The old system was gravity system for 5 bedrooms and the soil was clayey, gravelly sand with an average perc rate of 32mpi, which with the new regulation might require pressure dosing. Is it ok to add additional trenches and an additional tank to service the proposed 7-bedroom residence and keep it gravity system? Thank you, Luiza Petrovska, PE LKP Engineering, Inc. Civil/Geotechnical P.O. Box 724 Eagle, CO 81631 Cell: 970-390-0307 E-mail: luiza@Ikpeng.com<mailto:luiza@lkpeng.com> Email2: Ikpeng@centurytel.net<mailto:Ikpeng@centurytel.net> www.lkpengineering.com<http://www.lkpengineering.com/> Privileged/Confidential Information may be contained in this message and any related attachments. Fi winmail.dat 52 K Claire Lewandowski <claire.lewandowski@eaglecounty.us> To: Luiza <luiza@lkpeng.com> Cc: "environment@eaglecounty.us" <environment@eaglecounty.us> Hi Luiza, Thu, Oct 22, 2020 at 2:47 PM The regulation requires that it be modified or replaced to handle the increased design flow. So what does that mean, right? I interpret it (as well as other counties have reached out to) to require the system to be sized appropriately for the current number of bedrooms under current regulations. Since the soil determines the LTAR and is tied in with the requirement for a pressure dosing, in cases where sand has to be brought in like type R soils, then pressure dosing would be required. If the case is that soil types 3, 3A, 4, 4A, or 5 for designs where reductions in the soil treatment area size or vertical/horizontal separation reductions are not being requested or factored in the design, gravity -flow could be used if there is space to accommodate such a large field. Let me know if this makes sense, this was a great question and gave me a lot to think about. Verify that the perc prior to install. Second, increase the tank capacity by adding a 500-1,000 gallon single compartment tank prior to the existing tank. It's so simple and makes perfect sense, I believe I was overthinking it. Let me know if you have any questions or concerns. Thank you! Please notify the department when an installer is identified, prior to installation of the OWTS. Alteration to existing OWTS, permit 2369-04IS, exactly as depicted in the LKP Engineering, Inc design stamped, signed, and dated January 21, 2021 by Luiza Petrovska, PE. The alteration of the system is designed to accommodate the increased maximum daily flow from the addition of two bedrooms to the existing five bedroom residence, for a total of seven bedrooms. The soil treatment area was determined by the PE as adequately sized to serve seven bedrooms, based on analysis of previous soils test and current regulations, and so will remain as existing. The alteration consists of the addition of a new 1000 gallon Valley Precast single compartment concrete tank, prior to (or upstream to) the existing tank 1500 gallon septic tank, determined to be in working order, and will remain as existing. The 1500 gallon tank must be pumped and a new effluent filter installed on the outlet tee. Note: Do not install the new tank in wet or frozen ground. The 2.968-acre lot is located southwest of Edwards in an area that requires utilizing an OWTS and is listed under parcel number #210716102005. The system was installed under permit #2369-04 which called for a 1,500-gallon, concrete, tank with 60 infiltrator chambers in four trenches, and was finalized in November of 2004. The original design was sized to accommodate a five-bedroom residence. The septic tank is on the west side of the structure with both lids accessible at the surface. A clean-out was visible between the house and the tank. There are two risers on the inlet side and one on the outlet with both baffle tees in place as required. The liquid level in the tank was normal and the concrete is in good condition. Sludge levels were measured during the inspection and were about 40% of the septic tank capacity. We would recommend pumping the tank out and installing an effluent filter on the outlet side of the tank to help prolong the life of the STA (Soil Treatment Area). The STA is northeast of the septic tank in a trench configuration utilizing serial distribution. With snow cover present we were unable to locate the inspection ports for the trenches, but the area was walked and observed with no visible indications of surfacing or failure. We were informed that the residence had been occupied from June through December of last year, so if a failure existed it would have been visible because of the occupancy and use of the drains. As mentioned above, the septic tank was at normal level as well. After the inspection we would make the following recommendations: • Pump the septic tank. Every 3-5 years is recommended for full time occupants. • Install an effluent filter on the outlet side of the tank. The filter should be checked every 2-3 years and cleaned as needed. Box 3388 Eagle CO 81631 brennen@sstaia.com RE: Engineering Services for the McCormick Residence Addition - OWTS for 7 bedrooms Lot 5, Block 1, Cordillera Filing 36 0254 Pine Marten Way Eagle County, Colorado Project No. 03069 Old ISDS Permit Number 2369-04 Dear Brennen: The following report is a summary of our evaluation, of the existing Onsite Wastewater Treatment System and the required improvements for the proposed two-bedroom McCormick Residence Addition on Lot 5, Block 1, Cordillera Filing 36, 0254 Pine Marten Way, Eagle County, Colorado. The calculations and the layout of the required improvements are shown on the attached drawing C-1. The existing system, ISDS Permit Number 2369-04, was designed for a 5-bedroom residence and it was constructed on October 18, 2004. The system consists of a 1500-gallons, two compartments concrete septic tank and a Soil Treatment Area with 60, Standard Infiltrator Chambers constricted in four trenches with 16 chambers in each of the first two trenches and 14 chambers in each of the last two trenches. The proposed addition will add two more bedrooms to the existing five for a total of 7 bedrooms. An additional, 1000-gallons, one compartment concrete septic tank will be added just before the existing, 1500-gallon, two compartment concrete septic tank, as shown on the attached drawing. An effluent filter (per the OWTS #43 regulations) will be installed on the outlet tee of the second (existing) tank. The existing Soil Treatment Area (STA) was re-calculated based on the present OWTS #43 regulations for the total number of 7 bedrooms (existing and proposed). Per the new regulations the Maximum Daily Flow was calculated for the allowed 2 persons per bedroom for the first three bedrooms plus one additional person for each additional bedroom for a total of 10 people. The maximum daily flow was calculated to be 750 gpd. With the LTAR = 0.5 gpd/sf, based on the Percolation Rate of 32 minutes per inch, done on June 4, 2003, the required STA was calculated to be 1500sf. With the allowed 30% reduction for Infiltrator Chambers the size of the required area is 1050 sf. Based on the allowed 12sf for the surface of Quick 4 Plus Infiltrator Chambers, the required number of infiltrators will be 88 with 88 infiltrators x 4 feet = 352 lineal feet. The existing STA has 60 chambers at 6.25 feet = 375 lineal feet. The existing STA has greater capacity than the required 352lf, thus no additional McCormick Residence Addition - OWTS Page 2 of 2 January 21, 2021 Project 03069 P.O. Box 724, Eagle, CO 81631 Tel (970) 390-0307 www.LKPEngineering.com trenches with infiltrator chambers will be required. You or your licensed installer will apply for a repair permit, for the installation, connection and backfilling of the new tank, and will make sure that all the required setbacks are met. Once the new septic tank is installed with all the connections completed, you or your installer will give a 48-hour notice to LKP Engineering and the ECEH Department to schedule the inspection. DO NOT backfill any part of the system prior to the inspection. If you have any questions, please do not hesitate to call. Sincerely, LKP ENGINEERING, INC. Here is her reply: `Hi Luiza, The regulation requires that it be modified or replaced to handle the increased design flow. So what does that mean, right? I interpret it (as well as other counties 1 have reached out to) to require the system to be sized appropriately for the current number of bedrooms under current regulations. Since the soil determines the LTAR and is tied in with the requirement. for a pressure dosing, in cases where sand has to be brought in like type R soils, then pressure dosing would be required. Thank you, Claire" Based on that, we had an average perc rate of 32mpi, and not having the soil classified per the current regulations, it would fall under Type 2 or 2A the most, which means that pressure dosing and possibly a sand filter will be required. That means whole new system. We will also need to do 2 new profile holes. Let me know if you want to proceed. Luiza Petrovska, PE LKP Engineering, Inc. Civil/Geotechnical P.O. Here is her reply: "Hi Luiza, The regulation requires that it be modified or replaced to handle the increased design flow. So what does that mean, right? I interpret it (as well as other counties 1 have reached out to) to require the system to be sized appropriately for the current number of bedrooms under current regulations. Thank you, Claire" Based on that, we had an average perc rate of 32111pi, and not having the soil classified per the current regulations, it would fall under Type 2 or 2A the most, which means that pressure dosing and possibly a sand filter will be required. That means whole new system. We will also need to do 2 new profile holes. Let me know if you want to proceed. Luiza Petrovska, PE LKP Engineering, Inc. Civil/Geotechnical P.O. The tank addition looks good. I know we spoke and emailed about the STA back in October, but my understanding is that instead of evaluating the system as a whole, comparing what the STA square footage existing is, to the what it should be for the total number of bedrooms, that you would simply add infiltrative surface area for two bedrooms onto what is existing. I actually prefer how you calculated and compared in your design, and to not have to mess with the STA, but I don't agree with the LTAR that you used, the soils report from 2003 shows that the soils have quite a bit of Clay in them, not consistent with the sandy silt loam of a 2A, but closer to a 3 (0.35 LTAR), or higher. But I see that the test pits were further away from the STA than the perc tests. If you can explain that it would help me understand better. Second, was the existing soil treatment area inspected? Is there water in the inspection ports, are all off the serial trenches receiving water at this point? Was the existing 1500 gallon tank pumped and inspected? Is it in good condition? I appreciate your thoughts. Thank you! The Application Rate of o.6gpd/sf, used in the original design in Table io-1 is equivalent to soil type 2. The perc rate of 32mpi is equivalent to Soil Type 2A. Since Soil Type 2A is more conservative I used the LTAR of 0.5 gpd/sf. I am also more confident to use the actual percolation test, which I trust more than the new type of evaluation. Answer to Part 2: I did not receive an inspection report for the condition of the existing system. I asked for it on June 30, 2020. I just sent an email to the architect to see if they had hired an inspector/pumper to evaluate the existing condition of the system. I will let you know as soon as I hear back. Here is her reply: "Hi Luiza, The regulation requires that it be modified or replaced to handle the increased design flow. So what does that mean, right? I interpret it (as well as other counties I have reached out to) to require the system to be sized appropriately for the current number of bedrooms under current regulations. Since the soil determines the LTAR and is tied in with the requirement for a pressure dosing, in cases where sand has to be brought in like type R soils, then pressure dosing would be required. If'the case is that soil types 3, 3A, 4, 4A, or 5 for designs where reductions in the soil treatment area size or vertical/horizontal separation reductions are not being requested or factored in the design, gravity -flow could be used if there is space to accommodate such a large field. Let me know if this makes sense, this was a great question and gave me a lot to think about. CiviliGeotechnical P.O. You are the second engineer in this past week to tell me they prefer the perc testing to soils test pits. I have also heard the opposite, but not recently. I do see that perc testing can miss large factors such as soil structure and gravel percentage, so that is where my primary concern lies. However, I will wait for the pumping and inspection results before I can issue the permit. If the inspection shows no concern in regards to the field then I will be able to accept the evaluation you put forward in the design and therefore, the field would not need expanding and so no new soil evaluation needed. We are working on getting credit card payments for our OWTS program but it is not in place right now. For the time being, I can start the review, but we will need the payment before we can final the permit, this will hold up inspection if not paid, but will not hold the building permit in the meantime. The fee is $400 for an alteration that is tank only and does not include the soil treatment area (aka leach field) . Once the check is mailed, just let me know so I can keep an eye out, since I am primarily working from home. Is it in good condition? appreciate your thoughts. In your opinion? Wait until construction starts? What would be required at Building Permit is all I am after now. Thoughts? Thx Brennen From: Luiza <luiza@lkpeng.com> Sent: Friday, October 23, 2020 11:50 AM To: Brennen Fitzgerald <Brennen@sstaia.com> Subject: RE: Existing Septic System sizing - possible remodel 254 Pine Marten Way Hi Brennen, I received the reply from Claire. Luiza Petrouska, PE LKP Engineering, Inc. CiviliGeotechnical P.O. No wonder I couldn't find it. Here is an agreement for our services. Please review, sign, and email it back. Have they pumped/inspected the septic tank recently? If they haven't they will need to do that, and we will need that inspection report. Thank you, Luiza Petrovska, PE LKP Engineering, Inc. Civil/Geotechnical P.O.
