This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner McQueeney took an opportunity to highlight the upcoming highway cleanup. She thanked
all the volunteers preparing for the event and making the valley more beautiful. If people were interested in signing
up,they could contact the Eagle Watershed Council.
Commissioner Scherr stated that this was the last week of the state legislative session. He encouraged
everyone to follow up with what was happening at the Capitol. He also reminded folks about the special district
elections happening today. There were various voting locations throughout the county.
Chairman Chandler-Henry stated that it was already May,and Fair&Rodeo tickets went on sale yesterday.
She encouraged folks to get their tickets in advance of the rodeo in July.
County Manager Updates
Jeff Shroll gave a shout out to the Road&Bridge team. They were able to make some improvements to the
community boat ramp west of Gypsum. He also recognized Kevin Sharky and his team for completing the bike trail
to Dotsero.

Commissioner Scherr moved to approve the Consent Agenda for May 2, 2023 as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Business Item(s)
1. Resolution 2023-027 Supporting Updates to the Colorado Communities for Climate Action Policy Statement

Executive Summary: This resolution reflects the board's approval of the Colorado Communities for Climate
Action(CC4CA)policy updates.
Commissioner Scherr stated that he was the current president for Colorado Communities for Climate
Action, and CC4CA was an advocacy organization that worked on policy primarily at the state level and rule
making. CC4CA supported the county's environmental objectives through the strategic plan. The resolution was
required by the origination and required a unanimous vote.
Commissioner Scherr moved to approve the Resolution Supporting Updates to the Colorado
Communities for Climate Action Policy Statement.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
2. First Amendment To Agreement Between Eagle County and Envirotech Services

Executive Summary: The Mag agreement that we have with Envirotech originated as a 3 year agreement. Since
2021,there has been supply chain issues and inflation and Envirotech has been hit with substantial product and fuel
increases and has requested an additional $0.05/gal increase over what was approved in 2021. That would make the
2023 dust control cost$0.633/gal. This agreement will see an additional$35,000 making the total not to exceed
$1,229,900.00.
Jeff Shroll explained that the original agreement was signed three years ago and there had been a significant
increase in cost. The amendment would increase the cost amount by$35,000 to cover any additional costs that
were not anticipated in 2021. His recommendation to the board was to approve the additional $35,000.

Commissioner McQueeney moved to approve the First Amendment To Agreement Between Eagle County
and Envirotech Services.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Work Session(s) - Eagle County Room
1. EGE Airport Update
Executive Summary: Update on the 2022-23 Winter Season,upcoming projects,and general news from the
airport.
2. Fairgrounds Master Plan Update& Site Visit
Executive Summary: Follow up on Eagle County Fairgrounds Master Plan consultant recommendations. Review
portions of the fairgrounds master plan submitted by Populous design group in preparation for a fairgrounds site
visit, immediately following,to walk staked out areas of potential expansion.
