Dear Mr. Seipel & Ms. Farley,
On July 29, 1996, a Building permit and an Individual Sewage Disposal System permit were
issued for the property located at Lot # 16 & 17, Fulford, CO, of which you are listed as the
registered owners. Both of these permits were valid for a period of 120 days from the date of
issuance. The permits were then extended until July.11, 2005 but to date there is no indication
that the permits have been finalized or a second extension issued.
On June 29, 2007, during a phone conversation Mr. Seipel indicated that he would call to
schedule a final inspection of the Vault Privy but it does not appear that was ever done.
Please be advised that your property is in violation of International Residential Building Code
Section R110.4, and the Eagle County Building Resolution 3.04.09.
To correct these violations, and bring your property into compliance you need to contact the
Eagle County Environmental Health Department at 970-328-8763 to schedule an inspection.
Please reference your ISDS permit number which is 1632-96 (copy enclosed).
As outlined in the enclosed Notice of Violation, you have ten (10) days from receipt of this notice
to make the necessary corrections in order to avoid further legal action. Please understand that it
is our policy to work with you in obtaining compliance.

There is a violation of the Eagle County Land Use Regulations in existence on these premises; as an
owner or occupant please read the following:
Eagle County Land Use Regulations (ECLUR) Section 3.17.01, to wit: "No person shall commence or continue any
work in respect to use or occupy any building, structure, or mobile home, or any sewage disposal system in violation of
the Resolution."
International Building Code, Section 110.1, Certificate of Occupancy. "No building or structure shall be used or
occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be
made until the building official has issued a certificate of occupancy therefore as provided herein..."
Please consider this as notice of violation of the Eagle County Land Use Regulations. This must be
corrected within not more than 10 days, after which Eagle County may request the Sheriff to issue a
Summons and Complaint; in the meantime the penalties for each violation will continue to accrue.
ENFORCEMENT AND PENALTIES
C.R.S. § 30-28-124 and CHAPTER 2, ARTICLE 7, SECTION 7-100.B.1.,
EAGLE COUNTY LAND USE REGULATIONS
Any person, firm, or corporation violating any regulation, provision, or amendment of the Eagle County Land
Use Regulations related to zoning, subdivisions and/or building code, is guilty of a misdemeanor and upon
conviction thereof, shall be punished by a fine of not more than $100, or by imprisonment in the County Jail
for not more than ten days, or by both such fine and imprisonment. Beginning with the date of this notice or
earlier date when the violation first occurred, each day that each violation continues shall be deemed a
separate offense.

RE: Issuance of Individual Sewage Disposal System Permit No. 1632-96, Tax Parcel
#2197-243-06-006. Property Location: Lots 16 and 17, Fulford.
Enclosed is your ISDS Permit No. 1632-96. It is valid for 120 days. The enclosed copy of the
permit must be posted at the installation site. Any changes in plans or specifications invalidates
the permit unless otherwise approved. Please call our office well in advance for the final
inspection.
Also enclosed is the ISDS Final Inspection Completeness Form, and section 4.09.03, of the
Eagle County Land Use Regulations pertaining to vault privies. The items on this form need
to be completed before you call for your final inspection. Also, please note any special
conditions which may have been placed on the permit. If all items are not completed, a
reinspection fee of $42.50 must be paid before a reinspection is made. Your building
permit CO will not be issued until final approval has been given for the ISDS Permit.
Permit specifications are minimum requirements only, and should be brought to the property
owner's attention.
This permit does not indicate conformance with other Eagle County requirements.

4.09.02 VAULT

4.09.03 VAULT PRIvy

from,the superstructure base;
4) A floor and riser of concrete or other
impervious material; and
(� 5) Seats and covers of easily cleanable,
impervious material, hinged, self-closin

vault shall be no less than 400 gallons.
4.09.04 PIT PRIVY
