible for all search and rescue operations in the unincorporated areas of the County and works under the jurisdiction and with the authority of the Eagle County Sheriff's Office.
