HomeMy WebLinkAboutC81-073 Pitkin County Dept. of Social ServicesFOOD STAMP PARTICIPATION AGREEMENT This Agreement is made and entered into by and between the Eagle County Department of Social Services by and through its Board of Social Services, and the Pitkin County Department of Social Services by and through its Board of Social Services, WITNESSETH: WHEREAS, the parties desire to provide for the administration of the federal food stamp program in the County of Pitkin a district office and to set forth the responsibilities of each party in administering the program, NOW THEREFORE, the parties agree as follows: I. ADMINISTRATIVE' RF.SPnw.gTPTT.TTTF.q A. The Pitkin County Department of Social Services, shall have the following responsibilities regarding administration*of the federal food stamp program: 1. Accept applications for food stamps.from public - assistance and immediate need applicants. 2. Schedule pr.blic assistance and immediate need applicants for appropriate certification interviews and complete the necessary action to approve or deny food stamp benefits for these applicants. 3. Complete the necessary action to recertify public assistant applicants. 4. Process any necessary changes or supplemental . allotments for public assistance applicants. 5. Haindle any necessary home certification interviews for public assistance and immediate need applicants. 6. Accept, date and refer for Eagle County Department of Social Services action applications from non-public assistance applicants as appropriate. �r f lvmr� 7. Pay to Eagle County Department of_Social Services . a prorata share of 20 percent of their administrative direct cost relating to the food stamp program in Pitkin County as set forth in Paragraph I.B.8 below. 8. Allow Eagle County Department of Social Services personnel access to Pitkin County Social Services files as 'necessary for the Eagle County Department of Social Services to carry out its duties under this Agreement. 9* 1/2. Provide a room for Eagle County Department of Social Services personnel to once a week interview and certify '"OV Pitkin County food stamp recipients and applicants. 9. Cooperate and provide the necessary information to the Eagle County Department of Social Services personnel or, where appropriate, refer to the appropriate administrative agency or law enforcement official for prosecution under applicable federal or state statutes, any case where Eagle County Department of Social Services personnel believes fraud is involved. B. The Eagle County Department of Social Ser•ices shall be responsible for all administrative duties relating to the federal food stamp program not expressly undertaken by the Pitkin County Department of Social Services under A above, including but not limited to: 1. Interviewing, certifying and calculating benefits for all non-public assistance applicants in the Pitkin office, the Basalt office, and the homes of applicants/recipients. 2. Recertifying all non-public assistance applicants. 3. Issuing all stamps by mail, out of the Eagle office. 4. Processing changes or supplemental allotments for all non-public assistance applicants. 5. Conducting the telephone or home certification interview for non-public assistance applicants as appropriate. 6. Pursuing any administrative or criminal fraud matters arising out of the food stamp program. 7. Set tip and maintain an accounting system which will � . a provide a quarterly statement of the total certification and administrative costs incurred in the operation of the food stamp program for the Basalt area and Pitkin County. 8. On a quarterly basis, Eagle County will bill Pitkin County for amount equal to their proportionate share of 20 percent of the direct administrative program costs incurred • under this Agreement. The proportionate share for Pitkin County shall be computed on the basis of the number of households served by the Eagle County Department of Social Services. A given household will be counted only once for each month that 1 the Department takes one or more actions with respect to that household. Such action would include accepting an application, certification, recertification, denial of eligibility, issuance of stamps and other formal action. Pitkin County's share will be computed by multiplying 20 percent of the total administration costs incurred by the Eagle County Department of Social Services by a fraction whose numerator is the total number of households served who reside in Pitkin County and whose denominator is the total number of households served by the Eagle County Department of Social Services in the Basalt Aspen area. II. MISCELLANEOUS A. This Agreement shall becomeeffective March 1, 1980 and shall continue in effect for one year and is renewable upon mutual agreement for additional twelve month periods. B. This contract may be terminated for any reason by either party upon the giving of sixty (60) days prior written notice of such termination to the other party. Notice shall be deemed to have been given upon the mailing•of said notice by United States mail, certified, first -Class, postage prepaid, and• addressed to the respective party at the respective address as shall appear herein or upon a change of address pursuant to this notice provision. -3- IN WITNESS WHEREOF, the parties have executed this Agreement as of the date set opposite their signatures.
