adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning. and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or
both.

In reviewing your permit application for your residence on top of Tennessee Pass`���
on Highway 24, we find that percolation tests have not been done for the septic
location. Please call this office to do your percolation tests after the holes
have been dug. The information regarding the digging of the holes is enclosed.
You have already paid the fees that are required for the permit and percolation
testing. The Building Department advised last month that you are ready to
continue the building and septic permit application; however, we have not
heard from you this year.
If you have any questions, please call. Also, would you please fill out

SEPTIC SYSTEM APPLICATION
INTRODUCTION
Lot 1, Taylor Hill Placer Subdivision is a commercial/residential site located in the Eagle
River drainage, north of Tennessee Pass on Highway 24, Eagle County, Colorado. Eagle
County issued ISDS Permit #318 on October 10, 1978 and a repair permit (#564) was issued
in 1981. Permit documentation indicates that a 1,250 gallon septic tank exists on site with an
800 square foot leach field. Existing development on the site consists of a four bedroom
house (Winkeller Residence, presently under re -construction), a three -bedroom house used for
seasonal rental and a one -bedroom house. According to the owner, the four -bedroom and
three -bedroom house feed into the existing ISDS on site. The one -bedroom house has a
propane toilet. This design is proposed to bring the site into compliance with County
Regulations. It is proposed that the four -bedroom house remain connected to the existing
ISDS system and a new system be installed to serve the other two houses. This area is not
currently served by Eagle River Water and Sanitation District.
PROPOSED USE
The proposed system will serve a three -bedroom and a one -bedroom dwelling. These
buildings are used for seasonal rentals.
QUANTITY OF SEWAGE

900 gpd x 30 hrs/day = 1,125 gallons

AEI recommends rounding to a 1,250 gallon tank.
SOILS INVESTIGATION
A soil profile pit was dug by backhoe to a depth of eight feet on October 29, 1996. Soils
encountered were: 4 inches of topsoil followed by a sandy loam with gravel and cobbles.
Bedrock was not encountered. Neither groundwater nor indication of a seasonal high water
table was encountered. Soil percolation rates listed on the original permit (average
percolation rate - 20 minutes per inch) were found to be indicative of the soils encountered in
the soil profile pit and were used for design of the ISDS modification.

WHICH ARE AVAILABLE LOCALLY AND GROW TO 10" AND 15" HIGH. NO
AUTOMATIC SPRINKLER SYSTEM SHOULD BE INSTALLED ABOVE THE DISPOSAL
FIELD.
15. THE OWNER MUST REALIZE THAT AN ONSITE SEWAGE DISPOSAL SYSTEM IS
CONSIDERABLY DIFFERENT FROM PUBLIC SEWER SERVICES. THE OWNER
MUST BE AWARE OF AND ASSUME THE RESPONSIBILITY FOR CONTINUED

EXCESS OF 1000 GALLONS PER DAY IF ALLOWED TO RUN. EXCESSIVE LOADING
(SUCH AS FROM RUNNING TOILETS) WILL FLOOD AND IRREVOCABLY HARM
THE SYSTEM, AND STRESS THE ONSITE WELL.
16. ENSURE THAT VEHICLES ARE NOT ALLOWED TO DRIVE ACROSS THE TANK,
LINES OR INFILTRATORS. PLACE POSTS OR BARRIERS IF NECESSARY. IF LINES
MUST CROSS UNDER ROADWAYS, USE SCHEDULE 40 PVC SEWER PIPE.

SEPTIC SYSTEM APPLICATION
INTRODUCTION
Lot 1, Taylor Hill Placer Subdivision is a commercial/residential site located in the Eagle
River drainage, north of Tennessee Pass on Highway 24, Eagle County, Colorado. Eagle
County issued ISDS Permit #318 on October 10, 1978 and a repair permit (#564) was issued
in 1981. Permit documentation indicates that a 1,250 gallon septic tank exists on site with an
800 square foot leach field. Existing development on the site consists of a four bedroom
house (Winkeller Residence, presently under re -construction), a three -bedroom house used for
seasonal rental and a one- room -use. According to the owner, the our -bedroom and
three -bedroom house feed into a existing ISDS on site. The one -bedroom house has a
propane toilet. This design is proposed to bring the site into compliance with County
Regulations. It is proposed that the four -bedroom house remain connected to the existing
TSDS system and a new system be installed to serve the tither two houses. This area is not
currently served by Eagle River Water and Sanitation District.
PROPOSED USE
The proposed system will serve a three -bedroom and a one -bedroom dwelling. These
buildings are used for seasonal rentals.
QUANTITY OF SEWAGE
(4 Bedrooms)(2 persons/bedroorn)(75 gpd)(1.5 peaking factor) = 900 gpd
SEPTIC TANK SIZE
900 gpd x 30 hrs/day = 1,125 gallons
24 hrs/day

SOILS INVESTIGATION
A soil profile pit was dug by backhoe to a depth of eight feet on October 29, 1996. Soils
encountered were: 4 inches of topsoil followed by a sandy loam with gravel and cobbles.
Bedrock was not encountered. Neither groundwater nor indication of a seasonal high water

During our last meeting, it was agreed you would be allowed to proceed with construction of
your roof while your building permit was being processed. It was also agreed that you could
continue working in a legal manner unless we received new complaints from citizens.
In the past several days, this office has received two additional citizen complaints. The complaints
question the overall building height of the structure and the continuation of building without an
issued building permit.
You were also notified by the Eagle County Environmental Health Division, that your building
permit is on hold until you have completed a ISDS application and addressed the concerns of the
size of your current leach field.
For these reasons, we have issued a STOP WORK against any further construction. We have
also served you a 30 DAY NOTICE OF VIOLATION. The 30 day period will begin on Friday,
October 25, 1996 and will expire on Sunday, November 24, 1996. You shall not continue with
any work on the building site until you receive an issued building permit. Doing so, may
result in further enforcement action punishable by fines and/or incarceration.
You have also expressed interest in using the completed structure as a "lodge". Please
understand this use could be allowed in the Resource zone district, but only by the issuance of a
Special Use Permit. This permit process requires public and county approval. Without the
Special Use Permit, the building can only be used as a single family dwelling.

1. All .installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or
both.

attached sheet.) The individual sewage disposal system will be constructed and installed in accordance with the
regulations governing individual sewage systems within Eagle County, and shall comply with House Bill 1553 CRS
66-14, 1973. Payment shall be made to the Eagle County Treasurer. Permit, upon approval of this application, may be
obtained at the Eagle County sanitarian's office.
Appointment for final inspection must be made prior to construction by contacting the inspecting sanitarian. [Phone
328-7718 between 8:30 and 9:00 AM.] Refer to permit number. No approval will be given on any system without final
inspection.

" Nancy Morgan, Environmental Health Secretar
__..ona said the leach field and septic tank
were covered over without having a final
inspection by our office.
She did take pictures of the leach field befor,
it was covered. She would send pictures to
the County when they are developed.
She said there is a domestic well between
the Westermann home and the Winkeller home.
Erik Edeen, at the beginning of the summer,
had advised her to cut the grade down for
the slope over the leach field. She said
the grade had been cut down Ira feet.
INSTALLED: One 1,250 gallon septic tank with
24x30' leach field.
