HomeMy WebLinkAboutR89-118 insurance benefits fo employee by James & Co.i Commissioner t,) z/ O-L moved adoption of the following Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 89 -112 CONCERNING THE NEGOTIATION BY FRED S. JAMES & COMPANY OF INSURANCE BENEFITS FOR EAGLE COUNTY EMPLOYEES. WHEREAS, the Board of County Commissioners offer certain insurance benefits to employees of the County; and WHEREAS, those benefits are provided primarily through insurance coverage provided by CIGNA; and WHEREAS, the Fred S. James & Company of Colorado, Inc. (the "James Company ") has "been retained by the Board as a benefits consultant and has made certain recommendations to the Board related to employee insurance benefits; and WHEREAS, the Board desires to restructure the health insurance benefits provided by amending the insurance coverage. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the James Company be and hereby is authorized to negotiate a renewal of the County's current insurance policy with CIGNA; and THAT, furthermore, the James Company be and hereby is authorized to negotiate the following changes and additions to employee benefits to County employees at the estimated cost indicated: 1. Increase life insurance and accidental death and dismemberment coverage value equal to the eligible employee's then current annual salary at a cost of $0.33 per $100 coverage for Life, and $0.06 per $100 coverage for AD &D. Rates are subject to annual review. 2. With regard to medical insurance coverage, add a requirement for hospital pre- certification and mandatory second surgical opinion; implement large case management; remove the $750 limit on pre- existing illness benefit; increase pooling point to $50,000; and remove the family security benefit. The purpose of these changes is to control future health care expenditures. 3. With regard to dental coverage, increase coverage for preventive work to ninety percent (900) with no deductible. 4. Provide long -term disability coverage at a rate of sixty percent (60 %) of then current eligible employee's wage with a 180 - day -wait, at a cost of $0.54 per $100 of covered wages. Rates are subject to annual review. 5. Provide business travel accidental death and dismemberment coverage in the amount of $250,000 per eligible employee at an annual total cost of $3,100.00. 6. Provide for a "Cafeteria Plan" as defined in IRC Section 125 to allow for employees' contributions for medical and dental coverage to be made on a pre -tax basis. 7. Change the Plan Year Date to begin December 1, effective December 1, 1990, to accommodate the County's budget process; and require that CIGNA provide a 60 -day renewal notice to the County. 8. Amend the CIGNA medical and dental contract to recognize that when two eligible employees are married to each other, the employee first covered by the plan shall be considered the "employee" as defined by CIGNA. The spouse shall be considered a dependent as defined by CIGNA. 9. Amend the CIGNA medical and dental contract to exclude employees retiring after January 1, 1990 unless they meet certain criteria established by the Board. After that date, retirees shall be treated as any other terminating employee with COBRA continuation rights. Present retirees who are currently participating in the plan shall continue to be maintained on the plan so long as they continue to pay 100% of the cost. -2- MOVED, READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State of Colorado, at its regular meeting held they day of November, 1989.
