Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner Scherr reminded folks about Project Funway. He encouraged folks to get their tickets for the
event on Saturday.
Commissioner McQueeney recognized a meeting held last Friday with the mayors,managers, and
community partners. The meeting was a good opportunity to get everyone grounded and to recognize that everyone
was moving in the same direction. They discussed housing, legislation, and the new Regional Transportation
Authority.
Chairman Chandler-Henry reminded everyone that this Friday was the last Ski with the Electeds Day. They
would be skiing in Vail, and if anyone wanted to join,they should meet at Gondola One at 10:00 a.m. For those
who wanted to simply join for lunch,they could meet at El Segundo at 12:30 p.m.. It was always a fun day.
County Manager Updates
Jeff Shroll gave a shout out to the airport. He believed that there were new opportunities for airlines getting
into the airport. Everyone was doing a great job. He was hopeful that there would be some new carriers,new
destinations, and more affordability.

Commissioner McQueeney moved to approve the Consent Agenda for March 28,2023 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Business Item(s)
1. Resolution 2023-016 Concerning Appointments to the Eagle County Animal Services Advisory Committee

Executive Summary: This resolution approves two new advisory committee members, and updates the current
members term ending dates.
Mickey McCormick,Neighborhood Services and Compliance Manager, introduced Stephanie Braga and
Gigi Zimmerman. Both had been selected for their knowledge and interest in animal care.
Commissioner Scherr moved to approve the Resolution Concerning Appointments to the Eagle County
Animal Services Advisory Committee
Commissioner McQueeney seconded the motion. The vote was unanimous.
2. Resolution 2023-017 Review and Approval of the 1st Supplemental Budget 2023

Executive Summary: Public Notice will be completed on March 23rd, 2023, and the review and request for these
additional appropriations will be made in the March 28th,2023 public meeting.
Anna Earl,Eagle County Finance Manager,presented the 1st supplemental request. She presented a
summary of the revenues and expenditures included in the request. She reviewed each of the new requests by
department. The expenses totaled$4,966,556 and revenues totaled$2,135,100.
Commissioner Chandler-Henry asked about the I-70 Collaborative and the county serving as a fiscal
agent.
Ms. Earl stated that this was something new.
Commissioner Scherr explained that Clear Creek County had been serving as the fiscal agent. So it was
agreed that Eagle County should share the cost and relieve the burden from Clear Creek County.
Ms. Earl stated that the projected fund balance and all funds were in good standing and comply with
policy.
Commissioner Scherr moved to approve the Resolution approving the 1st Supplemental Budget 2023.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.
Commissioner Scherr seconded the motion. The vote was unanimous.

1. Review and Approval of the 1st Supplemental ECHDA Budget 2023

Executive Summary: Review and Approval of the 1st Supplemental ECHDA Budget 2023. Public Notice will be
completed on March 23rd, 2023, and the review and request for these additional appropriations will be made in
the March 28th, 2023 public meeting.
Anna Earl,Eagle County Finance Manager, stated that the request included an addition for Riverview
Apartments for$125,000 to replace a sewer pump.
Chairman Chandler-Henry asked if there were other pumps needing replacement.
Ms. Earl stated that there was only one causing an issue.
Commissioner Scherr moved to approve the 1st Supplemental ECHDA Budget 2023
Commissioner McQueeney seconded the motion. The vote was unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority
and reconvene as the Eagle County Board of County Commissioners.
Commissioner Scherr seconded the motion. The vote was unanimous.
