This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Chandler-Henry opened constituent input.
Linn Brooks,Avon resident, introduced herself and stated that she was running for the Holy Cross Energy
Board. She was running for the Northern District seat which was vacated, so there were no incumbents. Her
background was in natural science and engineering. She worked for the Eagle River Water& Sanitation District for
23 years. She also had board service experience on boards such as the Colorado Water Congress Board of Directors.
In summary, she had over two decades of experience in managing,understanding operations,rate setting,customer
incentives,outreach, strategic planning, and finance. She was skilled in leading in a diverse environment. She
understood how water and energy issues often intersected and how they could be managed. Ballots would be mailed
to account holders in mid-May and voting would extend through June 13th.
Chairman Chandler-Henry closed constituent input.
Chairman Chandler-Henry noted that Commissioner Scherr was on spring break with his family.
Commissioner Updates
Commissioner McQueeney gave a shout out to the Kaleidoscope Group who spent the last week with the
team. The group was contracted to do diversity,equity,inclusion work. She was very impressed by the
commitment of the Eagle County staff who made themselves available for the training. She believed the training
would help shape the culture of who we were as Eagle County Government.
Chairman Chandler-Henry recognized all the fourth graders who participated in the Earth Day poster
contest. There were 17 students selected as representatives of their schools. The students talked about their posters
and what motivated them about Earth Day. This was the 33rd year for the event.
County Manager Updates
Kelley Collier reminded everyone who lived in the Mountain Recreation District that the board election
was on Tuesday,May 2nd She also thanked all the operators, sheriff's deputies,bus operators,and heavy
equipment operators for their work over the winter months.

Commissioner McQueeney moved to approve the Consent Agenda for April 25,2023 as presented.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
Business Item(s)
1. Contract with Gould Construction for Constructing the Eagle Valley Trail Eagle Vail Segment
Kevin Sharkey, ECO Trails
Executive Summary: This is the second phase of construction planned for the Eagle Valley Trail in Dowd
Junction and Eagle Vail. The first phase of construction has already started in Dowd Junction as part of a
partnership project with the Eagle River Water and Sanitation District(ERWSD). These projects were combined
to reduce costs for Eagle County and ERWSD and to minimize traffic delays due to construction. Gould
Construction was selected using a competitive bid process. Construction will continue on Phase 1 in Dowd
Junction this year,and also for Phase 2 in Eagle Vail.
Kelley Collier stated that everyone looked forward to finishing the final few stretches.
Commissioner Queeney moved to approve the Contract with Gould Construction for Constructing the
EAgle Valley Trail Eagle Vail Segment.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
2. Resolution 2023-022 Supporting the Designation of April as Parkinson's Awareness Month in Eagle County

Executive Summary: This is a resolution designating April as Parkinson's Awareness Month in Eagle County.
Rebecca West, Outreach Specialist with Caregiver Connections, spoke on behalf of Wendy Miller,the
Executive Director. She read the resolution allowed and spoke about their services and resources.
Commissioner McQueeney moved to approve the resolution supporting the designation of April as
Parkinson's Awareness Month in Eagle County.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.

3. Resolution 2023-025 Designating the week of April 23—April 29,2023 as Crime Victims' Rights Week

Executive Summary: Board of County Commissioners,Resolution Designating the week of April 23-29,2023 as
Crime Victims Rights Week
Gregory VanWyk,Detention Captain with the Eagle County Sheriff's Office,thanked the Commissioners
for their support of the resolution. He thanked the community partners who collaborated with the Eagle County
Sheriff's Office in helping crime victims. April was Sex Assault Awareness month and Child Abuse Prevention
month. It was important to know that many of the crimes within those categories were folks under the age of 18.
The long term consequences of violence were devastating. This resolution informed the community that it was
never too late to get help. Across the country,teal ribbons were the symbol of Sexual Assault Awareness month.
Kristi Bloodworth, Staff Attorney for Bright Future Foundation, spoke. Last year they served about 900
clients. Based on the numbers this year,they were on track to top that number. She spoke about the programs they
offered and expressed gratitude for their community partners. She thanked the board for their support and for
increasing awareness for victims of crime in the community.
Commissioner McQueeney moved to approve the Resolution Supporting the Designating the week of
April 23 -April 29,2023 as Crime Victims' Rights Week.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
